Modalities for the management of public institutions in the self-government region of Mongolia

(The 12th ordinary meeting of the Government of the people of the Autonomous Region of Mongolia, held on 16 November 2011, considered the adoption of the Order No. 184 of the People's Government of the Autonomous Region of Mongolia, effective 1 February 2012.

Chapter I General

Article 1, in order to promote energy efficiency in public institutions and to play a role in the overall social section, develops this approach in the light of the People's Republic of China's Energy Act and the Public Institutions Energy Regulations.

Article 2

This approach refers to State bodies, business units and groups that use financial funds in all or part.

Article 3. Governments of more people at the flag district level should establish a coordination mechanism for the work of public institutions to address key issues in the work of public institutions.

Article IV. Institutions working in the management of the people's government in the self-government area are responsible for promoting, guiding, coordinating and overseeing the functioning of public institutions throughout the region, under the guidance of the sectors in which the self-government sections can work.

Agencies responsible for the supervision of the management of public institutions at this level, guided by the sectoral guidance of the work of the management bodies of the people at the above-mentioned level.

The authorities at all levels of the system, such as education, science and technology, culture, health, sports and justice, are responsible for the functioning of public institutions within the system, under the guidance of the agencies working in the same-level management bodies.

Article 5 agencies working in the management of organs of the people at the flag district level should clearly establish institutions or personnel, specifically responsible for the guidance and supervision of the work of public institutions.

The heads of public institutions are fully responsible for the functioning of this unit.

Public institutions can work with the objective responsibilities and the archaeological evaluation system, and the completion of their objectives should be the subject of the evaluation of the heads of public institutions.

Article 7. The Government of the people above the flag district should arrange for the management of the work of public institutions.

Article 8. Costs for public institutions to carry out energy efficiency activities should be left to public institutions in full and dedicated to expenditures for energy efficiency.

Article 9 Governments of more people at the flag district level should be rewarded by units and individuals that make a significant difference in the work of public institutions.

Chapter II

Article 10 institutions working in the management of the people's government at the flag district level should be structured in conjunction with the same sector, in accordance with the planning of the economic and social development of the national population in the region, as well as the medium- and long-term specific planning of the sections of the public body, and following the approval of the Government.

Sections of public institutions at the flag district level should include the content of public institutions in the town of Suhwood.

Agencies working in the management organs of the Government of the people of the flag and above shall, in accordance with the year, redeploy the indicators and targets set by the public body at this level.

Article 11. Public institutions should plan, in accordance with sections of this level of public institutions, the objectives and implementation of the annual festivals, and report on the institutional backup of the work of the management organs of the current people by 31 January each year.

Article 12 Public institutions should establish a system for the functioning of a liaison officer. The liaison officer is responsible for the collection, collation, transmission, analysis and feedback of information available to the Unit.

Article 13 agencies working in the management organs of the people at the flag district level should develop, publish and adapt the energy consumption of the public body at the same level with the counterparts concerned.

The financial sector should establish energy consumption expenditure standards based on the energy consumption of public institutions.

Article 14. Public institutions should introduce energy consumption measurement systems that distinguish between the types of energy, the use of energy systems, the introduction of energy consumption subsectors, classifications, sub-projects, and real-time monitoring and regular analysis of energy consumption.

Article 15. Agencies working in the management of the authorities of the people at the flag district level should be synchronized with the counterparts concerned, responsible for pooling resources such as office accommodation, office facilities and equipment at this level.

Article 16 agencies working in the management of the authorities of the people at the flag district level should work with the same-level counterparts to develop a plan for the rehabilitation of buildings and to organize implementation.

Article 17: The Government of the people at the flag district level is responsible for the approval or approval of the fixed-term asset investment project, which should be evaluated and reviewed by the construction projects of the public body at this level, without approval or approval of construction projects that can be assessed and reviewed.

Public institutions should include products, equipment that are included in the directory of the Government's procurement of products, equipment and environmental mark products, in accordance with national and self-government provisions relating to mandatory procurement or priority procurement.

Article 19 Public institutions should introduce a system of energy consumption statistics, designating dedicated persons responsible for energy consumption statistics, such as real recording of raw data for energy consumption, and establishing a statistical desk.

Public institutions should submit the previous annual report on the state of energy consumption by 31 March each year to agencies working in the management of the current people's government.

Article 20 agencies working in the management of government agencies at the flag district level should make regular statistics and publicize the energy consumption of public institutions at the same level.

Article 21 Public institutions should entrust energy audits every two years for energy service providers.

Agencies working in the management of government agencies at the flag level should conduct a focused audit of high-energy public institutions in line with the same sector.

Chapter III

Article 2: Public institutions should establish energy management positions and implement energy management responsibilities. Emphasis should be placed on the operation of systems and equipment.

Article 23 allows public institutions to use a contract energy management approach, entrusting service providers with a section that allows diagnosis, design, financing, adaptation and operation management.

Article 24 Elects the business sector and should consider its energy management capacity. Public institutions have entered into a service contract with the property industry and should contain the objectives and requirements for energy management.

Article 25

(i) The establishment of an electric inspection system that reduces the availability of electrical equipment such as air conditioners, computers, photocopyers and the timely closure of electrical equipment.

(ii) In addition to areas requiring special temperatures, the installation of air condition temperatures cannot be lower than 26°C in summer and the winter shall not exceed 20 intake. The central air conditioning system should be cleaned every two years.

(iii) The ladder system should exercise sterilization control and rationalize the number and time of gradient opening.

(iv) The office building should make full use of natural lights, use of efficient energy lights, optimization of the design of the lighting system, improvement of the means of electrical control, extension of the application of the sensible transfer mechanism, strict control of the external light lighting of the buildings and the external handling of lighting.

(v) The use of yards, meals, open water, stoves, etc. should be focused on monitoring and effective measures to reduce consumption.

(vi) The construction of new buildings and the renovation of existing buildings should give priority to the selection of new materials, new products, new processes, the installation and use of renewable energy use systems such as solar, geothermal.

(vii) Concrete buildings for heat should be phased in the application of a system for heating metrics and heat charges. The new construction or renovation of existing buildings should be accompanied by the installation of heat measurement devices, indoor temperature management devices and heat system control devices, as prescribed.

(viii) The alterations, renovations, solidifications should be designed in parallel with the renovation of buildings, while at the same time construction is being used.

(ix) The introduction of paperless offices to control the number and size of meetings and to improve videoconferencing, web videoconferencing systems.

(x) Other cost-saving measures under laws, regulations and regulations.

Article 26 Public institutions should take the following measures to enhance the management of public service vehicles:

(i) Strict implementation of the management of public service vehicles and control the number of vehicles;

(ii) The provision of public service vehicles according to the prescribed criteria, with priority given to the use of low-energy, low-pollutant and clean energy vehicles, and the strict implementation of the vehicle reporting system;

(iii) The development of a public service vehicle charter that allows for driving and strict enforcement of a system such as placing fuel, targeted maintenance, etc.;

(iv) The establishment of a public service vehicle fuel-efficient system, regular statistics and the publication of a single vehicle trajectory and fuel consumption, and the introduction of a single vehicle cost accounting and energy incentives system;

(v) Promote the socialization of public service vehicles and encourage staff to use public transport tools and non-motive transport tools.

Chapter IV

Article 27 agencies working in the management of the authorities of the people at the flag district level should conduct oversight inspections with the same-level counterparts. Oversight inspections include:

(i) Sections can manage the establishment and implementation of regulatory systems;

(ii) The development, implementation of annual energy efficiency goals and programmes;

(iii) The creation of energy management positions and the implementation of energy management responsibilities;

(iv) Functioning of systems and equipment;

(v) Energy consumption measurement, monitoring;

(vi) Implementation of energy consumption;

(vii) Energy consumption statistics, reporting;

(viii) Implementation of energy audits;

(ix) Public institutions are able to assess and review project sections;

(x) Public service vehicle staffing and use;

(xi) Other provisions of the law, regulations and regulations may monitor inspection matters.

Article 28 should be accompanied by a public agency to oversee the inspection, which, if any, provides information and data, may not be denied or obstructed.

Article 29 agencies working in the management organs of the Government of the flag and above shall conduct an evaluation of the performance of the previous annual section of public bodies by 31 March each year, along with the same sector, and inform the results.

Article 33 Any unit and individual have the right to report on the waste of energy by public institutions.

Agencies working in the management of government agencies at the flag level should establish a telephone to receive reports from the public of society on the waste of energy by public institutions and to investigate them in a timely manner.

Chapter V Legal responsibility

Article 33 provides for penalties for violations of the provisions of this approach, as set out in the People's Republic of China Act on Saving Energy, the Public Institutions Regulations.

Article 32 contains one of the following acts by public bodies, and the authorities responsible for the administration of affairs by the authorities of the people at the flag district level will be accountable to the same-level authorities for the period of time being rectified and informed by the dismissal of the authority or the inspectorate, in accordance with the law:

(i) The non-implementation of the energy consumption statistics system, the energy consumption status reporting system or the lack of factual information, information and data when inspections are monitored;

(ii) There is no system for public service vehicle fuel consumption or a system for the accounting of official vehicles.

Article 33

(i) The failure to carry out the management functions under the law of public institutions;

(ii) Consistency and misappropriation of funds from public institutions;

(iii) Acts of violations of the law, regulations, regulations and regulations do not be investigated by law;

(iv) Other abuses of authority, omissions, provocative fraud.
