Rural and Rural Clean Engineering Management Approach in Port-au-Prince

(Summit 12th ordinary meeting of the Government of the Faro City, 14 November 2011, considered the adoption of Decree No. 77 of 25 November 2011, No. 77 of the People's Government Order No. 77 of 25 November 2011, as of 1 January 2012.

Chapter I General

In order to strengthen rural and urban clean engineering management, raise urban image and create a clean and affordable rural and urban environment, this approach is based on the relevant legislation, legislation and regulations.

The Urban and Rural Clean Engineering Leadership Group performs the following duties:

(ii) Organizing criteria for rural and urban cleaning;

(iii) Organizing guidance, supervision of cleaner work activities in rural and urban areas;

(iv) Develop and implement cleaner engineering applications, incentives and accountability approaches for rural and urban areas;

(v) The mobilization of rural and urban clean works;

(vi) The identification process for cleaning projects in rural and urban areas;

(vii) Other work related to cleaning for rural and urban areas.

The responsibilities of the regional and local cleaner works leader in the area of development (markets, zones), and the development of regional rural and urban clean-up units are defined in conjunction with local ownership.

Article 6 is established by the Urban and Rural Clean Engineering Leading Group, which is located in the city-friendly sanitation management, which is responsible for the day-to-day management of clean urban and rural works in the city; the offices of the district (communes, districts), the development of rural and urban clean works in the area are responsible for the day-to-day management of rural and urban clean works within the Territory.

Article 11 Governments of municipalities, districts (markets, districts) should give incentives to units and individuals that contribute to cleaner work in rural and urban areas.

Chapter II

Section I

Article 12. Construction of (construction) material, public facilities, public places, greenization of parks, advertising facilities, etc. should be consistent with national, provincial and municipal standards for rural and urban profiling.

Section II Sanitation

Article 26

(vi) The occurrence of major accidents in rural and urban cleaning works, causing serious adverse impacts or consequences;

(vii) Other cases of accountability.

Article 84 Departments and units responsible for cleaning work management in rural and urban areas have one of the following conditions and should be accountable to the responsible person:

(i) Disadvantages in the management of the assessment point, resulting in a breakdown of the assessment sites, affecting streets, squares, market environments and impeding the transport order;

(ii) Intrusion of vehicles and intrusive management of conduct, such as transport safety legislation, affecting the transport order;

(iii) Inadequate management of behaviours such as inclination and inaccessibility, resulting in a serious phenomenon of cholera in public places and in small neighbourhoods of the population;

(iv) Inadequate administration of outdoor advertisements affecting the city's appearance;

(v) Disadvantage in the management of workplace violations, affecting the city's conduct and the lives of its inhabitants;

(vi) Inadequate treatment of illegal construction (constitution) and influence the city's conduct or hinder road traffic;

(vii) Information on urban management in the region is not collected in a timely manner;

(viii) No timely disposal after receiving matters from the digitized urban administration;

(ix) The occurrence of major accidents in rural and urban cleaning works, causing serious adverse impacts or consequences;

(x) Other cases of accountability.

Article 82 Means of accountability for cleaning in rural and urban areas:

(i) Recturing and making written inspections;

(ii) To caution and inform criticism;

(iii) An open apology;

(iv) Removal inspection;

(v) The resignation;

(vi) Restructuring, dismissal and revocation.

Chapter VI Corporal punishment

Article 8XVI, in violation of this approach, provides that, with chewings, incests, papers, cigarettes and plastic bags and other wastes, are responsible for their conversion and may be fined by more than ten ktonnes.

In violation of this approach, the dumping of garbage in non-designated places is punishable by a fine of more than one thousand dollars per cubic m.

Article 92, in violation of this approach, provides that advertising at the vehicle, at the road level, where the sale of goods affects the safety of the transport, is warned by the public security transport authorities of the perpetrator and punishable by a fine of up to $200 million.

Article 93, in violation of this approach, provides for the dumping of garbage in river waters, with the responsibility of water management to put an end to the violation, exclude obstruction or other remedies, punishable by more than one thousand dollars.

Article 94 of this approach does not explicitly punish the subject and is punished by the relevant sectors such as urban and rural administration of administrative law enforcement.

Other laws, regulations are clearly defined, from their provisions.

Chapter VII
