Uluwood Metal Disaster Defence Approach

(Adopted at the 38th ordinary meeting of the People's Government of Uluzi on 10 December 2011, No. 111, of 24 December 2011, by the Order No. 111 of the Uruhzi Municipal Government of 24 December 2012 (effective 1 February 2012)

Article 1, in order to strengthen the defence of meteorological disasters, to avoid, mitigate the damage caused by meteorological disasters, to guarantee the life and property security of the people, to promote sustainable economic and social development, to develop this approach in line with the laws and regulations of the People's Republic of China, the Department of State Meteorological Disaster Defence Regulations.

Article 2

Article 3. The principle of people-centred, scientific defence, sector-led and social participation in meteorological disaster defence.

Article IV citizens, legal persons and other organizations have an obligation to engage in meteorological disaster defence and to carry out self-sustainability after meteorological disasters occur.

Citizens, legal persons and other organizations are encouraged to increase the resilience of meteorological disasters and disaster recovery capacities through, inter alia, insurance.

Article 5 Governments of the urban, district and subdistricts should strengthen the organizational leadership of meteorological disaster defence efforts, establish a coordination mechanism for sound meteorological disaster defence response, integrate meteorological disaster defence efforts into national economic and social development planning, and incorporate meteorological disaster defence financing into the current financial budget.

The communes (communes) Governments, street offices should identify personnel to assist meteorological authorities and relevant sectors in carrying out meteorological disaster defence knowledge advocacy, emergency liaison, information transmission, disaster reporting and disaster response surveys.

Article 6. The communes, zones and meteorological authorities are responsible for meteorological disaster defence in the current administration. In areas where no meteorological authorities are located (at the district), their meteorological disaster defence is vested with the municipal meteorological authorities.

Departments such as civil affairs, health, transport, public security, construction, land resources, water, farming, forestry (planning) should be equipped with meteorological disaster defence in accordance with their respective responsibilities.

Article 7. Governments of the urban, district (zone) should organize meteorological authorities and other relevant departments to prepare meteorological disaster defence planning and to develop meteorological disaster response scenarios in the light of the characteristics of meteorological disasters and potential hazards.

Article 8. Governments of the urban, district and sub-districts should organize the operation of meteorological disaster response and enhance emergency response capacity. The Village (HL), the Enterprise Unit should assist in the promotion and operation of meteorological disaster response in the knowledge of meteorological disasters.

Article 9. Governments of the urban, district (zone) and their relevant sectors should strengthen infrastructure, such as meteorological disaster prevention, monitoring, information dissemination, in line with meteorological disaster defence needs, and take integrated measures for the defence of meteorological disasters in the agricultural pastoral region.

Article 10 The meteorological stations affiliated with the municipal meteorological authorities should, in accordance with their responsibilities, harmonize disaster weather alerts and meteorological disaster early warning signals and communicate to the disaster defence, rescue sector in a timely manner; and non-governmental organizations and individuals should not issue disaster alerts and meteorological disaster warning signals to society.

Article 11. Governments of the urban, district (zone) should establish and improve systems for the publication of early warning information on meteoral disasters and, in accordance with the needs of meteorological disaster defence, establish disaster weather alerts, meteorological disaster warning signals reception and transmission facilities in areas such as transport hubs, public activities, and ensure the proper functioning of the facility.

Article 12. Governments of the urban, district (zone) and their relevant sectors should make timely decisions to launch the corresponding emergency prestigation, in accordance with the criteria for the launch of disaster weather alerts, meteorological disaster early warning signals and meteorological disaster emergencies, while reporting to the Government of the people at the grass-roots level and publicizing society.

Article 13. Governments of the urban, district (zone) and their relevant sectors should take timely emergency response measures in accordance with the provisions of the People's Republic of China Act on the response to emergencies, in accordance with the provisions of the People's Republic of China's Emergency Response Act; Timely mobilization, organization of persons threatened by disaster transfers, evacuations, and self-saving.

Following the launch of the Meteorological Disaster Emergency Profile, Meteorological authorities should organize their own meteorological stations to enhance monitoring and assessment of meteorology disasters, launch emergency mobile meteorological disaster monitoring facilities, conduct on-site meteorological services, report on disaster weather conditions, trends and assessment results in a timely manner to the current people's governments, relevant sectors, and provide the basis for decision-making for the organization of defence of meteor disasters by the current people's governments.

The sectors such as meteorology, land-use resources, water, pastoral, forestry (forestry) should strengthen joint monitoring of the derivatives of meteorology and sub-disaster disasters, based on the development of meteorological disasters, and in accordance with the respective emergency scenarios.

Article 16 Media such as radio, television, newspapers, telecommunications should be disseminated in a timely and accurate manner to society about the occurrence, development and emergency disposal of meteorious disasters and be broadcast, intrusive or published as required.

Article 17 Governments of the urban, district (zone) and their relevant sectors should adjust the level of meteorology in accordance with the relevant provisions, in accordance with the disaster weather events provided by meteorological authorities, information on trends in development and the development of disaster situations.

After the end of the Meteorological Disaster Response process, the Governments of the urban, district and subdistricts should organize a survey of meteorology in this administrative area, develop recovery plans and corrective measures, and report on the Government of the people at the highest level.

Article 19, in violation of this approach, provides that meteorological authorities and other relevant departments and their staff have one of the following acts, which is rectified by their superior organs or by an inspection authority; in the event of serious misconduct, the competent and other direct responsible persons directly responsible are treated in accordance with the law;

(i) No preventive measures for meteorology;

(ii) Exhibitions, false reports, or major omissions due to negligence, misstatement of disaster weather alerts, meteorological disaster warning signals;

(iii) Failure to take meteorological disaster response measures in a timely manner;

(iv) Other acts not carried out by law.

In violation of this approach, there are one of the following acts to be changed by the Government of the city, the district (the district) or by the relevant sectoral order; that constitutes a violation of the management of the security sector, which is punishable by law by the public security organs; and that criminal responsibility is lawful:

(i) No preventive measures for meteorology;

(ii) Not subject to the decision, order, or to the implementation of the meteorological disaster response measures taken by the people of the location and its relevant departments.

Article 21, in violation of the provisions of this approach, should be subject to administrative penalties, which are sanctioned by meteorological authorities in accordance with the relevant laws, regulations and regulations.
