Decision of the Government of the Plurinational State of Nien Province to amend the Modalities for the Management of Avian Production in the Province of Livestock

(Adopted at the eleventh 52th ordinary meeting of the Government of the Plurinational State of New York, 30 November 2011, No. 265 of 9 December 2011, published since 1 February 2012.

The Government of the province decided to amend the Modalities for the management of the production of livestock and poultry, published on 12 October 2007, as follows:

Article 10 amends to apply for the acquisition of a permit for the operation of avian production of livestock, and shall apply to the veterinary veterinary administrative authorities of the city.

(i) Large-scale enterprises production of raw species (solely) livestock poultry;

(ii) The production of raw (brain) livestock by medium-sized enterprises;

(iii) Large-scale businesses have been ancestral, ancestral, parent-generation and poultry;

(iv) Large-scale enterprises produce jeans and grow poultry;

(v) To carry out a sterilization;

(vi) The operation of genetic material such as livestock breeding, refrigeration and embezzlement.

The veterinary veterinary administrative authorities apply to former paragraphs (ii), (iii), (iv) and (vi) for approval by the provincial authorities of livestock veterinary medical authorities within 20 working days of the date of receipt; for the application of subparagraphs (i), (v) of the former paragraph, for the completion of the review within 20 working days of the date of receipt and for approval by the provincial authorities. The provincial authorities of the veterinary veterinary veterinary veterinary shall, within 20 working days of the date of receipt of the examination of nuclear material, decide whether to grant a licence for production.”

Article 11 amends as follows:

(i) Small-scale enterprises are producing pre-existing (brain) livestock;

(ii) Medium- and small-scale businesses have been ancestral, ancestral, parent-generation and poultry;

(iii) Medium- and small-scale enterprises produce jewellery and poultry;

(iv) Avian incubation, livestock-sharing, manpowering.

The veterinary veterinary administrative authorities of the veterinary shall, within 20 working days of the date of receipt, decide whether to grant a licence for production.”

In addition, article 12, paragraph 2, reads as follows: “The type of industrial production in the management of a productive production licence is determined by the provincial authorities of livestock veterinium.

This decision is implemented effective 1 February 2012.

The Modalities for the management of the production of livestock in the Province of Excellence are re-published in accordance with this decision.

Annex: Modalities for the management of the production of livestock and poultry (amended in 2011)

(Act No. 209 of 12 October 2007 of the Government of the People of the Commonwealth of Independent States, issued amendments to the Decision of the People's Government of the Commonwealth of Independent States of 30 November 2011 for the consideration of the adoption of the Decision No. 265 of 9 December 2011, Publication of the Decision of the Government of the Commonwealth of Independent States on Modalities for Changeing the Management of the Production of Livestock in Livestock in the Province of Lynningu province)

Article 1, in order to strengthen the management of livestock production, regulate the licensing of the production of livestock, ensure the quality of livestock and guarantee the healthy development of pastoral industries, and develop this approach in line with the provisions of the Zionist Act (hereinafter referred to as the Zangger Act).

Article II applies to the management of livestock production in the territorial administration.

Article 3. Provincial, municipal, district (including district, subdistrictal, sub-unitive) veterinary administrative authorities are responsible for the management of livestock production in the current administration.

Article IV. Units and individuals engaged in the production of poultry, shall apply for the acquisition of licences for the operation of production of livestock, the licence for the operation of a production of livestock and the acquisition of a business registration by law, and, after the licence of business, the production operation shall be carried out:

(i) The production of raw species (whether purely), the ancestral, ancestral and parent-generational livestock;

(ii) Production of jeopardy and poultry of commodities;

(iii) The introduction of the embezzlement of livestock;

(iv) Incubation, livestock-sharing and manpowering species;

(v) operate (non-production, underground) livestock, refrigeration, embezzlement, etc.).

The production of genetic material such as livestock breeding, refrigeration and foetus, and the acquisition of licences for the production of livestock in accordance with the relevant national provisions.

Article 5

Accommodation of livestock produced by a farmer does not facilitate the production of a licence for livestock production.

Article 6 shall apply for the acquisition of licences for the production of livestock and shall be subject to the following conditions and in accordance with the specific provisions of Articles 7 to 9 of this scheme:

(i) The production of livestock and poultry must be validated or validated through the National Commission on Avian Genetic Resources, or by the authorized manufacture of outside-country varieties and concords;

(ii) There are livestock veterinary technicians adapted to the scale of production operations;

(iii) Size-scale facilities that are adapted to the scale of production operations;

(iv) There are laws, administrative regulations and conditions for the use of avian influenza, as prescribed by the authorities of the State's livestock veterinary administration;

(v) A well-established system of quality management and reproduction of records;

(vi) Other conditions under the law, administrative regulations.

Article 7 requires units for the acquisition of licences for the production of livestock, and their veterinary technicians should comply with the following provisions:

(i) The production of pastures (brain), the unit of ancestral, ancestral, parent-generational livestock and poultry should have more than one senior livestock actor, and its technical head should have a knowledge of the veterinary veterinary or higher-level veterinary therapy;

(ii) The production of jeans, prostitutes, which shall have more than one veterinary veterinary veterinary veterinist technic in the veterinary veterinary veterinary veterinary veterinary veterinary veterinary veterinary therapy or higher-level veterinium therapy;

(v) The unit for the operation of genetic material such as livestock breeding, refrigeration and foetus, etc., whose technical heads should have a certificate of eligibility for veterinary veterinary therapy or an assistant for livestock veterinary therapy, or are trained by local veterinary administrative authorities.

Individuals applying for a licence for productive production should be trained by local veterinary medical authorities.

The criteria for the production of large-scale enterprises for jeans, livestock and poultry, as set out in paragraph 1 (ii), are developed and published by the provincial authorities of the veterinium.

Article 8 shall apply for the acquisition of licences for the production of livestock and their facilities shall be in compliance with the following provisions:

(i) The production of raw species (whether purely), ancestral, ancestral, patriarchal, poultry, poultry, poultry and jeopardy, with established breeding sites (s) and heavy equipment facilities that are adapted to the scale of production;

(vi) The operation of livestock breeding, refrigeration, creativity, creativity, hiding rooms, 3 more than 30 L literate storage tanks, 5 of the 10 LNs tanks above, at least one biological microscope, and a hydro.

Article 9 requires the acquisition of licenses for the production of livestock, and its record should be consistent with the following provisions:

The records of the child shall be set in a calendar year and shall be kept in two years.

Article 10 shall apply for the acquisition of the following licences for the production of avian production and shall apply to the veterinary medical authorities of the municipality:

(i) Large-scale enterprises production of raw species (solely) livestock poultry;

(ii) The production of raw (brain) livestock by medium-sized enterprises;

(iii) Large-scale businesses have been ancestral, ancestral, parent-generation and poultry;

(iv) Large-scale enterprises produce jeans and grow poultry;

(v) To carry out a sterilization;

(vi) The operation of genetic material such as livestock breeding, refrigeration and embezzlement.

The veterinary veterinary administrative authorities apply to former paragraphs (ii), (iii), (iv) and (vi) for approval by the provincial authorities of livestock veterinary medical authorities within 20 working days of the date of receipt; for the application of subparagraphs (i), (v) of the former paragraph, for the completion of the review within 20 working days of the date of receipt and for approval by the provincial authorities. The provincial authorities of the veterinary veterinary veterinary administration have taken decisions on the granting of licences for production within 20 working days from the date of receipt of the nuclear material.

Article 11. Applications for the acquisition of the following licences for the production of avian production shall be submitted to the authorities of the veterinary veterinary veterinary therapy in the district:

(i) Small-scale enterprises are producing pre-existing (brain) livestock;

(ii) Medium- and small-scale businesses have been ancestral, ancestral, parent-generation and poultry;

(iii) Medium- and small-scale enterprises produce jewellery and poultry;

(iv) Avian incubation, livestock-sharing, manpowering.

The veterinary veterinary administrative authorities of the district took a decision to grant licences for production within 20 working days from the date of receipt.

Article 12 requires the acquisition of licences for the production of livestock and shall be submitted simultaneously to the provincial authorities of the veterinary veterinary medical authorities to identify and publish information that can demonstrate the conditions they have.

The types of livestock produced in the management of the licence are determined by the provincial authorities for livestock veterans.

Article 13 veterinary veterinary authorities shall, for a period of five working days from the date of the licence decision, enter into a licence for the production of a nuclear livestock and avian production; no licence shall be given in writing to inform the applicant of the reasons.

Article 14. The municipal, veterinary veterinary administrative authorities shall notify units and individuals who have obtained a licence for the production of livestock in a veterinary manner in a timely manner.

Article 15 units and individuals involved in the production of livestock and livestock must engage in the production of livestock in accordance with prescribed varieties, products, substitutes and use of the year.

Article 16 provides units and individuals engaged in avian incubation, livestock generation, manpowering, foetal revegetation, which must be introduced from units with a production permit for the production of livestock and livestock, livestock, eggs, foetus, foetus; and the use of livestock should meet the criteria for the grade level of the present species, in which livestock should be met.

Article 19

Article 20: The sale of livestock and jeopardy of commodities, and the loss of life due to quality, should be compensated by law.

Article 21, the authorities of the pastoral veterinary administration should conduct monitoring of the quality of livestock, commissioning a test of the quality of livestock with a statutory qualifications, and the required testing costs are not charged to the veteran.

Article 2 violates this approach by punishing it in accordance with the Livestock Act and other relevant laws, regulations.

Article 23. Staff of the pastoral veterinary administrative authorities have one of the following acts, and are subject to administrative disposal by their competent authorities; constitute a crime and hold criminal responsibility under the law:

(i) To take advantage of the facilitation of their functions, to receive other property or to seek other benefits;

(ii) Individual nuclear licensing or approval of documents to units that are not in accordance with statutory conditions;

(iii) Non-performance of oversight responsibilities or finding that the offence is not investigated;

(iv) Other abuses of authority, omissions, provocative fraud.
