(a) The management of the gateway in the city of Western Annai (a pilot)

(Adopted by Decree No. 95 of 4 January 2012 by the Government of the Western Indian Republic on 5 December 2011)

Chapter I General

Article 1 enhances urban gate management, achieves the urban gateway security function, integrates and utilizes urban land-based information resources, make scientific use of spaces to secure the order-building and security operation of the urban gateway, in accordance with the People's Republic of China Rural and Rural Planning Act, the Urban Road Management Regulations, the construction of the Quality Management Regulations, the Urban Engineering Facilities Management Regulations, the West Animal Archives Management Regulations, in conjunction with the current legislation.

Article 2

Article III of this approach refers to the construction of a gateway for water, drainage, fuel, heat, electricity, lighting, communications, cable TV lines and other uses, the routing line and its subsidiary facilities.

The construction management of the enterprise unit's own gateway, the military-specific gate line is governed by the relevant laws, regulations and regulations.

Article IV is responsible for the integrated coordination and oversight management of the gateway, with the specific responsibility of the municipal facility management authorities.

Sectors such as planning, construction, public safety, parking and urban administration are managed under their respective responsibilities.

The municipalities of the Territory are responsible for the management of the city's gateway.

The Development Zones Management Committees are entrusted by the municipal administration authorities with the responsibility to develop urban land management lines in the area.

Article 5

Article 6. The Government encourages and supports scientific and technological research and innovation on the ground line-building, the promotion of advanced technologies, and the improvement of the science and technology levels of the management of local gate lines. New technologies, new materials and new processes are advocated for local line construction units and construction units.

Chapter II Planning for construction management

Article 7. The urban planning administration should be based on urban overall planning, with the relevant management, to develop integrated land-based planning and land-based management lines, and to adjust specific planning based on urban construction needs.

Article 8. New construction, alteration and expansion of urban roads should be integrated in planning and integrated design of gates. Urban road construction requires relocation, alteration of the gateway, and management units should be transported or modified in accordance with the relevant provisions and requirements, and in parallel with urban road works. Unconditional parallel construction, with the consent of the Government of the city, can be reduced to the construction of the land line, but it should be presided in accordance with planning requirements.

Article 10 builds new, alterations and expands urban roads for a period of five years. In the light of the need for the removal of the line, it should be approved by the Government of the commune.

Article 11. When the municipal planning administration process conducts new construction, alterations and expansion of urban road planning procedures, it is important to conduct synchronized approval of the ground-based construction works attached to urban roads.

In the event that the local gate line approved by the municipal planning administration is not consistent with the prevailing circumstances of the existing gateway, the municipal planning administration should be determined in conjunction with the municipal administration authorities and the local gateline construction units, and the adjacent gateway property units.

Article 12 The municipal administration authorities shall convene, after the annual plan for the construction of urban municipalities, a city-based coordination meeting with the municipal planning administration to inform the local management units of the arrangements for the construction of municipal construction plans for the year.

Article 13 Territorial construction units shall be delivered to the municipal administration authorities within one month of the municipal road-based coordination meeting to synchronize the construction of the gateway line and to detailed information on the existing gateline facilities in this unit.

The municipal construction plan has been adjusted and the municipal administration authorities should inform the relevant units in a timely manner of adjustments to the land-based construction plan.

Article XIV units that synchronize the land line should be delivered to urban road construction units prior to the start of the accompanying urban road construction project.

The land-based construction units should be in consultation with urban road construction units, such as the design, construction programmes.

Article 15. Urban road construction units should be integrated in the management of road works and underground line works, with reasonable arrangements for the duration of work on the ground.

Building units along the lines of urban roads should be subject to the integrated arrangements of urban road construction units to guarantee the quality and safety of the gateway.

Article 16 Building units shall be subject to review by the municipal planning administration prior to construction to the construction process by the municipal engineering facility management authorities, and shall send a letter of responsibility to the construction of the engineering archives in the city. Territorial construction works that are synchronized with roads can be carried out in conjunction with road works. The construction of the underground line affects road traffic safety and should be declared by the public security transport management to be transported and directed.

Article 17 Territorial construction units should provide the construction units with information on the status of the real, accurate and complete underground trajectory, monitor and inspect the completion of the measurement process prior to the trajection of the line and collect and archive information on the ground-based engineering.

Article 18

Upon completion of the construction of the land line, the construction units should organize the clearance, mapping, design, construction, treasury units and municipal archives. When the experience is qualified, the user can be delivered.

The local gate-line construction units should report to the municipal administrative authorities on the status of the completion of the construction work.

Article 2

Chapter III Maintenance of management

Article 23 of the municipal administration is responsible for overseeing the maintenance of the gateline property rights, management units over the shoreline. The municipal administrative authorities should strengthen the day-to-day inspection and organize regular inspections of the management of the land line, with the cooperation of the land-based property, management units and conservation operations units.

Article 24

Article 27 Construction of the land line requires the occupation of urban roads, affecting the safety of transport, with the consent of the municipal public security transport management. There is a need for closed roads to interrupt traffic, and in addition to emergencies, social announcements should be given in advance of five days. Public safety transport management and construction units should arrange dedicated persons to maintain road order and transport safety around the construction site.

Article 28 exhumation of urban roads due to land-based gateways works should pay exhumations to municipal administrative authorities in accordance with the law.

Article 29 Territorial titles, management units shall not be allowed to migrate, change or dispose of land. Article 33 prohibits the following acts within the territorial line:

(i) Construction of a line of pressure;

(ii) Damage, occupation, diversion line and its subsidiary facilities;

(iii) Safety alert signs of unauthorized movement, coverage, alteration, removal and damage line facilities;

(iv) dumping of sewerage, emissions of corrosive liquids, gases;

(v) Removable, prone and corrosive substances;

(vi) Refused line;

(vii) Other practices that endanger the safety of the gateline.

Chapter IV

Article 31 states that municipal administrations should be integrated with the relevant sectors, in accordance with the principles of standardization, interconnection, resource integration and integrated use.

Territorial titles, management units should establish and maintain their respective sub-information systems in accordance with the geoinformation standards and requirements of the local gate line, as well as the timely dispatch of geo-information to municipal administrative authorities to ensure the accuracy, integrity and timeliness of information.

Article 32 of the municipal administrations should conduct special censuses with the relevant departments to organize local titles, management units, general visits, timely storage, updating, integration of urban land-based information resources, and cooperation with local titles and management units.

In accordance with the changes on the ground line, the municipal administration authorities should organize relevant departments and gate property rights, management units to fill the urban gate line, complete nuclear test material and update the GIS system on the urban gateway.

Ground-line relocation, change and abandonment shall be carried out within one month, under the territorial titles, management units shall report to the municipal administrative authorities of the change line, the establishment of the Archives in the city and be responsible for the accuracy of information. The municipal administration authorities should update the relevant geographical information.

In the course of construction, the construction units should be informed about the timely collection and updating of geographical information on the gateway.

In the course of construction, no GIS line was found, and the construction units should report on municipal administrative authorities and local linear property units. The Territorial Property Unit shall determine the geographical information of the line at the time specified and shall report to the municipal administration authorities and to the City Archives.

Article 36 Geographical information systems for urban gateline planning, construction, maintenance, management services, and related construction units need access, access to land-based information, should be subject to confidentiality provisions and procedures.

Chapter V Legal responsibility

In violation of article 13 of this approach, the gateline construction units are not reported under the prescribed gateway construction plan and detailed information on the existing gateway facilities, which are converted by municipal administrative authorities and fines of up to one million dollars.

In violation of this approach, the People's Republic of China Rural Planning Act, the Quality Management Regulations for Construction of Engineering, the Regulation for the Management of Municipal Engineering Facilities in the West Anian city, and the Regulations on Architects in the City of Western Animals regulate administrative sanctions.

Article 44 does not determine administrative penalties and may apply to administrative review or administrative proceedings in accordance with the law. The departments that make administrative sanctions decisions may apply by law to the enforcement of the People's Court.

Article 42 XV protects staff of the relevant administration in the management of the urban land line, abuse of authority, provocative fraud, and is governed by the law by the relevant executive branch; constitutes an offence punishable by law.

Annex VI

Article 46 governs the management of the urban gateway construction archives in accordance with the relevant provisions of the West Anian Urban Archives Regulation.
