The Government of the city has decided to amend the use of flag management in Shanghai City as follows:

The following units should be located and located on a daily basis.

(i) People's representation at all levels of the city on the Standing Committee of the General Assembly, the Government of the People, the Shanghai City Council and the District Committees of the People's Political Consultative Conference, all levels of the People's Court, the People's Public Prosecutor's Office;

(ii) Airports, passenger firefighting stations and international, national port passenger stations;

(iii) Other units and places designated by the Government of the city.

Article 6, paragraph 1, was amended to read:

The following units and places should be added to the flag of their work day:

(i) State organs other than Article 5, subparagraph (i);

(ii) All-day schools, as well as libraries, museums, cultural premises, sports clubs, all or partially using financial resources;

(iii) Other units and places designated by the Government of the city.

Article 7 amends as follows:

During the event of statutory sections and major events, the following units should be upgraded or placed in the flag:

(i) National organs and groups of people;

(ii) Business units in key areas identified by the Government of the city, the People's Committee of the Village, as well as places such as residential small areas, squares, parks;

(iii) Other units and places designated by the Government of the city.

Delete article 9.

Article 21, as amended, reads as follows:

The local authorities established by law by the Government of the people concerned with the administration and communes (communes), the street offices and the municipalities, districts and districts (at the district level), should organize units and individuals within the scope of management to be upgraded, used flags and regularly inspected.

Regional management bodies established under the law by the Government of the People's Government in respect of the administration sector and communes (communes), street offices and the municipalities, districts and counties) should be required to change.

Citizens have found violations of the provisions of this approach and have the right to communicate directly to the wall, to use the flag's unit or to recommend corrective or to the flag, to use the management report.

In addition, the order of some provisions is adjusted accordingly in accordance with this decision.

This decision is implemented since the date of publication. The Heavy Management Approach was re-published following the consequential changes and adjustments under this decision.

Annex: Upgrading of the use of flag management in Shanghai City (amended in 2011)

(Adopted by the Government of the Shanghai City on 7 July 1997 and amended and re-published in accordance with Decision No. 79 of 26 December 2011 of the People's Government of the Shanghai City to amend the Decision on Modalities for the use of flag management in Shanghai City)

Article 1 (Deputy and basis)

In order to preserve the dignity of the flag, this approach has been developed in accordance with the Act of the People's Republic of China, in the light of the situation in the city.

Article 2 (As applicable)

This approach applies to the construction, use and management of flags within the city's administration.

The State provides otherwise for the construction of the wall and the use of the flag.

Article 3 (Definition)

The flag referred to in this approach is that of the People's Republic of China.

Article IV (Management)

The Government of the people at all levels is responsible for the monitoring and management of flags and use within this administrative area. All levels of the Government of the people concerned have increased their presence and use of flagship management. The Street Office has established other units and individuals to carry out flag management.

Article 5

The following units should be located and located on a daily basis.

(i) People's representation at all levels of the city on the Standing Committee of the General Assembly, the Government of the People, the Shanghai City Council and the District Committees of the People's Political Consultative Conference, all levels of the People's Court, the People's Public Prosecutor's Office;

(iii) Other units and places designated by the Government of the city.

More than two units may be added to a single building or within a compound.

Article 7.

During the event of statutory sections and major events, the following units should be upgraded or placed in the flag:

(i) National organs and groups of people;

(ii) Business units in key areas identified by the Government of the city, the People's Committee of the Village, as well as places such as residential small areas, squares, parks;

(iii) Other units and places designated by the Government of the city.

Article 8.

The main conference rooms of State organs, people's groups should be placed in the flag.

Article 9 (Towards of the flag)

In accordance with article 5, Article 6 and Article 7, of this approach, the creativity of the flag should be increased early and down.

Article 10 (Currence that could not be added to the flag)

In accordance with the provisions of this approach, the following harsh weathers should be added to the wall:

(i) storms, winds;

(ii) rains, snow days;

(iii) Other weathers that affect the normality of the flag.

Article 11 (Towards the flag)

The unit has increased its flag and should place the flag at the entrance, creativity or at the high level of the building in its own place.

The flag, along with other flags, should place the flag at the centre or at the centre level.

It should be achieved when the flag was accompanied by the other flags above.

Article 12 (The place of the flag)

Indoor flags, the flag should be placed in awakening region, where there is a chairperson or a point of view, and the President's head should be hiding.

Article 13 (The place of the flag)

The flag should be placed in the room where the flag should be placed prominently, should be placed on the side of the Presidency or on the side of the President; there are other flags in the room and the flag should be higher than other flags. Article 14.

Article 18

The flag is produced, issued by units designated by the Government of the city, and other units and individuals are not allowed to produce and distribute them.

The flag has been damaged and stigmatized and should be sent to the designated units of the Government of the city, which are recycled unanimously.

Article 19 (Chief specifications)

The flag of production, distribution should be in line with the specifications set by the State.

Article 20 (Chiefing, User)

Healing, using a flag unit should be designated to be responsible for the growth, degradation and maintenance of the flag.

Article 21 (Regulation management)

Article 23 (Actual date of application)

This approach was implemented effective 1 September 1997.
