Article I, in order to strengthen the management of urban senshrines, promote the development of urban stereotypes for healthy development, develop this approach in line with the laws, regulations and related provisions of the People's Republic of China Rural and Rural Planning Act.

Article II applies to the planning, construction and management of urban sensitization within the city area.

Article 3 of this approach states urban senshrines that are built on roads, squares, greenfields, residential areas, winds, public buildings and other activities.

Article IV. Urban simulation should be guided by the principles of integrated planning, thematic clarity, content health, artistic integrity and structured development, focusing on coordination with the overall urban environment.

Article 5 Urban and urban planning authorities are responsible for the management of the city's creativity.

The Urban Skillage Planning Office (hereinafter referred to as the Urban Skills Skills) is specifically responsible for the implementation and day-to-day management of the organization built in the city's urban sculine.

Governments of all regions and relevant authorities in the municipalities should be guided by their respective responsibilities by the law in the management of urban senshrines.

Article 6. The urban and rural planning authorities shall, in accordance with the overall planning of the city, prepare specific urban scultural planning in conjunction with the economic, social and economic development of the city and post-community government approval.

Article 7 should be developed and implemented in accordance with the specific planning of urban senshrines, the development and implementation of the urban sculpture implementation plan, and be responsible for the planning, organization of the World Skilling Congress and the invitation of the International Skills.

Article 8. Construction of urban senshrines should be approved by urban and rural planning authorities.

Building urban sensitization within the context of the planning of new construction projects, construction units should report the design of urban scultural programmes with the design of construction projects.

Construction of urban sensitization within the context of the alteration project should be accompanied by the design of urban scultural programmes.

The construction units should be equipped with land-use certificates, status terrain maps, design programmes, etc.

The use of urban greenfields and the construction of urban sensitivities should also be based on greening and the consent of the municipal facilities authorities.

Article 9. Urban simulation design programmes for construction units should be reviewed by municipal sensing.

Article 10

(i) Urban simulation projects established by States, provinces and municipalities, organized by philanthropy;

(ii) Urban simulation projects identified in various sectors (development areas) are organized by the Governments of the various sectors (Development Committee);

(iii) Urban simulation projects built within the area of residence, entrepreneurship units, school parks etc. are organized by project construction units.

The design programmes for urban senshrines established by Article 11 countries, provinces and municipalities, as well as major urban areas such as roads, squares, vehicle stations, airports, radios and exhibitions, greenfields, wind poles, etc., have been collected by philanthropic sensors through tendering or public solicitation.

Article 12 Mapping units should be required to relocate the ground and to produce measurement reports.

After the line, construction units should have written requests, measurement reports and related materials to apply to urban and rural planning authorities.

The construction of new construction projects in the area of planning and the construction of urban sensorship projects within the context of the alteration project has been replicated, tested.

Following the establishment of separate urban senshrines, construction units should submit written requests to the urban and rural planning authorities, as well as information related to the completion of the urban simulation map.

Urban simulations built within the scope of the new construction project and within the context of the alteration project are in conjunction with the planning verification process.

Article XIV Building funds that urban senshrines can be raised through:

(i) Specific funding for urban construction;

(ii) Building units themselves;

(iii) Funding by enterprises, utilities;

(iv) Social contributions and contributions.

The construction of urban sensitivities within new construction projects should be integrated into the overall budget for construction projects.

Article 15 prohibits the construction of urban senshrines containing the following:

(i) Contrary to the dignity of the State, distorting and storing the history of the State;

(ii) Contrary to national feelings of conscience and run counter to national traditions;

(iii) There are discriminatory and humiliating elements;

(iv) It may trigger social contradictions and jeopardize social stability;

(v) Other elements prohibited by law, legislation.

Article 16 personnel involved in urban simulation designs in this city should be held in the National Relevant Departments' Approval of the Urban Skills Creation Award to the City Skills Restruction.

Where units or individuals are involved in urban simulation in this city, information should be made available to the municipal sculpture.

Article 17

Article 18

(i) Reshaping and maintaining the day-to-day maintenance and maintenance of urban senshrines established by States, provinces and municipalities;

(ii) The Governments of the various sectors (Development Commission) are responsible for the day-to-day maintenance and maintenance of urban sensitivities identified in each area (development area);

(iii) Project construction units or sub-units are responsible for the day-to-day maintenance and maintenance of urban senshrines built within the area of residence, business units, school gardens.

The municipal sensitization should be strengthened by finding that urban senshrines can not be rehabilitated, informing the owner or manager of the removal of the property right after the consent of the municipal rural and urban planning authorities.

The urban and rural planning authorities should strengthen the management of the urban scultural sites and establish the corresponding management rules.

Article 20 prohibits the destruction of urban senshrines and the use of hidings in urban sterling.

Article 21, any unit or individual shall not be allowed to migrate or to dismantle urban senshrines established under this approach. In the event of a specific situation where relocation or removal is required, the municipal rural and urban planning authorities are required to report back to the municipal sculpture, which is covered by the relocation or removal units and compensate for the damage.

In violation of this approach, urban senshrines have not been granted or have not been constructed in accordance with the licence content and are punished by urban and rural planning authorities in accordance with the relevant laws, regulations and regulations.

Article 23, in violation of this approach, provides for the unauthorized relocation or dismantling of urban senshrines, with the responsibility of urban rural and urban planning authorities for the period of time recovery, with the imposition of fines of more than one thousand dollars. Article 24, in violation of this approach, provides for the regulation of hidings and slogans in cities, which are punishable by law by the relevant authorities.

Article 26 Staff members of the urban and rural planning authorities are lawfully disposed of in the course of urban senshrines, abuse of authority, provocative fraud, which constitutes a crime and hold criminal responsibility under the law.

Article 27 of this approach is implemented effective 15 July 2012. The Modalities for Urban Skillage Management, published by the Government of the city on 1 September 2002, were also repealed.
