Management of railway escorts in precious states

(Adopted by the 57th Standing Committee of the People's Government of Honour of 1 February 2012 No. 132 of the Order of the Honoural State of 24 February 2012)

Article 1 establishes this approach in the light of the provisions of the People's Republic of China Railway Act and the Rail Transport Safety Protection Regulations and related legal regulations to strengthen the railway escorts and to maintain railway order.

Article 2 Governments of all levels of the railway line (hereinafter referred to as local) and the railway sector should, in accordance with the provisions of this approach, carry out escorts such as iron routes, vehicle stations, to secure the safe passage of railway transport.

Article III, railway escorts and cargo sites are dominated by the railway sector and are supported by the railway sector; the railway line is local and the railway sector is supported by the principle that the specialized road fleet is aligned with the mass defence, local and railway sector protection.

Article IV is carried out under the leadership of the Government of the same people. The Rail Protection Team is a working agency for the management of railway escorts by the same-level people's Government to prevent contracting. The Office of the Leading Team of the railway escorts is responsible for the day-to-day work.

Integrated governance, public safety, finance, human resources and social security, business, manuscription and rail management are responsible in collaboration with railway escorts.

Article 5

(i) To study the development of a plan of work for mediation and the organization of implementation;

(ii) Guidance, coordination of the work of the railway escorts to prevent contracting, and monitoring of implementation;

(iii) Conduct research, disseminate information on work and share advanced experience;

(iv) The establishment of a sound system of work to conduct a study, summary of the work of the railway escorts' preventive contractors;

(v) Organizing awareness-raising activities such as the maintenance of railway policing, the escort of roads.

Article 6. railway escorts prevent the application of a reimbursable contractual responsibility.

The contractor's letter of responsibility was signed every two years. There is a need for extension, which should be approved by the Government of the province.

Article 8. Local contracting parties and railway contractors shall establish escorts and escorts, as required by the letter of responsibility.

The escorts should be politically good, familiar with the law of policing, work responsibilities, citizens aged 18 to 45 years of physical health or elected by the veterans and enter into labour contracts in accordance with the law.

Article 9

(ii) To stop interception and attacks on vehicles;

(iii) Maintain the integrity of the railway route and participate in the fire-fighting risk;

(iv) The occurrence of accidents and risk situations should be reported in a timely manner and, to the extent possible, exclude;

(v) Delivery of education.

Article 10

(i) Security alliances responsible for railway vehicles and cargo sites, and in the designation of regional patrols;

(ii) To put an end to violations of railway vehicles, stations, local policing;

(iii) To put an end to the sale or forced purchase of goods by road blockers;

(iv) To put an end to the caring and its impact on sanitation;

(v) Delivery of education.

Article 11, when escorts are in operation, should be assembled with the observatory symbols produced throughout the province, with the integration of civilization, poucher, compliance with the law and popular oversight.

Article 12 communes, towns, along the railway line, should be used as an important component of integrated social management, a road-friendly education campaign in the village (communication) and mid-schools, and the organization of village (resident) people to maintain railway safety.

Article 13, the Office of the Leading Group for Railways should strengthen the management of escorts, establish systems such as sound induction and handover, and take a variety of forms with the relevant departments to educate the escorts, carry out operational knowledge, military skills training, and gradually regulate the escort.

Article 14.

Article 15. Consistency for railway escorts is governed by the Office of the Leading Group for Railways in the province and, in accordance with the terms of the letter of contractual responsibility, is fully transferred to the contractor for use by the contractor.

Article 16 provides for rail escort protection, mainly for the salaries, social insurance, accidental injury insurance, insurance supplies and railway escorts. Fund use is subject to supervision in the financial, price and audit sectors.

Article 17 Compensation is paid in accordance with the law for injury, maimation and death.

In one of the following cases, units and individuals are recognized or rewarded by the Provincial People's Government or by the relevant authorities in accordance with the relevant provisions of the State:

(i) Achievements in the prevention of railway escorts;

(ii) Combat criminal acts that undermine railway equipment, facilities, looting and theft of rail shipments;

(iii) Preventing the occurrence of railway accidents and removing the performance of railway barriers;

(iv) Achievements in railway fire flood prevention;

(v) Reaching or recovering stolen rail shipments to the railway sector.

Article 19 protects the wrongdoing, unauthorized departure, internal and external charging, and the spoilers, causing rail equipment, facilities, material loss, stolen or damaged, which is not a crime punishable by law, disposed of, and the corresponding liability.

Article 20 On 27 March 1993, the Government of the People of the province issued a contract management approach for railway escorts in the provinces, as amended by the Government of the People of 27 July 1994.
