Modalities for the mobilization and use of management in the Northern Province of Lake

Article I, in order to accelerate the construction of water resources, to increase the capacity to combat drought and water resource allocation, to mitigate the conflicting supply of water resources and to promote sustainable economic and social development, and to develop this approach in line with the National People's Republic of China Hunger Act and relevant national provisions.

Article II applies to the mobilization, use and management of the local water conservation fund (hereinafter referred to as Water-building funds) within the territorial administration.

Article 3 of this approach refers to specific funding for water conservation, consisting of provincial water conservation funds and municipal (state) levels, districts (including district-level municipalities and district-administered areas, with sub-prime) water-building funds.

Article IV. More than the people at the district level should strengthen the leadership of the Water-building Fund in raising, using and managing it. The relevant sectors and audit bodies, such as water administration and finance, development reform, transport, land resources, housing and rural-urban construction, should be division of responsibility, with specific emphasis on the mobilization, use and management of the Water-building Fund.

Article 5

(i) Three per cent of the Government's fees for vehicle traffic charged from provincial governments;

(ii) A total of $800 million per year from central transfers of local oil prices and tax bills;

(iii) The use of new construction units and individuals to pay the Water-building Fund by 5 per cent of the additional cost of reimbursement for construction.

Article 6

(i) Three per cent of urban infrastructure costs charged from the city (State) level, district level, and expropriation management fees;

(ii) Cities with a focus on flood protection and severe water scarcity have been extracted by 15 per cent of the urban maintenance tax collected for urban protection and water supply construction. The list of cities with a heavy shortage of water resources in urban and water resources, with a focus on flood protection, is available in the schedule.

Article 7. Construction of maintenance fees, approved by the Provincial People's Government, and integrated into the management of the Water-building Fund, which is subject to the relevant provisions of the provincial government, such as the collection of standards, the manner and proportionality.

Article 8

(i) The Government's fees for vehicle movement at the provincial level, the Central Water-Europe Fund for the transfer of local oil prices and tax bills to the payment of funds, which are charged by the provincial financial sector for the purpose of accounting and surrendering to provincial water-building funds.

Urban infrastructure packages, expropriational management fees and water conservation funds transferred from the city (State) level, district level, and urban maintenance taxes are charged by the principal financial sector with the crediting and surrendering of the water-building fund.

(ii) The acquisition of additional construction-based units and individuals should pay for the Water-Energy Fund, which is charged by the Provincial Finance Department to the Provincial Land Resources Authority. The Provincial Land Resources Authority has vested in the Provincial Water-building Fund for Water Resources.

Article 9. Provincial water conservation funds are used for major dry streams, small rivers, lakes, etc. Grand Rivers such as Jang, Hani, etc.; vectors, in addition to risk; water resource engineering construction, with a focus on water erosion; rural water, industry water rehabilitation works; water conservation and renovation of water-living works; emergency prevention of drought; and water engineering projects approved by the Government of the province.

The municipal (state) level, district-level water conservation fund, which is used for major medium-sized hydro-hydration projects in central and provincial arrangements, is accompanied by district-level funding, as well as the construction of the current focus on water-saving works, urban facility construction and water-focused engineering.

Article 10

The Government's water administration authorities at the district level should prepare the annual budget for the construction of the Water-Europe Fund, which is subject to approval by the same financial sector, to include the Government Fund budget. The financial sector allocated funds on the basis of the approved budget for the Fund and the Fund's actual revenue collection. Of these, the Water-building Fund is used for fixed-term asset investment projects and should be included in the fixed asset investment plan.

In accordance with the implementation of the annual budget of the Water-building Fund, the Government's water administration authorities at the district level prepare the cost of the Water Construction Fund and report to the same level of finance.

Article 11-related units and individuals should actively cooperate with the work of sectoral and audit bodies, such as finance, which, if they are provided, must not hinder the exercise of their functions by the law of such sectors as finance.

Article 12 does not apply, condens, conquests, stops, or intrusion, retention, and misappropriation of the Water-Up Fund.

Article 13

The audit body should conduct audit oversight of the mobilization, use and management of the Water-building Fund in accordance with the law.

Article 14 violates the provisions of this approach by providing for penalties under the law, administrative regulations.

Article 15 deals with the provisions of the Regulations on the Punishment of the Financial Offences and the Provisional Provisions for Administrative Disposal in contravention of the Regulations on the Administration of Payments and forfeiture of Remuneration, Seizure, or Expropriation, Seizure, Seizure, or Expropriation, Seizure, Restitution, Removation, Removation, Removation, Removation, Removation, or Exploitation of the Water-Up Fund, in accordance with the provisions of the Regulations on the Punishment of the Financial Offences and the Regulations on the Punishment of the Administration of Payments.
