(Consideration of the 85th ordinary meeting of the People's Government of the State of 15 June 2012 through the publication of Government Order No. 203 of 22 June 2012 on the date of publication)

Article 1 provides for the regulation of administrative law enforcement and ensures that administrative law enforcement is lawful and effective and, in accordance with the laws, regulations and regulations of the National People's Republic of China's Administrative Accreditation Act, the National People's Republic of China Administrative Punishment Act, the establishment of this provision in conjunction with the present city.

Article 2 Within the context of the management of the Hygiene Integrated Tax Zone (Central area of the State's Airport), the following administrative authorizations, administrative clearances may be delegated to the executive authorities concerned:

(i) The National Health Administration authorities may set up medical institutions for approval and authorization for the operation, the registration of a medical profession, the public premises's health permit, the water supply unit's health permit, the launch of a licence for therapeutic treatment, and entrust the State with the implementation of the National Commission for the Management of the Newly Integrated Tax Zone (Central Zone of the State);

(ii) The urban management administrative authorities of the city of Hygiene may establish facilities such as urban roads, bridges, urban zones, etc., take over, exhumation of urban roads, rivers or expropriation of other municipal facilities for clearance, urban drainage, urban drainage pipelines plus a licence for wastewater release, the approval of municipal construction clearances, collection, transport, processing of service licences, the removal of sanitation facilities and the clearance of special pedagogical studies, and the construction of parks in the area of air conditioners, and the clearance of new air conditioners in the area.

(iii) The construction of administrative authorities in urban and rural areas in the State may regulate the construction of engineering tenders, construction permits, completed inspection reports, and entrust the State with the implementation of the Management Committee of the New Integrated Tax Regime Tax Zone (Central area in the State);

(iv) The urban and rural planning administrative authorities in the State of Hygiene are able to plan for the selection of sites, to build a territorial planning licence, to build a engineering planning licence, and to entrust the State with the implementation of the National Commission for the Management of the new Integrated Insurance Tax Zone (Chibn National Airport area); except for urban roads, orbital transport, drainage, electricity, fuel, heat, communications;

(v) The executive authorities of the city of Hygiene Environmental Protection Authority may review the construction of project environmental impact evaluation documents, build project control and contamination facilities and entrust the State with implementation by the Management Committee of the New Integrated Tax Regime (Central Zone) of the State;

(vi) The territorial waters administration authorities of the State may entrust the management committee of the newly integrated occupier occupier levies for the approval of the approved water indicators and the construction projects in the area of the management of the sanctuary levies (registered area of aviation ports);

(vii) The greening administrative authorities in the city of Hygiene can approve the clearance of the urban trees, the transplanted trees, the clinics and the greening plant (for more than 10 per cent of the single-off tree plant, more than 70 cm and other trees, for more than 50 cm, with the exception of the temporary occupancy, removal of more than 50 years of trees and the removal of vegetation trees), the removal of the Green Lands, and the removal of the veterinary area (with the exception of the approval of the Commission);

(viii) The State's executive authorities may organize and maintain training institutions for kindergartens, primary schools, lower secondary schools and other cultural education types, mergers, changes and terminations, and entrust the State with the implementation of the National Committee for the Management of the Newly Integrated Taxation Zone (Central area of Armée);

(ix) The authorities of the State of Sports may award the technical hierarchy of the three social sports facilitators, the technical hierarchy of the three-tier sports facilitators, the technical hierarchy of the three-tiers of the decision makers, and entrust the State with the implementation of the National Commission for the Management of the Newly Harmonized Tax Region (Chibn Airport Zone);

(x) The commercial administrative authorities of the State of Solemn may register the bars and entrust the State with the implementation of the Board of Governors' Management of the Newly Harmonized Tax Zone (Central area of Aeronautics);

(xi) The veterinary veterinary administrative authorities in the veterinary State may permit the granting of a licence for animal protection, a veterinary operating permit and a licence for animal medical treatment, entrusting the State with the implementation of the National Commission for the Management of the Newly Integrated Insurance Tax Zone (Cynamic Airport);

(xii) The Executive Office of the New Town, Middle-Final Population and Family Planning may issue the birth certificate of two children and entrust the National Council for the Implementation of the New Integrated Tax Zone (Chiefing State Airport Zone);

(xiii) The executive authorities of the National Service of New Towns, China, may authorize the approval of the Generic Architecture and entrust the State with the implementation of the National Commission for the Management of the New Integrated Tax Zone (Chiding State Airport area);

(xiv) A new city, medium-size-fits-breeding industry management may entrust the lagging industry with the implementation of the National Commission for the Management of the Newly Integrated Tax Zone (Chiding State Airport Zone);

(xv) The State's municipal price administration authorities may grant licences for nuclear launch, change, review and inspection, entrust the State with the implementation of the National Commission for the Management of the Newly Harmonized Tax Region (Central area of Cyberland);

(xvi) Animal health monitoring body in the State of Hygiene may launch a nuclear launch of an animal and animal product quarantine certificate, entrusting the State with the implementation of the National Commission for the Management of the Newly Harmonized Tax Zone (Central area in the State).

Article 3. Within the context of the management of the Hygiene Integrated Tax Zone (Chief State Aviation Port area), the following administrative penalties may be delegated by the executive authorities:

(i) The State's municipal price administration may impose administrative penalties that violate the laws, regulations, regulations and regulations of price management, and entrust the State with the implementation of the organization established by law by the New Integrated Tax Zone (Central area of Cyberland);

(ii) The Integrated Monitoring of Security Production in the State of Hygiene may impose administrative penalties in violation of the laws, regulations, regulations and regulations governing the management of safe production (without administrative sanctions for the production of safe accidents), entrusting the State with the implementation of the organization established by the National Commission for the Management of the Newly Integrated Tax Region (Central Zone) in accordance with the statutory conditions established by law;

(iii) The authorities of the city of Hygiene may bring administrative penalties in violation of the medical, health management laws, regulations, regulations, regulations and regulations, and entrust the State with the implementation of the organization established by the Committee in accordance with the statutory conditions established by law;

(iv) The administrative authorities of the city administration of the State may impose administrative penalties in violation of the conditions established by the Municipalities, Sanitation, Municipal Facilities, Urban Water Supply, Fuel Management Law, Regulations and Regulations, and entrust the State with the implementation of the organization established under the law by the National Commission for the Management of the Newly Harmonized Tax (Central Zone) in accordance with the required conditions;

(v) The establishment of administrative authorities in urban and rural areas in the State may bring administrative penalties in violation of the laws, regulations, regulations and regulations governing the construction of urban and rural areas, and entrust the State with the implementation of the organization established by the Committee in accordance with the law;

(vi) The administrative authorities of the city and rural planning authorities may impose administrative penalties that violate the laws, regulations, regulations and regulations governing the management of urban and rural planning, and entrust the State with the implementation of the organization established by the Committee in accordance with the statutory conditions established by law;

(vii) The territorial waters administration authorities of the State may impose administrative penalties in violation of the laws, regulations, regulations and regulations of water management, entrusting the State with the implementation of the organization established by the Committee in accordance with the statutory conditions established by law;

(viii) The Greening Administrative Authority of the City of Hygiene may impose administrative penalties in violation of the urban park green management laws, regulations, regulations and regulations, and entrusts the State with the implementation of the organization established by law by the National Commission for the Management of the New Integrated Tax Zone (Central area of Cyberland);

(ix) The authorities of the State's authorities for the protection of the environment may impose administrative penalties that violate the laws, regulations, regulations and regulations governing the management of atmospheric and environmental noise, and entrust the State with the implementation of the organization established by the Committee in accordance with the statutory conditions established by law;

(x) The National Forestry Administration authorities may impose administrative penalties in violation of the laws, regulations, regulations and regulations of forestry management, entrusting the State with the implementation of the organization established by law by the New Integrated Tax Zone (Central area of Cyberland);

(xi) The administrative authorities of the State of Zionanne veterinium may impose administrative penalties in violation of the laws, regulations, regulations and regulations governing the supervision of the livestock veterinary industry, entrusting the State with the implementation of the organization established by law by the Committee for the Management of the New Integrated Tax Zone (Central Zone of the State of War);

(xii) The State's commercial administrative authorities may impose administrative penalties in violation of the laws, regulations, regulations and regulations governing the management of alcohol circulation, entrust the State with the implementation of the organization established by the Committee in accordance with the statutory conditions established by law;

(xiii) The commercial and industrial administration of the State may impose administrative penalties on the commercial administration for the free traders, entrusting the State with the implementation of the organization established by law in accordance with the statutory conditions established by the Committee for the Management of the Newly Integrated Tax Region (Central Zone of the State of War);

(xiv) Animal health monitoring body in the State may impose administrative penalties in violation of the laws, regulations, regulations and regulations governing the management of animal health, entrusts the State with the implementation of the organization established by the Committee in accordance with the statutory conditions established by law;

(xv) A new city, medium-size-fits-all industrial management body may impose administrative penalties in violation of the laws, regulations and regulations governing the management of the washing bus industry, entrusting the State with the implementation of the organization established by law by the National Commission for the Management of the Newly Integrated Tax Zone (Central Zone).

In accordance with the preceding paragraph, administrative coercive measures relating to the commission of administrative sanctions shall not be delegated. The enforcement of administrative sanctions decisions is carried out in accordance with the provisions of the National People's Republic of China Administrative Force.

Article IV can be adjudicated by the municipal administration authorities of the city, which entrusts the executive authorities of the city (unless the streets) and the State's high-technical industrial development area, the State's economic technology development area, the new East, the State's newly integrated occupier tax area (the State's airport area).

The State's municipal administration authorities may impose administrative penalties in violation of the law, regulations, regulations, regulations and regulations governing the administration of urban law enforcement agencies and organizations that are in accordance with the statutory conditions established by the National Commission for the Management of Emergencies (Noth Street District) and the State's High-level Industrial Development Zone, the State's Economic Technology Development Zone, the New East Region, the State's Newly Integrated Taxation Zone (Central Zone in the State).

Article 5, within the jurisdiction of the special regional management bodies established by the Government of the people at the municipal level, the municipality, the culture of the district (communes, zones), radio television, the press publishing administrative authorities may entrust special regional administrations with implementation.

The municipalities, districts (markets, districts) culture, radio television, press publishing administrative authorities may impose administrative penalties in violation of cultural markets, press publication, broadcasting television management laws, regulations, regulations and regulations, and entrust special regional management bodies with the implementation of organizations in accordance with statutory conditions established by law.

Article 6, within the jurisdiction of the special regional management bodies established by the Government of the people at the municipal level, the administration and administrative penalties for the registration of management by social organizations such as social groups, civil service units and special regional management bodies can be delegated.

Article 7 is entrusted in accordance with this provision and the entrusting authority shall enter into a letter of commission with the authorized units. Authorization should include the name, address, statutory representative of the executive branch, the name, address, statutory representative of the authorized unit, the scope, competence, the commission of administrative law enforcement, the time period for the commission of administrative law enforcement, the rights and obligations of both parties and the responsibility to be assumed. The authorized organs, the authorized representatives of the mandated units shall be signed in the letter of entrustment and the letter shall be added to the executive seal of the two units.

Prior to the signing of the administrative law enforcement commission, the Government of the city's rule of law sector should be reviewed and the post-commercial Government rule of law.

Article 8 entrusts the enforcement of administrative law and entrusts the organ with a notice of the name, address, legal representative and the scope, competence, duration and legal basis of the commissioning of law enforcement. In the absence of a notice, administrative law enforcement cannot be delegated.

Article 9 Authorized units shall carry out administrative law enforcement in the name of the organ entrusted and shall not be delegated to other organs, organizations or individuals.

In cases where administrative licences, administrative approval and administrative penalties are entrusted, in addition to the decision to receive or inadmissible administrative licence requests, the administrative law enforcement instruments, which are entrusted to the executive secretary of the organ, the payment of the penalty and the related fees charged, shall be paid to the financial exclusive in accordance with the provisions of the payment of the separation and income line.

Article 10 is entrusted with the imposition of administrative licences, administrative approval and administrative penalties, and the personnel involved in administrative law enforcement in the commissioning units shall receive administrative law enforcement certificates in the Southern Province of the River, in accordance with training, examinations and qualifications.

Article 11. The executive organs should be entrusted with strengthening oversight of the enforcement of administrative law by the delegated administrative units, reporting on the implementation of a commission each year to the Government of the city and assume legal responsibility for the consequences of the commission.

Article 12, Article 5 and the special regions referred to in Article 6, refer to all types of development zones, industrial assembly, tax zones, urban new areas, which have not been established by law.

Article 5 of this Article, the special regional management body referred to in Article 6, refers to all types of development zones, industrial assembly, tax zones, and management committees established in the new urban area, as set out in the preceding paragraph.
