Modalities for the management of advertising facilities along the Highway in Southern Susang

(Summit No. 83 Permanent Meeting of the People's Government of Southern Susang on 17 January 2012 to consider the publication, effective 1 March 2012, of Decree No. 78 of 20 January 2012.

Chapter I General

Article 1 regulates the management of advertising facilities along the Highway, improves the environment of highway access, guarantees the safety of highway, and develops this approach in line with laws, regulations, such as the People's Republic of China Highway Act, the Maang Su Province Highway Regulations, the Urban and Urban Planning Regulations of the province, the Zang Province advertising regulations.

Article 2

This approach refers to regions within 100 metres of highway roads, highway use, highway use.

Article 3 advertising facilities along the Highway should be reasonable, safe and orderly development.

Article IV establishes an effective management mechanism for advertising facilities along the Highway. The Provincial Government has established a coordinating body for the supervision of advertising facilities along the Highway (hereinafter referred to as the coordinating body). The coordinating bodies are led by the Vice-Ministers of Transport, Housing and Rural Development, Business, Land Resources, Water and Public Safety. The coordinating bodies set up offices in provincial transport authorities with specific responsibility for the day-to-day work.

The municipalities, districts (communes) located along the Highway have been established by the Head of Government, with the corresponding coordination bodies involved in the relevant sectors responsible for coordinating the management of advertising facilities along the Highway in the current administrative region.

Article 5

Chapter II

Article 6. Municipal, district and rural planning authorities in the establishment area shall prepare plans for highway advertising facilities in the present administration, with the advice of the advertising associations and the public, for approval by the same-ranking people, for example, in the same sectors as the same level of transport, business, urban administration, land resources, water and public safety, in accordance with the principles of harmonization of the BB, overall control, and for posting the provincial coordinating body offices.

Highway is paralleled or cross-cutting with other hierarchical roads, with priority being given to the number of advertising facilities along the highway.

Planning for advertising facilities along the Highway should be completed within six months of the date of operation of the scheme and made available to society.

Article 7. The establishment of advertising facilities in the following regions along the Highway:

(i) Highway locations other than the Highway Referral Station area and the service area;

(ii) Highway construction area;

(iii) Highway central subdivids (other than the central division of the main-line fee station);

(iv) Regional areas where high road traffic signs, transport signals, monitoring visits may be blocked;

(v) The establishment of laws, regulations and external advertisements to plan other regions where advertising facilities are prohibited.

Highway traffic symbols, transcend intelligence boards, protective blocks, isolation, shamed facilities, isolation and lighting facilities may not be attached to the establishment of advertising facilities.

The following regions along the Highway can establish advertising facilities:

(i) Highway axes and the garbage area (which consists of interconnections);

(ii) Highway service areas;

(iii) In the area other than the highway construction area, within 100 metres above the topway area.

Article 8. The number of advertising facilities in the Highway Referral Station area and in the service area shall be in compliance with the following requirements:

(i) In the form of a large single-stop or three advertisements, no more than four main lines of the main-line levies; no more than 6 in the MSS area (in the area of interconnection);

(ii) In the form of a single wall advertisement, no more than five single parties;

(iii) The use of the form of advertisements by a centrally distributors is not less than 15 metres.

Article 9 establishes a single-stop or three advertising forms along the Highway, which is set up on the side of the main line and is not less than 500 metres.

Article 10 may establish advertising facilities in the region along the Highway, and shall be subject to the relevant procedures by law.

More than two proponents for advertising facilities along the Highway should be given the right to solicitation, auctions or walls to set out advertising facilities at that point. Specific options for solicitation, auctions or wall sheets were developed separately by the commune government in the area and presented to the provincial coordinating body office.

Article 11. Applications for advertising facilities along the Highway should be submitted to the following requests:

(i) A written application;

(ii) The applicant's identity certificate;

(iii) Relevant evidence material on the place of advertising facilities;

(iv) The location, specifications and form of advertising facilities;

(v) Programme for the design of advertising facilities;

(vi) Report on the technical evaluation of the safety design of advertising facilities, the day-to-day maintenance programme and the safety commitment;

(vii) Relevant submissions from other needs.

Article 12. A licence establishment of an advertising facility along the Highway is three years; a period of time is required for renewal shall be due to an administrative authority that has made administrative licence decisions by 30 years, with an extension not exceeding three times.

The advertising facility along the highway shall be established within one year of the date of the decision to obtain administrative permission; the unprocessed delay and the administrative licence determines its own failure.

Article XIV publishes advertisements at highway facilities established under the law and should be registered by outdoor advertisements in the business administration sector at the district level and at the district level; advertisements are issued in the Highway Referral Station area, the service area's advertising facility and should be registered outside the provincial commercial administration.

Chapter III Technical requirements for advertising facilities

Article 15. Chapter IV Maintenance of advertising facilities

In article 22, the creation of advertising facilities along the Highway (hereinafter referred to as the creator of advertising facilities) should ensure the safety, visibility and responsibility of the established highway advertising facilities (hereinafter referred to as advertising facilities).

In article 23, the creativity of the advertising facility should be regularly checked on the holes of the advertising facility, saving and taking appropriate measures to ensure the safety of the facility structure.

Article 25 Damages in advertising facilities, dumping, etc. hamper access to highway or affect security conditions, and advertising facilities should take timely measures to rehabilitate or clear.

Article 26 Supervision of advertising facilities informs the rehabilitation of advertising facilities, which should be rehabilitated within 7 days of notification.

In the second article, the creativity of the advertising facility should issue public advertisements in a timely manner.

Chapter V Oversight management

Article 28 Accreditation facilities along the Highway shall be established by a uniform number of advertising facilities along the Highway, with the guidance of the Office of the Provincial Coordination Body.

The creativity of the advertising facilities should be based on a call for the designation of the name of the creativity.

The Office of the Coordination Body should establish information-sharing mechanisms to regularly inform the advertising facilities approved by this sector, as well as the basic information published by advertisements.

Article 33 The Office of the provincial coordinating bodies should organize regular inspections of the placement of advertising facilities along the highway, finding that advertising facilities are not in accordance with legal, regulatory, regulatory and regulatory provisions, and that the municipal coordinating body offices in the area of the establishment of the seat or the relevant supervisory authorities are renovated in a timely manner.

Chapter VI Legal responsibility

Article XV provides for the form, specifications, structure, interval of advertising facilities that are not in accordance with the provisions of this scheme, or the designers of advertising facilities violate the provisions of the scheme by failing to perform their maintenance, maintenance obligations and by the ex-licensor of the advertising facility; refusal to correct the penalty of up to 20,000 dollars; unauthorized issuance of advertisements, confiscation of proceeds of conflict by the business administration and fine of more than 30,000 dollars.

Article 36, which causes the collapse of the advertising facility, the damage caused to others or the loss of property, is governed by the law by the author of the advertising facility.

Chapter VII

Article 37

(i) Highway use means areas where the road is located on both sides of the Highway or on the road.

(ii) Highway axes refer to the area of highway construction control, where the main-line fee centre is located on a vertical scale of up to 300 metres across the road. The highway pyrethroid-lease area refers to the area of highway construction control in the interior of the area of overhaul, where the cost-of-charge centre of the slogan was extended to the road in a vertical manner not exceeding 150 metres.

Article 338 is implemented effective 1 March 2012.

Prior to the implementation of this approach, the advertising facility established by law or permitted the reservation to be established along highway routes should be reorganized within three years from the date of operation of the scheme, and other advertising facilities should be cleaned up by the host Government.
