In order to follow up on the development planning framework for the reform of the jeang Delta region (2008-2020) and to accelerate the development of the wider State's international biosafety (hereinafter referred to as biosites) and to clarify the management competence of the Economic and Technological Development Zone Committee (hereinafter referred to as the Development Zone Commission) for the island, in accordance with the relevant laws, regulations and regulations, such as the National People's Republic of China's Administrative Accreditation Act, the People's Republic of China Administrative Punishment Act, the People's Republic of China).

I. Development of regional commissions, acting on behalf of the Government of the people of the city, in the context of biosites, exercises the authority to administer national land-use certificates, the recovery of State land-use authorizations, the construction of territorial instruments of ratification (removables), land use rights clearance and disposal of land.

II. The Urban Lands Authority has developed a distinction between the exercise by the Authority of the management authority of the city's land administration within the scope of the island, including a pre-trial report on the nuclear construction project, the handling of matters related to the collection, transfer, issuance and compensation of land rights by the State, and the identification of violations.

iii. The Urban Planning Bureau develops a distinction between the executive authority of the municipal planning bureau within the scope of the island, including the Nuclear Construction project selection of sites, the construction of a user-friendly planning licence, the construction of engineering planning licences (including approval of detailed planning), the construction of engineering planning tests, the establishment of a qualified certificate, and the construction of a law-building inspection office in accordance with the legal division of duties.

The economic technology development of the Municipal Chamber of Commerce and Industry is based on the Ministry of Industry and Industry, where the operation is regulated by an in-house enterprise, an individual business, a farmer's professional cooperative, and a registered and annual inspection of an out-of-fare investment enterprise; and, in the name of the Municipal Chamber of Commerce and Industry, the regulation of enterprises, individual businesses, farmers' professional cooperatives in the area of living on the island and the detection of unlawful operations.

The Excellence of the Excellence of the Economic Technology Development Zone of the State, within the scope of the island, exercises the management competence of the municipal quality offices, including quality, food, standardization, measurement, special equipment, and the exercise of the right to sanction in accordance with the law, regulations, regulations and regulations.

The local tax offices in the Hiroshima development area are responsible for the management of local tax fees within the area of biosland, the follow-up to national tax policies, tax laws, regulations and regulations, and research on the development of a specific management application for local tax charges in the area of bioland and the organization of tax policy advocacy.

The relevant municipal functions sector will entrust the development of the relevant functions of the Committee within the scope of the island:

(i) The Urban Development Reform Commission commissioned the relevant functional sections of the Committee, with the management authority exercised within the area of biomass, including approval of enterprise, external investment projects, approval of government investment projects, approval of construction works and concessional project tendering and approval of the scope of tendering, enterprise investment project reserve, except for the full or part of the city's current level, the integrated balance involving the whole city and projects requiring integrated planning across the city.

(ii) Sectors such as the Urban Development Reform Commission, the Construction Board, the Water Board, the Commission, the City Board, the Forestry and Parking Authority have delegated authority to the development of the relevant functions of the Committee and the management authority exercised within the area of bioland include investments in public facilities projects such as water, transport, parking greenization and the construction of management authority, except for projects that are fully or partly funded by the city's current level, covering the overall urban balance and need for integrated planning.

(iii) The Ministry of Human Resources and Social Security entrusted the development of the relevant functional functions of the Committee, with the management authority exercised within the area of biota, including the issuance of nuclear certificates for employment of porters.

(iv) The Urban Environment Agency commissioned the relevant functional offices of the Commission to exercise managerial competence within the area of biospatials, including the construction of project environmental impact evaluation documents and environmental protection enforcement (including the organization of day-to-day oversight management, levancy charges, counter-recruit complaints, total emission reductions, sewage licences, environmental monitoring, environmental emergencies, etc.).

(v) The Industrial Construction Board commissioned the relevant functional units of the Committee to exercise managerial competence within the area of biosites, including construction engineering permits, preliminary design reviews of large-scale construction projects, approval of urban road designs, tender supervision, engineering quality safety oversight, supervision of construction enterprises, survey design enterprises, and supervision management of market brokering services.

(vi) The relevant functions of the Committee, which is entrusted by the Bureau of Foreign Affairs to the development of the management authority exercised within the area of biosites, including: encouragement of types, granting of the approval of business investment projects (including changes, separations, suspension and termination), external mortgages, transfers of property, rights and benefits, approval by the foreign-investment enterprise equity unit, approval by the foreign (zone) enterprise licensed to operate out-of-the-counter investment enterprises, processing of trade clearances, importing of the total investment equipment and spare parts of the first instance, and licensing of the enterprise in the first instance.

(vii) The City Agency for Science and Technology and Information has entrusted the development of the relevant functional functions of the Committee with the management authority exercised within the area of biota, including: enterprise declaration of science and technology projects, review of information engineering projects, and exercise of the authority for radio management at the municipal level.

(viii) The Industrial Prices Authority commissioned the development of the relevant functional functions of the Commission to exercise the management authority within the area of biota, including the management of administrative fees (without administrative fees, crediting authority), the development of fees for motor vehicle parking services within the framework of the municipal government guidance and the development of the cost-of-living of goods and services charges standards, fuel, refrigeration, water supply management and the authorization authority within the Independent Network on Bio Island.

(ix) The relevant functions of the Committee, which is entrusted by the CCDC, are governed by the management authority within the scope of the island, including approval, documentation, approval of the enterprise technology rehabilitation project in the industrial, commercial and industrial industries, approval of the CCA for the use of funds or financing for technical rehabilitation projects, approval of the technical adaptation project, approval of the modalities for the solicitation of proposals for technical adaptation projects, except for projects involving a comprehensive market balance and the need for integrated planning across the city.

(x) The Industrial Food Medicine Regulatory Authority commissioned the management authority exercised within the area of biota within the relevant functional sections of the Committee, including the approval of the second class of mental medicines retail operations, catering services licences, scientific research and teaching of toxic medicines required for the acquisition of clearance, catering services, health food, dowry, medicine, medical equipment, medical equipment, supervision management, the organization of catering services for food security and health, dowry, medicine, medical equipment development, production, circulation, use, and control of smoking services.

(xi) The Industrial Intellectual Property Authority entrusted the development of the relevant functions of the Commission with the management authority exercised within the scope of the biological island, including the legal handling and mediation of patent disputes, regulating and managing the intellectual property transaction market.

(a) The Government of the people of the sea jewell area and the development and reform of the jewell area, education, science and technology and informationization, civil affairs, justice, finance, human resources and social security, land tenure management, environmental protection, transport, water, agriculture, trade, culturally broad-based information publication, health, population counts, audit, planning, city administration, statistics, prices, business construction and parking greenification, quality technical supervision, food medicine surveillance, safe production supervision, intellectual property, tourism, asset management, national administration, and administration of the administration of the island, the administration of the property, and the administration of the property;

The management of the security in the area of biota is vested in the Public Security Bureau of the Municipal Public Security and the establishment of the corresponding police institutions.

Enterprises (unitions) within the biological island are statistically statistically conducted by the Caroby Regional Bureau of Statistics, which transmits the statistics of enterprises (unitions) within the scope of the island to the Regional Bureau of Statistics of the Seaje Zone, and the statistics of the Sea jewell District Statistics increase the statistical capacity of a biological island.

Governments and relevant functional departments that are entrusted with the management of authority in this decision to the Development Committee and its relevant functional departments should have a dedicated chapter of the relevant business to be kept by the trustee in accordance with the provisions used in the printed chapter.

The present decision has been implemented since the date of publication.
