Standardized management of public information symbols in broad states

(Summit 4th ordinary meeting of the People's Government of the Grand State of 13 February 2012 to consider the adoption of Decree No. 67 of 7 March 2012 on the People's Government Order No. 67 of 7 March 2012.

Article 1, in order to enhance the standardization of public information symbols, to facilitate public life and to increase the level of urban management, to develop this approach in line with the laws, regulations, such as the Standardization Act of the People's Republic of China, the Standardized Law of the People's Republic of China.

Article 2

Article III refers to public information symbols as described in this approach, which refer to elements such as graphics, colours, language, letter, letters or part of a portfolio of elements indicating the use and location of public places, public facilities, the purpose and content of public conduct, but do not include executive bodies, groups, entrepreneurship units and other organizations and individual business owners in operating places, office spaces indicating the name of units, scripts, brands, boxes, boxes, scripts, graphs, graphs.

The scheme refers to public premises, public facilities, which are referred to in the hotels ( restaurants), chambers of commerce, commodity trade markets, parks, tourist landscapes (points), airports, yards, floors, garage, urban roads, public toilets, hospitals, conference centres, exhibitions, sports halls, libraries, museums, theatres, recreational sites, emergency shelters, etc.

Article IV is the administrative authority for the standardization of public information symbols in this city and is responsible for the organization, coordination and supervision of the standardization of public information symbols across the city. The sectoral, district-level and municipal quality technical monitoring services are specifically responsible for the organization, coordination and monitoring of the standardization of public information symbols in the current administrative area.

Public information marking standards should be incorporated into the work plan of the sector, and public information symbols should be promoted, guided by the system and established by the industry in accordance with the provisions of this approach.

The units such as civil aviation, railway and land iron in the city's administration should be standardized in accordance with this approach.

Article 5 design, produce and set up public information symbols, and national standards, industry standards and local standards should be implemented in accordance with standards. National standards, industrial standards, local standards, and the need for uniform implementation across the city, and the municipal quality technical oversight sector should be based on the development of local technical norms in line with international standards.

Article 6

The municipal quality technical supervision sector should modify the directory in a timely manner, in accordance with national standards, industry standards, local standards and local technical norms, to be made available to society after the approval of the revised directory and to inform the relevant industry authorities.

Article 7. The design of public information symbols should be consistent with the requirements of the criteria set forth in the catalogue and should not produce, set public information signs that are incompatible with the requirements set out in the catalogue.

Public information signs used in public places such as Starbies, A above-level tourist landscapes, airport, vehicle stations, passenger terminals, earth iron stations, urban roads, should be accompanied by both Chinese and English languages.

Article 8 has not yet established national standards, industrial standards, local standards, local technology norms, and the management of public places and public facilities or operators may, depending on the need for themselves, develop public information signs and transmit to the municipal quality technical oversight sector within 10 days of completion of the programme design. National, industry and local standards should be implemented after national, industrial and local standards are developed.

Public information symbols developed by themselves are encouraged to apply international standards.

The establishment of public information symbols should conduct a standardized review of the design of public information symbols. The review may be carried out by the establishment of a unit of self-organization or by a third-party intermediary agency.

The establishment of a unit or a designated third-party intermediary body shall carry out a review in accordance with the criteria set out in the catalogue.

The Government's investment in the construction, expansion and alteration of large-scale construction projects should be completed by the construction units within 10 days of the completion of the review process in the district, district-level and district-level technical monitoring sector.

Article 10 Public places and public facilities should set public information signs.

The creation of public information symbols should be safe, regulated, cleared, coordinated and in accordance with the relevant provisions and requirements of the city's apprehension management and should not be accompanied by advertising.

The creation of advertising facilities shall not affect the effectiveness of public information symbols.

Article 11. Government investment in the construction, expansion and alteration of large-scale construction projects, and construction units should incorporate public information symbols into the engineering budget as a subsidiary facility and incorporate standardization of public information symbols into the completion of the work.

The establishment of public information symbols should conduct regular inspections, maintenance and maintenance of public information symbols, integrity and clarity. Where public information signs have been damaged, degenerated, units should be rehabilitated or updated in a timely manner.

Article 13 Quality Technical Oversight Services should strengthen monitoring of the placement of public information symbols and identify one of the following cases, and should be given due diligence, rehabilitation or updating:

(i) The existence of public information symbols as prescribed;

(ii) Public information signs established are not in accordance with the criteria set out in the catalogue;

(iii) Public information signs of damage or departure;

(iv) Other cases where public information signs cannot be used properly.

Article 14. The administrative departments, such as UNCTAD, construction, public safety, civil affairs, transport, culture, health, urban governance, sports, business, forestry and parking, tourism and port services, have found the system, the industry does not establish public information symbols in accordance with the provisions of this approach, and should be responsible for the establishment of a unit time frame; the overdue transfer of the quality technology monitoring component to the legal order.

Article 15. The municipal quality technical supervision sector should organize annual monitoring of the standardization of public information symbols by all relevant administrative departments, relevant units, the media, and make oversight available to society.

Article 16 provides that the municipal quality technical supervision sector should establish a public information marker, provide standard free access services for units and individuals, and strengthen public information marking standards, training.

Article 17 provides for violations of the provisions of this approach, any unit and individual have the right to complain or report to the quality technical oversight department.

After a complaint or reporting by the quality technical supervision department, the verification shall be conducted within five working days and the results will be communicated in writing to the complainant, the reporting person.

In violation of Article 7, the public information symbols produced are not in accordance with the standard requirements set out in the catalogue or in violation of article 9, paragraph 3, the construction units of the Government's investment in new construction, expansion and alteration of large-scale construction projects are not required to send the results of the review of the public information mark design programme, which is subject to a fine of up to 10,000 dollars.

Article 19 is one of the following acts, which is being modified by the time limit for the quality technical supervision sector at the district, district and district levels; overdue payments are fined by more than 1 million dollars in 2000; and, in the event of severe circumstances, a fine of up to 3,000 dollars.

(i) In violation of article 7, public information signs established are not in accordance with the criteria set out in the catalogue;

(ii) In violation of article 10, the public information symbols that should be set up should be incompatible with the relevant provisions and requirements or the creation of advertising facilities that affect the effectiveness of public information symbols;

(iii) In violation of Article 12, the public information symbols established are damaged and removed.

The circumstances of the offences set forth in the preceding paragraph are serious, and the municipal quality technical supervision department considers that it should be directly identified.

Article 20

Article 21, Short-term major activities such as trade conferences, marketing and temples require temporary public information signs that should be dismantled after the end of the event, and their standardized management is carried out in the light of this approach.

Article 2 The public information symbols established prior to the implementation of this approach are not in accordance with the provisions of this approach and should be replaced within two years of the date of operation.
