Management of fire safety and technology services in the province of Yunnan

(The 69th ordinary meeting of the People's Government of Yumnang, 30 December 2011, considered the adoption of the Decree No. 173 of 16 February 2012 No. 173 of the People's Government Order No. 173 of 16 February 2012.

In order to enhance the management of fire technology services and their personnel in the operation, the regulation of fire technology services activities is governed by laws, regulations, such as the People's Republic of China Fire Act, the Yangan Regional Fire Regulations, which are developed in the light of the actual practice of the province.

Article 2 engages in fire safety technology services within the territorial administration and applies this provision to the oversight management of fire technology services and their operators.

This provision refers to the establishment and availability of qualifications under the law, the acceptance of the commissioning of fire technology services and the independent organization of legal persons responsible for legal responsibility. Fire technology services include fire safety monitoring bodies, fire safety monitoring bodies, fire safety monitoring bodies, fire safety technical advisory bodies, fire accident monitoring bodies, fire-farm testing agencies, fire safety specialized training institutions, fire safety occupational skills identification agencies.

This provision refers to the capacity and conditions of fire-fighting technology services and to the corresponding qualifications of the law, and to professional technical personnel working in fire technology services in fire technology services.

Article 3 governs the supervision of fire technology services in this administrative area by more than the public security agencies at the district level and their firefighting agencies.

Sectors such as district-level development reform, housing urban and rural construction, quality technical supervision, business administration, human security, administration of justice, education, within their respective responsibilities, are aligned with the management of fire technology services by public security agencies and their fire agencies.

Article IV Fire technology services should be provided with legal, administrative regulations and local regulations, regulations governing the quality of fire technology services, with a view to engaging in fire safety technology services within the limits of their qualifications.

Fire technology service practitioners should be eligible for State-mandated fire technology services. The State has not yet provided that a person may be placed on board after the professional training examination is qualified and obtained a qualified certificate for the training of fire-fighting professionals; it should be admitted through occupational skills in the fire industry and obtain vocational qualifications certificates.

Article 5

The management of the safety of fire safety professional training institutions, fire occupational skills identification institutions is carried out in accordance with the relevant laws, regulations and regulations.

Article 6 shall apply for the testing of fire facilities, fire safety monitoring, fire protection of fire facilities and fire safety technical advice activities, in accordance with the conditions set out in article 26 of the Yamnan Fire Safety Regulation, apply to the provincial public security authorities fire agencies and submit the following materials:

(i) The Modalities for the qualifications of fire-technical services in Yunnan;

(ii) “Application of licences for corporate legal persons” or other corporate registration certificates;

(iii) The identity of the legal representative;

(iv) Professional technical title certificates for fire safety and technology service practitioners, certificates of eligibility for the operation (job) or documents such as a certificate of eligibility for fire training in professional training and labour contracts;

(v) Certification documents and certificates for the quality assurance system for fire safety and technology services.

In addition to the preceding paragraph, the application for the conduct of fire-fighting facilities testing, fire safety monitoring, fire safety monitoring, fire-fighting facilities maintenance activities should be submitted to the material such as the inventory and technical equipment, the measurement of equipment vouchers and the inspection certificate; and the conduct of fire facility testing activities should also be submitted to the certification certificate.

Article 7. The provincial public safety authority fire agencies should conduct field clearances, organizational evaluation and administrative licence decisions within 20 days of the date of receipt. In accordance with conditions, a written decision to grant administrative permission is made to award the credentials of the agency for firefighting technology services in the province of Yunnan; a written decision on the non-administerability of administrative licences and reasons.

The Licence Certificate of Fire Technology Services in the Province of Yunnan is divided into two levels at the level and at the secondary level.

Article 8 There is a need to continue the period of effectiveness, and fire technology services should submit written requests to the provincial public security authorities fire agencies by 30 years of effectiveness. The provincial public security agency firefighting agency should, after review under this provision, grant a continuing certificate of exchange.

Changes in the name, address, statutory representation of fire technology services agencies that have obtained a certificate of qualifications for fire safety and technology services in the town of Yunnan should apply to the provincial public security authorities fire agencies for the processing of the changes in the quality certificate within 30 days of the change.

Removal technology service agencies that have obtained a certificate of qualifications for fire safety and technology services in the Province of Yunnan have been disbanded by mergers, separations or bankruptcy and terminations, and the clearance of the certificate shall be carried out within 30 days to the provincial public security authorities fire agencies. No extension or application for the continuation of unlicensed firefighting agencies of the provincial public security authorities have been requested for write-offs, effective expiry of the period of time.

Article 9. Article 10 Fire technology services shall operate in accordance with the terms of services approved by law, regulations, regulations and regulations, as well as with the qualifications certificate:

(v) A fire accident association body may engage in activities such as the identification of fire residues, the identification of electrical fire fires, the identification of flammable fires, the safety assessment of the post-fire construction structure, the assessment of fire damage damage losses;

(vi) Fire products testing institutions can carry out activities such as fire product testing, fire safety test tests for the construction of loading materials;

(vii) Professional training institutions for fire safety can engage in social fire safety training activities;

(viii) Fire occupational skills identification institutions can engage in specialized occupational skills identification activities in the fire industry.

The same fire safety technology service and its operational personnel shall not be accompanied by fire facility detection and fire-fighting facilities maintenance activities or by professional training and fire safety skills identification activities.

Fire technology services may not engage in operations that have direct interest in fire-fighting technology services, such as fire-fighting design, fire facility construction, fire products operation.

Article 11 Fire technology services and their operators should comply with laws, regulations, regulations and national standards, industry standards, local standards and operational guidelines, be entrusted with the provision of fire safety technology services, and be responsible for the quality of services, and assume legal responsibility for service outcomes.

Article 12 Fire technology service providers should enter into fire technology services contracts with commissioners.

Fire technology services may not be redirected, subcontracted fire technology services.

Following the completion of fire safety technology services by fire safety and technology services, the results-based documents should be sent to the commissioner and signed by the contractor's governing body, plus the seal of the fire safety technology service.

The outcome documents of the fire-technical service cannot be in violation of the provisions of the laws, regulations, regulations and fire safety technology standards.

Article XIV Fire technology service providers receive services and should comply with price management laws, regulations and regulations.

Article 15. Fire technology services should be retained by the following information:

(i) Fire technology service contracts;

(ii) Implementation of national standards, industry standards and local standards based on fire safety technology services contracts;

(iii) Records of the fire safety and technology services process;

(iv) Outcome document on fire safety technology services;

(v) Legal instruments, documents relating to fire safety technology services;

(vi) Other information that should be archived.

Article 16 Fire technology service practitioners should participate in the continuing education training examinations organized by the relevant authorities. There is no continuing requirement for education.

The provincial public safety authority fire agencies have access to occupational qualifications certificates for fire-fighting technology service practitioners, qualified fire training certificates, professional technical title certificates.

Fire technology service practitioners change the recruitment fire safety technology service institutions and should be provided by newly recruited fire-technical services to the provincial public security agencies fire agencies with evidence-based materials for processing.

Article 17 should monitor fire technology services activities in the current administration area and record the monitoring of inspection proceedings before the signature of the inspector and the supervisory authority.

Article 19 Fire agencies of the public security agencies should establish a system for reporting complaints of sound fire safety technology services, receive complaints from citizens, legal persons or other organizations in a timely manner and verify and address them in accordance with the law.

Article 20 should establish a fire-technical service agency and an information base for its operators, and carry out operational education, stratification and self-regulatory management for fire safety and technology services participating in the Association.

Fire technology services and their operators should participate in fire technology service public service activities, as required by fire agencies or provincial fire safety associations.

Article 21 Fire technology services and their supervisors have one of the following acts, which is redirected by a fire agency of the public security, warning the unit or a fine of up to 30,000 dollars, warning the direct responsible supervisors and other direct responsible personnel or a fine of up to $3000 million; in serious circumstances, the release of a certificate of qualifications, certificates of qualifications by the former licensor in accordance with the law; and criminal liability in accordance with the law:

Article 24 provides for the establishment of regulatory rules for various fire-technical services, in accordance with relevant national provisions and provisions.
