Universal Postal Service Safeguards Management Approach in Southern Susang

Chapter I General

In order to enhance the security and supervision of the Universal Postal Service, promote the development of universal postal services, protect the legitimate rights and interests of postal users, and develop this approach in line with the provisions of the laws, regulations, such as the Postal Act of the People's Republic of China.

Article 2

This approach refers to the State's legal guarantee that Postal Enterprises assume the operational scope, service standards and standards, as prescribed by the State, and the provision of postal services for all users in our country.

Article 3. The Government of the local population at the district level should incorporate postal universal services into national economic and social development planning, guarantee that the postal universal service is adapted to economic and social development, and guarantee the right of the user to basic communications, as required by the compatibility of the basic public services.

Article IV. Governments at the local level should provide the necessary financial, material support and policy preferences to ensure that postal facilities are tailored to the needs of the postal general service.

Article 5 Governments at the local level should incorporate postal universal services into rural public service systems, promote rural postal facilities and accelerate the development of rural postal services.

Article 6. Provincial Postal Administration is responsible for the supervision of universal postal services throughout the province. The municipal postal management in the area under the leadership of the provincial postal management is responsible for overseeing the management of the universal postal service in the current administrative region. Postal management should develop postal universal service development planning and coordinate the development of postal universal services.

In accordance with their respective responsibilities, the relevant sectors of the local people's government have taken measures to support postal enterprises in providing universal postal services.

Article 7. Postal enterprises should strengthen the quality of postal services, improve safety and security measures, provide rapid, accurate, safe and convenient services to users and preserve the legitimate rights and interests of users to use postal postals.

Chapter II Universal services

Article 8 Postal enterprises should provide the user with the following universal postal services, as stipulated in the Postal Act of the People's Republic of China:

(i) A letter to be sent;

(ii) Not more than 5 kilograms of print delivery;

(iii) A total of no more than 10 kg of copies;

(iv) Postal exchange.

Article 9 provides postal places for the provision of postal services generally, and their time of operation and surrender shall meet the following requirements:

(i) Business hours: 7 days per week in the urban main city area, less than 8 hours a day; 6 to 8 hours a week in rural and urban areas; 6 to 8 hours a week in rural areas; 6 to 8 hours a day per week;

(ii) Deferred: 7 days per week in the urban main city area are not less than 2 days per day; in rural and urban areas, 7 days a week, less than 1 days per day; in rural areas, less than five days a week.

In the event of national statutory holidays, postal places offering universal postal services can be properly adjusted in accordance with actual postal requirements. The time after the adjustment should be announced on a five-day basis.

Article 10 Postal enterprises send mails to users and should be transferred in a timely, accurate and safe manner. Intercommercial letters in the same city area of the province should be completed within two days; correspondence between the localities of the urban government in the area should be completed within three days; correspondence between the same area and the inter-territorial intercommunity should be completed within four days; correspondence between different districts and inter-communities should be completed within six days. There are three to seven days of the time frame for each other in the province.

Article 11. Postal enterprises shall indicate the number and time of the communication at the mail (box) and shall be taken on time. The number of mails (boxes) should be: 7 days per week in the urban main city area, no less than 2 days per day, 7 days per week in rural and urban areas and less than 1 days per day, and in rural areas, no less than 5 days a week and less than 1 per day.

Article 12 Postal exchange is a national networking point, and postal enterprises should be transferred to the user within three days from the date of receipt; non-national networking points should be transferred to the user within 10 days from the date of receipt.

Postal enterprises should send remittances to users within 60 days of the date of receipt by the recipient.

Article 13 Postal enterprises should provide postal code search services free of charge to users in postal locations, and guide users to correctly write postal codes using standard-compliant letters, signals.

Article 14. The mail of the communes of the urban and communes shall be delivered in accordance with the following requests:

(i) The mail of units, units attached to institutions and individuals, as well as the user of the unit's accommodation, shall be surrendered to the collection (transmission) or other mailing sites established by the unit at the ground level; the mail sent to the ship shall be surrendered to the ship-owned units or other mailing sites;

Article 16 encourages postal enterprises to provide universal postal service standards and existing levels. For users with the conditions of deportation, the postal enterprise shall arrange for the transfer within five days from the date of the user's mailing.

Article 18 Postal enterprises may authorize businesses or individuals to conduct universal postal service operations in writing and shall be responsible for the quality of postal services within the scope of the commission.

Chapter III

Article 19 Postal management should report to the Government of the urban population on the approval of the Government of the urban people on the basis of the specific planning of the Universal Postal Service Facility, such as urban planning.

Article 20 builds new urban areas, independent mined areas, development zones, residential areas or rehabilitation of the old urban areas, and should be accompanied by the construction of postal universal service facilities.

New construction, alteration of passenger fleets, large logistics parks, etc., Governments at the local level should incorporate mail sites, postal network sites into construction planning, while designing, constructing and receiving projects in line with the needs of the postal service.

Postal enterprises have set up mailsets in public places, free of charge for road occupancy.

Article 23. Vehicles providing postal services with a special postal mark do not require road transport tickets; mail transport and devolution missions are exempted from the cost of vehicle movement through charges of roads, bridges, tunnels and vouchers, specifically by provincial transport authorities, postal management with provincial finances, price authorities; high road traffic costs are carried out in accordance with the relevant provisions of the Government of the province.

Article 24 vehicles providing postal services with a special postal mark are required to demarcate through the transport management of the public safety authority or to maintain parking at the prohibited place of parking, with the consent of the transport management of the public safety authority, to be made available or parked in order to ensure security; to travel and transit corridors, bridges, checkpoints, highway roads, to be given priority; to release them after the record of the general chapter or a minor traffic accident, and to complete their transport tasks, or to assist in the handling of serious mails.

Article 31 Postal enterprises should maintain their postal universal service facilities and guarantee the normal use of postal universal service facilities.

Article 32, agencies, groups, business units, etc. shall establish a collection room for receiving mails at the ground or at the main entrance; more than two units use the same mail address, may set up joint collection rooms and use the distribution of uniform specifications.

Article XXX Geographical Names, units and resident gates should mark postal codes in accordance with the relevant national provisions.

Civil affairs, public security agencies should establish and regulate units and resident names numbers.

Article 35 should be rebuilt on the basis of the need for postal universal service facilities in rural and urban areas. It is true that reconstruction is not possible and that the costs of re-engineering and other compensation costs should be borne by the city, district-level people's governments, without reducing the level of universal postal service, not less than the original postal operation and mail handling area. Chapter IV Oversight management

Article 37 Postal management should conduct a monitoring review of the provision of postal services by postal enterprises, in accordance with the relevant laws, regulations, etc., and will monitor the use of postal general service subsidies in the relevant sectors. Postal enterprises should cooperate without denying or impeding the supervision of inspection officers to perform their duties under the law.

Article 338 Postal management should establish a quality evaluation system for postal services, conduct quality surveys and use user satisfaction as indicators for evaluating universal postal services.

Article 39 should establish a network of monitoring the quality of postal services, listening to ideas and proposals in a variety of formats and dealing with problems arising from the general postal service, and promote the level of services for postal enterprises.

In addition to the need for national security or tracing of criminal offences, any other unit or individual may not inspect, detain mail by a public security agency at the district level, a national security authority or a prosecution authority, in accordance with the statutory authority and procedures.

Public security authorities, national security authorities or prosecution agencies require that postal enterprises provide information on the use of postal services by the relevant users, and that postal enterprises and related units should be synchronized and confidential.

Chapter V Legal responsibility

Article 46, which violates this approach, is regulated by law, legislation and regulations.
