Management of major activities in Foi province

(Adopted by the 75th Standing Committee of the People's Government of Fford, 1 August 2011, No. 114 of the People's Government Order No. 114 of 2 August 2011, published as from 1 October 2011)

In order to strengthen the full collection, security management and effective use of major activity files, this approach is based on laws, regulations, such as the People's Republic of China Archives Act and the Fore Province Archives Regulations.

Article II applies to the management of major activities in the province.

Article III of this approach refers to the form and original records of the material, such as, inter alia, the words, voices, photographs, electronic documents, mark-in-kind, which are directly produced and retained in the following activities:

(i) Political activities by party and national leaders in this province;

(ii) Foreign Heads, Heads of Government, political parties or heads of international organizations, well-known foreign friends in this province;

(iii) Significant public service activities of the provincial councillors and governors;

(iv) Significant activities of provincial councils, provincial governors, provincial governments and provincial councils;

(v) Political, economic, social, cultural or public interest activities that have a significant impact on all provinces;

(vi) Significant exchange and cooperation activities with Taiwan, Hong Kong and Macao;

(vii) Significant national activities undertaken by the province;

(viii) Other activities that have a significant impact.

The management of major activity files should be guided by the principles of unity of leadership, accountability, complete collection, centralized management and effective use.

Article 5 Governments of more people at the district level should strengthen their leadership in the management of major activity archives, coordinate key issues in the management of major activity archives, include requirements for the management of major activity files in the same-level financial budget and guarantee them.

More than the people's archives administration agencies at the district level are responsible for overseeing and guiding the management of major activity archives in the present administration.

Other relevant administrative departments of the Government of the people at the district level should be able, within their respective responsibilities, to carry out related work on the management of major activity archives.

Article 6 organizes and hosts major activities (hereinafter referred to as organizing, hosting units) and should be equipped with the collection, collation, archiving, handover of material material on major activities, and centralized management of major activity files.

Article 7 organizes and performs major activities listed in Article 3 of this approach, and organizes and sub-offices shall inform, within 5 days of the identification of major activities, the authorities of the archives of the people at the district level above. (iii) In-kind in the form of a commemorative voucher and mark, including the mark, documents, certificates, awards, cups, awards, flags, etc.;

(iv) Other material with conservation value.

Article 9 organizes, hosts and units should fully collect information material on major activities, cooperate with the organization, the collection requirements of the UNOPS, the units responsible for the reporting of major activities and staff.

Article 10 shall organize, carry out, in accordance with the normative requirements and confidentiality provisions governing the management of the archives, information on major activity archives and increase the level of use of major activity files.

Article 11. The National Integrated Archives (hereinafter referred to as the Integrated Archives) of the Province, the city, the district (zone) will provide guidance, assistance in the collection, collation, archiving and archiving of material for major activities, as required.

Article 12

(i) A unit organizes and performs major activities, with its archives being placed in the archives of the Unit and transferred to the Integrated Archives after the expiry of the custody period.

(ii) Significant cross-sectoral and cross-sectoral activities carried out by more than two units should be transferred from the Units to the Integrated Archives within six months from the end of the major event; and the transfer of special circumstances requires the agreement of the Integrated Archives.

(iii) Organizing, hosting units to establish temporary organizations, whose major activity files are collected and collated by temporary organizations and transferred to the Integrated Archives prior to the cessation of their office by the Interim Organization.

Within 60 days of the conclusion of the major event, the Office of the Ombudsman shall register the archives in accordance with the provisions of the regulations governing the administration of the archives of the people at the district level above.

Article 14 is the custody unit of all major activities of the State and should take effective measures to ensure the integrity and security of the archives. For the poor or other reasons of the maintenance conditions, the custody units should be transferred immediately to the Integrated Archives; the transfer of archives by the authorities of the archives of the people at the district level.

Article 15 belongs to all collective and individual files of major activities with the preservation of the value of the State and society or should be confidential, all of whom should be kept in good custody and that the State's secret should be administered in accordance with the State's relevant confidentiality provisions.

Article 16 enables the Integrated Archives to establish a system for the collection of major activity files and to take measures such as acquisition, requisition and purchase.

Collectives and individuals are encouraged to donate, store and transfer major activity files to the Integrated Archives.

Article 17 The Integrated Archives shall be open to society by law within 30 days of the entry of major activity files and to publish a directory of the major activity files and to make use of the major activity files.

The transfer, donation, placement of units and individuals of major activity files to the Integrated Architecture Unit enjoys the right to use their archives as a matter of priority, and makes a limitation on the part of the State's secrets, commercial secrets, personal privacy, etc., and the Integrated Archives should preserve their legitimate rights and interests.

Article 18 provides incentives for units or individuals that have made a prominent contribution in the management of major activity archives, or for the Government of the people at the district level or its archives administration agencies.

Article 19, in violation of this approach, provides that one of the following acts is converted by an institution responsible for the administration of the archives of the people of more than the district level; that there is no change and criticism; that the loss of compensation shall be paid to the competent or other direct responsible personnel directly responsible by their units, superior authorities or inspection bodies; that constitutes an offence punishable by law; that causes the loss of the archives;

(i) No significant activity files are established as required;

(ii) No collection, collation, archiving and custody of major activity files, as required;

(iii) No registration of major activity files as required;

(iv) The transfer of files or archives of major activities, as prescribed;

(v) The unplanned centralized management of major activity files;

(vi) No major activity files are accepted as required;

(vii) No significant activity files are made available to society as prescribed;

(viii) No other acts under the laws, regulations and regulations.

Article 20 abuses by archives staff in the management of major activity archives, in favour of private fraud, insecure negligence, indisclosure, are governed by the law by their units or the relevant administrative departments; and in the form of a crime, criminal liability is lawful.
