Chapter I General

In order to strengthen the management of foams, to ensure the quality of the foam products and to ensure the health of the public, and to develop this approach, in line with the Code of Conduct and the relevant laws and regulations.

Article 2, this approach applies to foaming and operating management activities within the province's administration.

Chapter II

Article 9. The establishment of a foam plant (ground) shall have the following conditions:

(iv) There are testing equipment, sterilization facilities and contaminated control facilities consistent with national requirements;

(v) Facilities for the environmentally sound treatment of vectors and foam products;

(vi) To obtain, in accordance with the law, a certificate of eligibility for animal protection;

(vii) Other conditions under national law, administrative legislation and national standards.

Article 10, in remote and in rural areas where it is not transported, establishes a small dying point that is limited to the supply of foam products to local markets, should have the following conditions:

(i) To be dominated, smugglers and the necessary hand-washing tools;

(ii) Scillary technicians who obtain health certificates from food practitioners by law;

(iii) Accreditation of qualified meat;

(iv) Basic facilities for environmentally sound treatment and sewage treatment;

(v) Accreditation of animal protection conditions under the law.

Article 11. Applications for the establishment of a gynaecological slaughter (grounds, points) should be made to the communes' business authorities in the area where they are located and to submit the relevant material in accordance with articles 9, 10 of this approach.

Article 12. The business authorities shall, within 20 days of the date of receipt of the request, review by law with the relevant sectors, such as livestock veterans, environmental protection, and submit a review of the decision of the commune government of the posting area, in accordance with the design plan.

The municipality-level people's government in the area shall take a decision to ratify or not approve it within 20 days of receipt of the review.

Article 13. The applicant may start work after the approval of the decision of the Government of the communes of the establishment of a slogan (grounds, points).

Chapter III Google and quarantine tests

Chapter IV Operational management

Article 25. Article 33

(i) A certificate of dying of foams;

(ii) Business licenses;

(iii) The original valid animal quarantine eligibility certificate;

The meat sold is included in the quality safety retroactive management system.

Article 33 Changes in ownership or business rights at the veterinary hiding (grounds, points) or should be made available in a timely manner to the local government's business authorities in the area in which it is located and to deal with matters of change.

The business authorities of the city-level people's government in the area in which they are located shall be invited to review the condition of the city-level people's government' business authorities in the first 10 days before the start-up area. Chapter V Legal responsibility

Article 34, in violation of this approach, provides for penalties under the Code for the Control of Bloods, from its provisions.

Article 39 abuses by business authorities and other relevant departments in the management of foams, malfunctioning, provocative fraud are not yet an offence punishable by law, and constitutes an offence punishable by law.

Annex VI
