(The 133th ordinary meeting of the Government of the Shanghai City of 30 January 2012 considered the adoption of the Decree No. 81 of 7 February 2012 on the date of publication of the date of publication)

In accordance with the relevant provisions of the National People's Republic of China Act on Administrative Forced Labour, the Government of the People's Republic of China has decided to amend the regulations of 15 municipalities, such as the Shanghai City Port Management Scheme, as follows:

Amendments to the Instruction Approach

Replace Article 7 with the following:

Amendments to the provisions on the illicit passenger movement of vehicles at the Shanghai City

Amend article 18, paragraph 1, to read as follows:

Municipal or district, district transport administration, transport administrative law enforcement agencies, in accordance with the relevant laws, regulations, may temporarily deduct vehicles of illicit passenger transport and inform the parties of processing at designated locations within the specified time frame.

Amendments to the Interim Use of Urban Roads in Shanghai City

Replace article 16, paragraph 2 with the following:

Removal of goods by the municipal, district and district (zone) municipal engineering authorities is still unaltered and replaced with clearance costs.

Amend article 17, paragraph 2, to read:

Removal of goods by the municipal, district and district (zone) municipal engineering authorities is still unaltered and replaced with clearance costs.

Amendments to the Guidelines for Road Directions in the Shanghai City

Amend Article 11 to read as follows:

In violation of this provision, units or individuals have established road instructions that are notified in writing by the municipal committee for the construction of transport, district (terior) road management, district (territorial) urban administration to the perpetrators within 10 days of their own demolitions; that they have not been dismantled and disposed of by the relevant authorities; that the perpetrators cannot be identified or identified, and that they are directly removed and disposed of by the relevant authorities.

Amend Article 10 as follows:

Amend article 28 to read as follows:

Any units and individuals who violate the laws, regulations and regulations that are subject to the administrative penalties of the fishing administration shall be executed in a timely manner.

Amend article 29 as follows:

The fisheries administrative authorities, which are authorized by the municipal finance authorities, should open the certificates of production and register and be incorporated into the fisheries administration archives.

Amend article 31 as follows:

Amendments to article 34 and its articles shall be made to:

Article 34 (Uption)

Ships with no vessel name, vessel name, ship registration certificate are confiscated by the public security border sector in accordance with the relevant national provisions.

Amendments to the provisions for the confiscation, recovery and repayment of property by the inspectorate of the Shanghai City

Amendments to Article 9 and its Articles shall be made to:

Article 9 (Determination)

The refusal to implement the decisions on confiscation, recovery or charging shall be subject to administrative disposition by the inspector in accordance with the law.

Amendments to the provisional approach to the management of the city of Shanghai to the right to administrative penalties

Replace Article 17, paragraph 4, with the following:

With regard to the construction of buildings, constructions and construction, the law enforcement authorities in the city and district municipalities should be responsible for the immediate cessation of construction and the removal of deadlines. The parties refused to stop construction or to refuse to dismantle it within the limits of the period of time, and the authorities in the city and district municipalities should be forcibly removed by law.

Amend article 27, paragraph 2, to read as follows:

Delete article 27.

Amendments to the approach to health management of foodstuffs in Shanghai City

Amend Article 11, paragraph 1 (b), to read as follows:

In violation of article 8, paragraph 2, and article 9, paragraph 2, of the present approach, the confiscation of proceeds of the conflict and the imposition of a fine of more than five times the proceeds of the violation, with a minimum amount not less than 1,000 dollars; and the imposition of a fine of up to 500,000 yen without the proceeds of the offence.

In addition, in accordance with this decision, the order of the provisions relating to part of the regulations is adjusted accordingly and made public.

This decision is implemented since the date of publication.
