Family planning for the mobile population of the sea

(Adopted at the 130th ordinary meeting of the Government of the Shanghai City, held on 19 December 2011, by Decree No. 74 of 22 December 2011, Publication of 1 March 2012)

Article 1 (Deputy and basis)

In order to strengthen family planning in the city, to preserve the legitimate rights and interests of mobile population family planning, to stabilize low levels of fertility, to improve the quality of the population, and to develop this provision in line with the laws, regulations and regulations such as the People's Republic of China Act on Population and Family Planning, the Mobility Population Family Planning Regulations.

Article 2 (As applicable)

The provisions apply to family planning services and management of the population who are mobile within the city's administration.

Article 3 (Government leadership)

The Government of the people at all levels of the city is united in leading the process of family planning of the mobile population within the Territory, incorporating mobile population family planning into economic and social development planning and providing the necessary personnel and financial security; establishing a coordination mechanism for the sound flow of population family planning, organizing the coordination of the integrated management of family planning in the relevant sectors; and implementing a target management responsibility system to conduct evaluation, oversight of mobile population planning in the relevant sectors.

Article 4 (Sectoral responsibility)

The mobile population planning process in the city is headed by the urban population, and the population-bearing sector in the district (zone) is responsible for family planning.

Sectors such as development reform, public safety, health, finance, human resources security, education, civil affairs, housing security management, business and business are co-directed to family planning.

Article 5 (Working system)

The Government of the communes (communes) and the street offices implement family planning management for the mobile population within the territory, conduct family planning awareness education, organize institutions working in family planning technology to guide the choice of safe, effective and appropriate contraceptive planting measures for the mobile population (hereinafter referred to as matrimonial) and provide basic family planning technology services to the home-free country under the law.

The Villagers' Committee, the Residential Commission assist the Government of the People's Republic, the Street Office, in family planning such as the registration of mobile population matrimonials in the village or in the area of residence.

Article 6 (Information services and sharing)

The municipal population-based sector has established and refined the Population and Family Planning Information Service platform to provide administrative services, policy advice, complaints reporting, etc. for mobile populations.

Information-sharing is shared through population-based services and management information systems in this city through population-related information systems.

Article 7 (Information)

The municipal population-bearing sector has established a dynamic monitoring mechanism that regularly monitors the basic conditions of contraceptives, good birth, reproductive health, and changes in matrimonial fertility among the mobile population.

Article 8 (Regional collaboration)

The city's population-bearing sector has established regional collaborative mechanisms between the population-bearing sectors in which mobile population households are located, such as information circulars on family planning.

The commune of the mobile population (communes), the Government of the People's Republic, the Street Office established a system of information circulars with the mobile population's place of residence (communes), the Government of the People's Government, the Street Office, the Government of the People's Republic, the Government of the People's Republic, the Government of the People's Government or the Office of the Farmers in the Territory in a timely manner.

Article 9 (Reducation of contraceptives)

The women who have been married to the mobile population (hereinafter referred to as married women) receive free contraceptive screening services in institutions working in family planning technology services in their place of residence, and institutions involved in family planning technology should demonstrate their availability of contraceptives.

The communes of married women (communes) who are present in their place of residence, the street offices should inform the people's Government or the street offices within five working days after the evidence of the use of contraceptives by institutions working in family planning technology.

Article 10.

Villagers' committees, resident councils can be organized by grass-roots associations for family planning, self-management, self-service, self-education, self-monitoring.

Article 11 (Criminal birth certificate)

An adult child-bearing woman shall, in accordance with the provisions of the Regulations on the Mobility of the Population and Family Planning, submit a marriage certificate to the commune of the household (communes) or to the street office and submit a marriage certificate within 30 days of the date of arrival of the present place of residence; a change in the current place of marriage or maternity status of the adult childbearing age shall be submitted to the marriage certificate within 30 days of the date of the change. Marriage and childbirth certificates can be submitted directly to the communes (communes) or to the streets' offices, or through the Village National Commission or the Residential Commission.

The communes of residence (communes) and the street offices should test or document information on changes in the marriage certificate of adult-age women by law.

Article 12 (Veration of maternity services)

The first child of the mother-bearing couple may be registered with the Government of the people (communes) in the place of residence or in the street offices.

Article 13 (Recommendation requirements)

Both spouses of matrimonials are mobile populations, requiring the placement of a further child, and should be made available at the home.

One of the matrimonials is a mobile population, one of whom is a household of the city, requiring the placement of a child for re-children and can be processed by the people's Government or the street offices in the current place of residence.

Article 14.

In this city, mobile birth contact cards (hereinafter referred to as maternity contact cards). Pregnant women who are born in this city are expected to receive guidance and services in such areas as maternity care, reproductive health and post-natal contraceptives when they are found in their own identity documents, residency certificates to the communes (communes) where they reside.

An adult child-bearing woman may receive a mother-to-child link at the same time when the maternity service is registered in the city or when the child is reborn.

The Government of the commune (communes) and the street offices will receive maternity contact cards every half a month to inform the communes (communes), the community health services centre on the streets.

Article 15 (Review and registration of medical institutions)

When the mobile population is pregnant for pre-natal check-ups by the medical institutions, the medical institutions should access their maternity contact cards; the medical institutions should be informed of their access to the commune (commune) government or the street offices in the absence of a maternity link card.

The medical institutions should register the mobile population of the former childbirth, relocate their maternity contact cards and document the information on maternity; and complete the hospital notification list for the absence of a maternity link card. The medical institutions handed over maternity contact cards and hospital announcements to the district (area) in which they were transferred.

Article 16 (Electual guidance services)

The mobile population can be accessed to a network of integrated services for the population, family planning guidance services, free of charge, access to services such as population and family planning legal knowledge and reproductive health knowledge, pre-school and early education counselling for infant and infant children.

Article 17 (Electronic technical services)

The mobile population can be given free pharmacies for family planning established in the gynaecological sector, free access to contraceptives; access to family planning technology services for basic national projects such as contraceptive screening and surgery, termination of pregnancy surgery and family planning operations and treatment.

Article 18

The mobile population with effective residency documents in the city may be admitted to a medical institution designated by the health sector to receive pre-natal check-ups for the application of the fee and inpatient delivery services.

Article 19 (Lave and treatment)

The nightmarriage, night-growing and family planning agents of the mobile population employed in this city may enjoy the corresponding leave and treatment, in accordance with the relevant provisions of family planning incentives and subsidies in this city.

Article 20 (Service insurance)

In accordance with the provisions of the national and present municipal family planning, the units of which have already been involved in maternity insurance in the town of the city have access to the corresponding maternity insurance.

Article 21

Removals of the regular households of the city should be presented in accordance with the relevant provisions of the management of the household.

Article 2 (Obligation of a person unit)

Users should be guided, monitored and inspected by the population-bearing sectors and communes (communes) or by the Government of the People's Government or the streets' offices, as follows:

(i) To assist in family planning education for mobile populations;

(ii) To assist in the collection of matrimonial information from the mobile population;

(iii) Acting in implementing family planning incentives and preferences for mobile populations.

Article 23 (The obligation of the rental of homes, rental of homes (collateral), property and public rental housing operators)

Relevant organizations and individuals, such as housing rental intermediaries, rental of homes, business ventures, public rental housing operators, should provide relevant information when the Village National Commission, the Residential Commission understands how mobile population family planning.

Article 24 (Support of social dependency)

In violation of family planning, the mobile population of a child should pay social support under the law.

Article 25 (Information confidentiality)

The relevant units and individuals should be confidential to the information of the mobile population that has been informed in the process of family planning for the mobile population; the sale or provision of relevant information in violation of the law, and the corresponding legal responsibility is held in accordance with the law.

Article 26 (Administrative responsibility)

In violation of this provision, staff members of the executive branch concerned have one of the following cases, and administratively disposed of by their units or superior authorities by law:

(i) No duties relating to services and management in accordance with this provision;

(ii) Where services should be provided free of charge to the mobile population, charges are charged in violation;

(iii) Other acts of abuse of authority, negligence, favouring private fraud.

Article 27 (Op of application)

This provision is implemented effective 1 March 2012. The Family Planning Management Approach for Foreign Mobility in the Shanghai City was also repealed by the Government of the Shanghai City on 17 September 1998.
