(Summit 7th ordinary meeting of the People's Government of Sihan on 26 June 2012 to consider the adoption of the Decree No. 115 of 9 July 2012 on the People's Government Order No. 115 of 9 July 2012.

Article 1, in order to recognize and encourage those who make a significant contribution in the area of economic development and foreign exchange cooperation in my city, to develop this approach in line with the provisions of the relevant legislation.

Article 2 grants to foreign nationals, nationals of the port of Niamey, citizens of the Republic of China and the State of Non-Benin City Honours No. 2 to apply this approach.

Article 3 adheres to the laws and regulations of the People's Republic of China and has one of the following conditions, which may be granted Honours No. 3:

(i) To play an important role in the economic, science and technology, culture, education, health and sports in this city;

(ii) The formulation of economic and social development strategies in the city, rural and urban planning and the promotion of technological progress, environmental protection, cycle economic development, resource integrated development, and the adoption of recommendations that have important theoretical values and practical significance, with significant economic benefits and social benefits;

(iii) The introduction of talents, funds, advanced technologies, key equipment and advanced management models in the city or the provision of assistance in training professional technicians and managers;

(iv) The contribution highlighted in the promotion of foreign contacts in the city, the expansion of external cooperation and the promotion of international friendly urban relations;

(v) To make a prominent contribution to the cause and philanthropy of the city;

(vi) Emerging persons with high social reputation and important social impacts in their countries or regions;

(vii) In this city region, see the heroic footprint;

(viii) Other salient contributions.

Article 4

(i) An investigation verification after the receipt of the recommended reports by the District, the People's Government of the District or the relevant authorities of the municipal government, making the first instance observations. In this regard, the British Port-au-au-Prince is composed of nationals, Chinese nationals or foreign nationals, who have made the first instance opinion by the municipality's Foreigners.

(ii) The Executive Office of the People's Government of the Municipalities was reviewed by the authorities of the District, the People's Government or the relevant authorities of the municipality. The Executive Office of the People's Government has been reviewed in accordance with the terms of the granting, and the decisions of the Standing Committee of the People's Government of the city are brought to the attention of the various districts, the Government of the District or the relevant authorities of the municipality;

(iii) The decision of the Standing Committee of the People's Government to grant Honours No.

(iv) The Government of the city, in accordance with the decision of the Standing Committee of the People's Government to award Honours No. V, issued the Honoured Municipal Award to the Honours of Honduran City and presented the Permanent Committee of the People's Representatives to the General Assembly. Honours are signed by the Mayor of the People's Government of Sihan City, which is jointly produced by the Executive Office of the People's Government.

Article 5

(i) Be invited to take part in the major activities of the city, with the honour to be heard;

(ii) To be invited to attend the relevant meetings of the municipal government, which regularly listens to the recommendations and views of the Honours on the economic and social development of my city;

(iii) Facilitating and assisting the relevant sectors in their work, activities and lives in the city;

(iv) Other treatment provided by the Government of the city.

Article 6 recommended areas, the municipalities or the relevant authorities of the municipalities should be informed of the civil monuments of honour cities, strengthen contacts with the Honours and provide information on their economic and social development on a regular basis.

Article 7. The Honours are one of the following cases, which are brought by the Executive Office of the People's Government, and are considered by the Standing Committee of the People's Government at its meeting to rescind its “Honours” claims and made public.

(i) Provision of false information to deceive Honours;

(ii) Criminal punishment for crimes;

(iii) There are other acts that are disproportionate to the Honours;

(iv) The original declaration unit has justified the application for termination.

Article 8. This approach is carried out by the Executive Office of the People's Government and, in the course of its implementation, the Executive Office of the Municipal Government may make specific operational provisions based on the actual and needs of the city and report to the Standing Committee of the Assembly.

Article 9. This approach is implemented from the date of adoption.
