Geographical Names management approach in the Province of Southern Sudan

(Adopted by the 58th Standing Committee of the People's Government of the Southern Province on 7 December 2011, No. 193 of 21 December 2011, Publication of People's Government Order No. 193 of 1 February 2012)

In order to strengthen geographical names management and adapt to the needs of rural and urban development, social development and people's lives, this approach is developed in the light of the provisions of the State Department's Geographical Names Regulations and the relevant laws, regulations and regulations.

Article 2, this approach applies to the designation, more name, use of standard geographical names, the placement of geographical names and related management activities in the territorial administration.

Article 3. The names referred to in this approach include:

(i) Name of natural geographical entities such as mountains, rivers, lakes, islands and continents;

(ii) Administrative regional names, such as provincial, district, district, district, municipal, municipal, commune, national, town, street offices;

(iii) Names of specialized areas such as industrial parks, levies, agricultural areas, forest areas, fishing zones, or mined areas;

(iv) The names of the inhabitants, such as the streets (roads, gallery), homes, residential buildings and natural villages;

(v) Remarked and commemorative sites such as wind poles, tourist holidays, parks, public squares, and monuments;

(vi) Names of specialized facilities such as locatings, stations, ports, floors, terminals, railways, roads, bridges, tunnels, hydrates, irrigation dams, electric stations;

(vii) The name of buildings such as the trade union, hotel meals, integrated scripts.

Article 4

The above-mentioned people's civil affairs department is responsible for the management of geographical names within the current administrative area.

In the sectors such as urban and rural planning, housing and rural-urban construction, public safety, finance, transport, business administration, press publication, radio and television at the district level, geographical names should be managed in accordance with their respective responsibilities.

Article 5. The name of the name of the name of the place of the name and the fact that it should respect the history and status of local names and maintain the relative stability of the name.

Article 7. The name of the administrative regional name is governed by the Department of State's Regulation on Administrative Region Management.

Article 8. The designation of natural geographical entities shall be subject to the following procedures and competences:

(i) The name of the natural geographical entity, such as poles, rivers, lakes, etc., which are well known in the country and abroad, is submitted by the Civil Affairs Department of the People's Government of the province for approval by the Department of State, upon review by the Government of the province;

(ii) The name of the natural geospatial entity that is known in the province or involved in the municipalities of more than two establishments, which is submitted by the Government of the municipality of the municipality of the municipality concerned, which is submitted for approval by the Government of the Provincial People's Government after the approval of the Ministry of Civil Affairs;

(iii) The name of the natural geographical entity in the city of the area where it is known or involved in the two district-level administrative areas, which is submitted by the relevant communal government, and the approval of the municipal government of the listed area after the approval of the Government of the municipality;

(iv) The name of the natural geographical entity in the district-level administration area, which is submitted by the territorial Government's civil affairs department, is submitted to the Government of the current people for approval.

Article 9

(i) The name of the town (roads, gallery) is named, which is submitted by the local city, the territorial Government's civil affairs sector, and is submitted to the Government for approval;

(ii) The designation of the name of a small residential area, which is approved by the construction unit in the city of the pre-project location and by the civil affairs component of the Government of the county;

(iii) The name of the natural village, which is submitted by the communes, the communes or the streets' offices, is submitted for approval by the district-level people's government after the approval of the district-level civil affairs sector.

Article 13 Applications for names should be submitted to:

(i) The nature, place and size of geographical entities;

(ii) The reasons for designation;

The approval authority shall make a decision for approval within 20 working days from the date of receipt of the application; the public interest involved the need for advice and coordination, and the approval authority shall take a decision within two months from the date of receipt of the application. The reasons should be given for non-approval.

For newly approved geographical names, the approval authority shall be made public to society within ten working days of the date of ratification.

Article 14.

(i) Changes in the name of the Administrative Region due to administrative regional adjustments;

(ii) Changes in the road to the route;

(iii) Changes in the name of the building due to the application of the owner;

(iv) Changes in buildings, gate numbers are required owing to changes in road names, changes in road or roads;

(v) Changes in geographical names have been approved by the Provincial Government or by the Department of State and its relevant departments.

Incompatible with the geographical names set out in article 6 of this approach, the localities of the name and the civil affairs sector of the Government of the People's Republic of the District should send a more name letter of the name, and the relevant units or individuals should be processed within three months from the date of receipt of the letter of credit.

Article 15, which has been approved as a standard place of geographical names, shall be used to:

(i) Exact agreements, documents;

(ii) The announcements, documents of organs, groups, enterprises, business units;

(iii) Press, books, radio, movies, television and information networks;

(iv) Urban streets (roads, gallery) marks, residential small zones, buildings, doors, location signs, traffic orientation signs, public traffic stations;

(v) Trademarks, branding, advertising, contracts, documents and printed letters;

(vi) Public publication of numerous publications such as maps, telephone numbers, postal codes.

Article 16 Standard geographical names should be used in the State's published version of the Standard Handici, and in the general language of Hanoi. In the use of the Hanoi podium, it should be in line with the provisions of the Yunic Audiovisual Programme, published by the State, and the Chinese Hein-Chief Rules.

Article 17 No other unit or individual may compile standardized glossarys.

The civil affairs component of the Government of the above-mentioned population should strengthen the management of the topographic archives, build up the geographical information system, update the information on geographical names in a timely manner and provide information services to society.

Article 21 Requirements for the establishment, maintenance and management of geographical names symbols are assumed in accordance with the following provisions:

(i) Geographical names signs of natural geospatial entities, administrative regions, urban streets (roads, gallery) and the original residential small areas, geographical names of the residential buildings, which are vested in the capital;

(ii) New construction, alteration, expansion of the name mark for the construction project, which is covered by the construction units;

(iii) Names in rural areas, which are assumed by the communes' governments;

(iv) Other geographical names symbols, which are assumed by the establishment units.

No units or individuals shall be subject to alteration, humiliation, house arrest, damage or unauthorized movement, removal of geographical names. For reasons such as construction, the removal of geographical names symbols should be preceded by the approval of the Civil Affairs Department of the People's Government, or the relevant professional authorities, and be responsible for the recovery of the status quo by the construction unit.

Article 23 of the Civil Affairs Department of the Government of the People's Government at the district level should conduct oversight inspections with the relevant authorities regarding the placement, maintenance and maintenance of geographical names, finding that one of the following cases should be informed of the replacement of the establishment:

(i) The designation of geographical names is not used for standard geographical names or for a variety of forms, writings, writings that are incompatible with national standards;

(ii) Geographical names have been more prominent but no change in geographical names;

(iii) Disadvantages, ambiguities or shortcomings in geographical names;

(iv) Inadequate location.

In violation of this approach, there are one of the following cases in which the period of time is to be changed by the civil affairs sector of the people of more than the district level; a fine of more than one thousand yen per 1,000 dollars after the delay.

(ii) The use of names in accordance with article 15.

Article 25, in violation of article 17 of the present approach, provides for the unauthorized codification of the standardized glossary of geographical names tools, which is being converted to the time limit of the civil affairs component of the Government of the more than veterans at the district level, with a fine of over two thousand dollars.
