Several provisions for the management of garbage in the city of Liveli (as amended in 2011)

(Act No. 85 of 26 June 2006 of the Government of the People of Livestock issued the 100th ordinary meeting of the Government of the Liveli on 21 October 2011 to consider the adoption of amendments No. 114 of 11 November 2011, No. 114 of the Order of the People's Government of the Republic of Livestock on 1 January 2012.

Article I, in order to protect the living environment of the urban population and to strengthen the management of urban buildings, sets out this provision in conjunction with the provisions of the State Department's decision to establish administrative licences for administrative approval projects that are required to be retained (Act No. 412 of the State Department of State), the Urban Construction Safety Management Provisions (Act No. 139 of the Ministry of Construction), the Live and Sanitation Regulation of the city of Livestock and Sanitation.

Article 2

This provision refers to the abandonment, abandonment and other wastes generated by construction units, construction units, new construction, alteration, expansion and removal of various types of buildings, construction materials, routing networks.

Article 3 regulates the management of garbage, is responsible for subsectors, the principle of timely delivery and reasonable disposal.

The municipal authorities responsible for the management of garbage.

Article 6. Emissions of construction garbage, sterilization, re-entry and the use of licences for the disposal of garbage.

Article 7. The construction project will require the disposal of building garbage prior to the construction licence, and the construction of project units will apply to the urban, district and municipal authorities for the management of environmental sanitation for the construction of a licence for garbage emissions. Construction projects require the disposal of building garbage, which is submitted by the construction units to the municipal, district and municipal authorities for the environmentally sound management of the construction garbage.

Article 8. Resorting of a licence for garbage emissions shall have the following conditions:

(i) Information on the accounting of garbage emissions and the payment of construction waste disposal costs, as prescribed;

(ii) The export of washing trucks, vehicle washing equipment and road hardening are consistent with standards or have effective maintenance programmes;

(iii) A programme for the classification of emissions from the construction of garbage sites;

(iv) Transport vehicles with a full-scale shuttle transport machinery;

(v) Other conditions under the law and regulations.

Article 9 units that produce garbage should transport the construction of garbage to the sterilization sites that are validated by the sanitary authorities in the city, the district (market). Article 10

(i) The vehicle must maintain integrity and prohibit the movement of the vehicle's outposts and the contaminated route;

(ii) The vehicle must be added to the sealing system without being overloaded and no subsoil;

(iii) Transport routes and timeways authorized;

(iv) Carrying with the construction of a licence for garbage emissions, with a sense of inspection.

Article 11. Enterprises engaged in the construction of garbage transport should have the following conditions and apply to the garbage transport licenses to the municipal, district and municipal authorities in the city:

(i) The licensee of business and in accordance with the relevant provisions of the shipping operation;

(ii) There are transport vehicles that have been installed in compliance with the criteria for full-time transport mechanical devices, with the total authorized strength of vehicles not less than 80 tons;

(iii) There is a sound security production management system.

Construction, construction units shall not transfer construction garbage to individuals or to units that are not authorized to carry out construction garbage transport.

Article 12. The establishment of units and individuals for the construction of the garbage area shall be directed to the municipal, district and municipal authorities for the environmentally sound management of the building blocks.

The sanctuary of the construction garbage shall have the following conditions:

(i) In accordance with urban planning requirements, land or forest land use documents approved by the forest administration authorities; construction work re-entry or replacement of construction garbage should be legally approved by construction administration authorities; construction of waste storage and integrated use should also provide project feasibility documents;

(ii) The floor map, the road map for access and access to the Nahr elevation site, with the corresponding assessment of the pavements, the machinery and equipment, such as dust, lighting, etc., with drainage, firefighting facilities;

(iii) There are no-increed export washing trucks, and vehicle washing equipment and road hardening standards;

(iv) There are construction waste classification programmes.

Article 13 imposes a system of fees for the disposal of garbage. In the disposal of building garbage, units that produce construction garbage should pay for disposal in accordance with the relevant provisions of the State and the city. The disposal costs are mainly used for construction, management, operation and disposal services.

Article 14. The municipal authorities should strengthen monitoring of the generation, operation and disposal of construction waste. The parties should be responsible for the immediate removal of the garbage in the face of disruptions and the collapse of the construction. Clearing the parties should be organized in a timely manner. The construction units or construction units should clean on-up on-site, in accordance with the provisions of the Live and Sanitation Management Regulations in the city of Liveli, to be collected by the state of the location (communes, areas).

Article 18

Article 19 A number of provisions for the management of garbage in the city of Liveli City, published on 26 June 2006 by the Government of the people of Loans, were repealed from the date of operation of this provision.
