No regulatory approach in the Sichuan Province

(Adopted at the 95th ordinary meeting of the Government of the Sichuan Province on 22 November 2011, No. 255 of 19 December 2011, issued since 1 March 2012)

Article 1 establishes this approach in line with the relevant legal provisions, such as the Act on Animal Protection of the People's Republic of China, in order to strengthen the development, management and assessment of the area without the provision of animal diseases.

Article 2 does not provide for an animal disease area, which means a natural barrier or a man-made measure that does not have a prescribed or several animal epidemics within a specified period of time, and the competent region has been accepted by the State Department's administrative authorities.

Article 3 provides for the construction, management, assessment and feeding, dying, operation, isolation, transport of animals, production, processing, storage, transport of animal products and units and individuals carrying out activities that may result in the transmission of animals or associated with animal protection.

Article IV. Governments of more than zones should strengthen organizational leadership in the construction, management and assessment of unmanaged animal diseases, including the provision of animal sanitary zones in local economic and social development planning and annual plans, and include unmanaged sanitary surveillance, forced immunization, sterilization, sterilization, sound treatment, singlinger marking, facilities-building, quarantine surveillance, etc. in the integrated budget of the relevant sectors, to guarantee the development, management and assessment of animal disease.

Article 6

Article 12. Article 14

Animal health monitoring body should be able to monitor law enforcement in animal health. Removal inspections can be carried out with the approval of provincial animal health monitoring bodies when sudden incidents such as animal sanitary or livestock product safety occur.

Article 15 does not provide for the assessment of the animal sanitary area to be carried out in coordination with the relevant sectors, organized by the Government of the people of the District and above.

Article 16 requests the State's assessment of the no-managed animal epidemic, which is conducted by the district-level veterinary veterinary therapy administrative authorities in accordance with the relevant provisions of the national no-managed assessment system, for self-assessment, on a case-level application for assessment.

Article 17, in violation of article 10 of this approach, is punishable in accordance with the relevant provisions of article 83 of the People's Republic of China Act on Animal Protection.

Article 18, in violation of article 11 of this approach, imposes penalties in accordance with article 7, paragraph 7, of the People's Republic of China Act on Animal Protection.

Article 19, in violation of article 12 of this approach, does not leave the area within the prescribed time frame, the time limit for the management of animal health monitors is being changed and may be fined by more than 100 million dollars. Article 2

Article 25. This approach is implemented effective 1 March 2012, while the Quichuan Province does not provide for a pilot approach to the management of animal diseases.
