Article 1, in order to adapt to the objective needs of the economic and social development of my city, fully mobilizes the active, proactive and creative nature of a wide range of social scientific research professionals, strengthens the forward-looking, innovative, scientific and technological aspects of social scientific research, promotes the flourishing of the socio-science cause and develop this approach in conjunction with the observance.

Article 2, the Government of the people of the city, which celebrates the achievements of the social sciences in the city, sets out awards such as one, two awards, and three awards, are the highest rewards for the good scientific achievements of my city.

Article 3 celebrates citizens, publishes or publishes public, both inside and outside the city, and public and publishers, as well as the social scientific research outcomes that promote economic and social development in the country and in my city, as well as the promotion of the prosperity of the social science industry in my city, which can apply for the award.

The social scientific achievements described in the previous paragraph include the following three categories:

(i) Publications, including social sciences, translations, teaching materials, universal readings, tools, archaeological collation, local logs, etc.;

(ii) The papers;

(iii) Study categories, including research reports, advisory reports, evidence reports, etc.

Article IV. The evaluation of the award of excellence in social science should be guided by the following principles:

(i) To uphold the principle of the right political direction;

(ii) The principles of openness, equity and justice;

(iii) High standards and the principle of non-existence.

Article 5 re-election of the Award for Social Ecological Evangelical Achievement in the city, which is consistent with the two-year selection. The total value of each incentive is 150, which can be adjusted in accordance with the realities of the award. Awards such as principle I, II awards, three awards are 10, 30 and 60 per cent, respectively. The Award for Social Ecological Evangelical Achievements in the Restitutional Region is US$ 5 million, US$ 25,000 and US$ 1 million.

The Federation of Social Sciences (hereinafter referred to as the commune), the Office of the Social Sciences Award (hereinafter referred to as the CCA) will adjust the total number of awards for social sciences and the total number of social science awards, as approved by the Government.

Article 6 began in 2012 with a two-year period of March, with the Association of the Municipalities and the Municipal Council of Economics and Social Sciences Awards issued a notice of the activities of excellence in science-based evaluation.

Article 7 declares to participate in the selection of the award of excellence in the social sciences of the city and shall be in accordance with one of the following conditions:

(i) The publication of social science-based works at home and abroad;

(ii) Social scientific papers and studies published in national newspapers or foreign newspapers;

(iii) Unpublished research reports, counselling reports, evidence reports, etc., adopted by provincial and national authorities.

The outcomes of the social sciences set out in the previous paragraph are subject to the time frame for publication, the time of delivery or the closure of the notice.

An equivalent or higher award of results at this level has been obtained and no longer included in the selection.

Article 8

(i) Books. There is a scientific and innovative approach to research realities and doctrines, and new contributions to the building and social development of disciplines.

(ii) Translation. Translatual norms have important reference value for modernization and cross-cultural communication in China, and have contributed to deepening academic research.

(iii) Education materials. There is a new idea that it can reflect the recent scientific findings of contemporary studies and have important applications for science and learning.

(iv) Universal access. In the promotion of the imaginism, the Medong idea and the Chinese archaeological socialist doctrine system, in-depth follow-up to scientific development perspectives, universal access to basic scientific knowledge and science, scientific attitudes, scientific approaches, and the promotion of economic building and social development, a more scientific, knowledge, language-friendly, and public awareness.

(v) Tools. Examples of sciences, reliable information and knowledge, have a high reference value for academic studies.

(vi) Cyclones. Translatation, inclusiveness and completeness of content, historical appraisals and research are innovative and valuable for contemporary social scientific research.

(vii) Local logs. The information is reliable and accurate and has high historic values.

(viii) Papers. There is value for the selection and argument that it is reliable and creative to play a positive role in addressing the major theoretical or realistic issues in a changing society.

(ix) Research reports, advisory reports and findings. The need for adaptation to social development is well-liable and more innovative, adopted by provincial and national bodies and has a clear catalytic role for economic development and social development.

Article 9. Individuals and organizations participating in the Award for Social Science Evangelical Evangelical Achievement of the Municipalities, can be declared through municipal authorities, municipal councillors, municipal councils, high-school scientific authorities, or through the district (Autonomous Regions) Section, the social branch units, the municipal council of sciences (Associations, research boards), the WCO research institutions, etc., and the absence of appropriate institutions at all levels, units or individuals, can be declared directly to ITU, ES.

Article 10 establishes the Committee for the Evaluation of Social Ecological Evantage Awards (hereinafter referred to as the Evaluation Committee), which is responsible for the evaluation of awards. The Office of the Evaluation Committee is based in the Urban Economics Section and is responsible for the day-to-day organization of the award.

The Director of the Evaluation Committee is appointed by the Deputy Mayor of the Municipal Government, who is headed by the relevant department and is appointed by the heads of the relevant departments and major social sections, with two thirds of the senior professional technical functions, nominated by the Municipal Council Section, the Urban Economics Section, the Urban Economics Section, and approved by the Principal Government.

Article 11. The Evaluation Committee has established a group of disciplines, whose evaluation experts are selected by the Urban Institute, the Urban Institute of Social Sciences and the Communiqué of Social Sciences.

Article 12 presents a project for the announcement of the award of excellence in the social sciences of the city, which was presented to the society after the review of the qualifications of the CEFA, the ESEC and the CEO. Any unit or individual objecting to the results of the declaration may be raised during the public statements, by the Municipalities Section, the Urban Economics Section, and the Award, whether it is included in the evaluation.

The declaration of eligibility for the award of social scientific results in the city was included in the evaluation by the Urban Institute, the Municipal Council of Social Sciences.

Article 13. The selection process:

The assessment of the results is carried out by anonymity of evaluation experts organized by the Urban Institute and the Urban Institute.

(i) Initial evaluation. The results that meet the requirements of the declaration were initially evaluated by the peer evaluation expert newsletter to present a list of proposals for one, two and three awards in real terms.

(ii) External evaluation. The difference is due to the first and second awards presented by the initial evaluation, which are sent to the peer-representative expert in the provinces with a strong strength of the municipal service (market).

(iii) Review. The sub-group meets for a review of the first and second awards in real terms; the evaluation of the three awards.

(iv) Final evaluation. The evaluation was carried out by the Evaluation Committee after the presentation of the post of the author; the evaluation of the two awards through the examination of written material; and the identification of the three awards.

(v) Annotations. The award for the award of excellence in social sciences, as assessed by the Evaluation Committee, was presented to the Social Digest on 30 days from the end of the evaluation. Any unit or individual has contested the award of the award or evaluation process, which may be presented in real terms during the public demonstration period by the Municipalities Section, the Urban Economics Section.

Disadvantages that are compliant with the award are submitted to the Government of the People of the city by the Urban Institute of Human Welfare, the Municipal Council, and the Municipal Council Award. The Government of the city grants certificates and awards to the winners.

Article XIV celebrates the funding of the Award for Social Ecological Evangelical Achievement in the city as a special funding for inclusion in the municipal financial budget.

Article 15 celebrates the results of the Award for Social Ecological Evantages in the city, which is recorded in the self-assessment of the awardee as one of the grounds for the examination, promotion and evaluation of the job. In the light of the incentives given to this approach, the social units grant awards and a comparative material incentive.

The CCPOE, the HOBIA will strengthen the advocacy of the award results by increasing the scale and reciprocity of the award results and further demonstrating the theoretical value and application value of the award.

Article 16 awards for the chewing of the social science outcomes of others, with the approval of the Municipal Human Welfare Agency, the Urban Economics Section, the Urban Economics Section Awards, which were cancelled by the Government of the city, for the purpose of releasing them, recovering awards and certificates.

Article 17 The members of the evaluation committee shall be evaluated objectively and impartially. The evaluation results were either the evaluationor himself or the individual with his or her immediate family, or other circumstances that could affect justice should be avoided.

The members of the evaluation committee and staff should strictly observe confidentiality provisions in the evaluation process.

Article 18 The members of the Evaluation Committee and their staff have been given administrative treatment under the law by the relevant departments in the evaluation process for misrepresentation, forcible fraud and other violations of evaluation discipline. The IGO, the IGO, approved by the Municipal People's Government, dismissed the membership of its Evaluation Committee.

Article 19 is governed by the commune, the HOBI and the HOBIA, in accordance with this approach, to establish rules for implementation and to explain them.

Article 20 of this approach has been implemented since the date of publication, in 2004, the manner in which implementation was published (No. 172 of the Order of the People's Government).
