Mapping aviation photograph management provisions in North Province

(Adopted at the 96th ordinary meeting of the Government of the Northern Province on 9 November 2011, by Decree No. 11 of 21 November 2011 [2011] of the People's Government of the Northern Province of the River (effective 1 January 2012)

Article 1 promotes economic and social development in order to strengthen the mapping of air photography management, to preserve national security and public interest, and to develop this provision in line with the provisions of relevant laws, regulations, such as the Northern Province of the River.

Article 2 engages in the mapping of air photographs in the administrative areas of the province and should be in compliance with this provision.

Article 3. The mapping of air photographs as described in this Article refers to activities for the acquisition of geo-information data, such as photographs, scanners, etc., on aircraft, flyers, etc.

Article 4

The authorities of the above-mentioned people at the district level are responsible for the mapping of the relevant work of the air photograph.

Article 5 Governments of more people at the district level should strengthen their leadership in the mapping of air photographs, organize mechanisms for the sharing of results for the mapping of aviation photographs and avoid the implementation of related mapping projects.

The mapping of air photographs includes basic air photographs and non-basic air photographs. The basic air photography project is organized by the provincial people's Government to map the administration responsible for the implementation of the non-Basic air photography project, which is funded by the project or commissioned by its units.

Article 7.Basic aviation photographs should be integrated into the province-wide base mapping planning, and the related budget should meet as much as possible the urgent need for basic mapping and the requirement for basic air photographs to be addressed in an integrated manner from the specific requirements of the budget arrangement.

Article 8. The Government of the urban population in the establishment area maps the administrative authorities and the relevant departments of the Government of the Provincial People's Government, based on local, sectoral work needs, and sets out the recommendations of the administrative authorities for the delivery of basic air photography projects. Following a comprehensive balance between the provincial Government's mapping of the project proposals sent by the administrative authorities, the provincial capital air photography annual plan was prepared.

Article 9. The implementation of the project for the mapping of air photographs should comply with the relevant provisions of the Common Air Terminal Regulations.

Article 10 Prior to the implementation of the project to map air photographs, the Mapping Unit shall register to the Government of the Provincial People's Government to map the administrative authorities or the municipal government authorities in the area where it is entrusted.

Where registration projects have been appropriate to map the results of the air photography, the mapping of the administrative authorities should recommend that the relevant departments, units utilize the information on the results already achieved.

Article 11. Mapping units should establish a management system for measuring the quality of air photography results, strict implementation of national regulations and standards for the mapping of air photographic technology and the quality of results information.

Article 12 Upon completion of the project on the mapping of air photographs, material on results should be sent to the military secret review by the relevant components of the military, in accordance with the relevant provisions of the State.

Following the completion of the mapping of air photographs project using financial funds, the mapping of administrative authorities should entrust the mandated mapping results quality inspection agencies with mapping results testing; and the completion of the Mapping Air photograph project using other funds, the project donor will carry out a quality test of results based on the need to entrust the results-based monitoring body.

The mapping of air photography results is not subject to quality tests or tests, and no other use is provided.

Article 14. Projects for the mapping of air photographs carried out using financial funds, which are compiled by mapping units to the provincial people's Government by mapping results-based information; the use of other funds for the mapping of air photographs, which are presented to the Government of the province by the project-funded project.

Article 15. The Government of the province shall, within 10 working days from the date of receipt of the information received on the results of the mapping of air photographs, transfer them to the custody of the results-based mapping units and regularly publish the directory of results to the society and promote the socialization of the use of the mapping of air photography results.

Article 16 shall establish, in accordance with the law, a archival and confidential system for the mapping of air photography results, with the necessary facilities, equipment, effective protection measures to ensure the integrity and safety of results information.

The results of the basic air photography should be updated on a regular basis. The base air photography update cycle in urban planning areas is generally not more than three years and the base air photography update cycle in other regions does not exceed five years.

The results of air photographs that are used to prevent and respond to emergencies and the economic and social development needs of the province should be updated in a timely manner.

Article 18 uses products relating to the production of aeroplane results in national secrets, which are not dealt with by the administrative authorities or by the Government of the province to map the administrative authorities for the purposes of confidential technology, and their secret levels are not lower than the secret level used to map the results of the air photography.

Article 19 Legal persons or other organizations, individuals need to use information on the mapping of air photography results containing results that fall within the State's secret base of mapping, which should be made clear use of the purpose and scope of use before being used by the Government of the province to map the administrative authorities. No units or individuals shall be provided with information on the results of the mapping of air photographs containing the results of the maps that fall under the State secret.

Article 20 provides outside the territory with a national secret mapping of air photography results in the administration of the province, which should be submitted to the Department of State to map administrative authorities or to the provincial authorities for the approval of administrative authorities. The Government of the Provincial People's Government mapping the executive authorities should seek the views of the relevant military units before their approval.

Article 21 maps of air photographs completed using financial funds for decision-making and social public goods by State organs should be provided without compensation. The needs of all levels of the people's Government and its relevant departments and the military for public interest, such as disaster prevention, mitigation, defence-building, can map the results of air photographs without compensation.

In addition to the preceding paragraph, the mapping of air photography results is governed by a system of paid use by law. The same level of income earned on the results of the mapping of air photographs, which had been completed with financial funds, was managed on the balance of payments.

Article 2

Article 23 maps the administrative authorities and their staff members as one of the following acts by law and is punishable by law; constitutes an offence and criminal liability by law:

(i) No transfer of information on the results of the painting of air photographs received;

(ii) No administrative licence shall be governed by law;

(iii) Non-time and non-compliance with this provision;

(iv) Other acts of negligence, abuse of authority, favouring private fraud.

Article 24, in violation of articles 11, 14 and 16 of the present article, punishes the relevant laws, regulations and regulations, in accordance with the People's Republic of China's Mapping Act, the People's Republic of China Mapping the Results Management Regulations, the Basic Mapping Regulations.

In violation of the provisions of this provision regarding the use of confidentiality provisions for the mapping of air photographs, and in accordance with the provisions of confidentiality laws, regulations and regulations.

Article 25, in violation of article 10, paragraphs 1, 13, paragraph 2, and 19 of this provision, is warned by the mapping of administrative authorities to correct the proceeds of an offence and to impose more than three times the maximum amount of 30,000 dollars for the proceeds of the violation; and fines of more than one million dollars for non-compliance.
