(Summit No. 55 of 4 September 2012 of the Government of the Greater MERCOSUR considered the adoption of Decree No. 121 of 29 September 2012 concerning the implementation of 1 November 2012.

Article 1, in order to strengthen the management of the construction of civilization in construction works, preserve the environmental integrity of the city, develop this approach in line with the relevant laws, regulations and regulations.

Article II states that the construction of civilization in construction works is meant to take measures to strengthen construction on-site management, protect the construction field operating environment, maintain the environment in which construction personnel are physically and mental health, and effectively reduce activities that affect the surrounding environment, in construction, alteration, expansion and dismantling construction works.

Article 3

Article IV provides for the supervision of the construction of civilization in construction works in the current administration area, with specific tasks entrusted to the Authority for the Safety Monitoring of Construction Engineering.

The municipal government agency with administrative functions is responsible for the management of the management of the management of the construction of civilization in construction works.

The relevant sectors of the city and district (market) government are responsible, in accordance with their respective responsibilities, for the management of the construction of civilization in construction works.

Article 5 Civilized construction of construction works by construction works units (referred to as construction units) is responsible for the construction of a total contract by the contractor's unit, and the construction unit project manager is responsible for civilized construction responsibilities under the terms of contract.

The construction unit, the construction engineering unit (the construction unit, the treasury unit, the treasury units) are responsible for the coordination and supervision of the construction of civilization in construction works.

Article 6. The construction units shall pay the construction units the cost of civilization measures for construction works in accordance with the relevant provisions of the State, and the construction units shall be dedicated to the cost of security civilization measures.

Article 7. The construction unit shall develop a programme of work for the management of civilian construction objectives and incorporate them into the construction organization design document.

Article 8. The construction unit shall establish a profile of the construction site, a list of managers and supervision of telephones, safe production, fire defence, environmental protection, civilization construction, emergency relief systems, a master map, engineering bird impact, and separate the operation area, office area from the living area, take safe segregation measures to establish a lead mark among the districts.

Article 9. Construction shall be subject to the following provisions:

(i) The establishment of a gate building and the introduction of a closed door on the side of the non-transport owners, the name of the construction unit horizontally and the use of lighting measures at the entrance;

(ii) Establish, in accordance with the provisions, a continuum of closure and guarantee its solid, safe, United States and integrity;

(iii) The establishment of a door guard at the construction site entrance, a system of clarion, and the construction site staff will be assembled in the chest cards;

(iv) The export of vehicle-washing facilities on the construction site, the arrangement of a custodian and the washing of vehicles on the construction site;

(v) The construction site has drains and sediments to ensure that drainage and emissions are stored and that wastewater, clamation cannot be diverted from the construction site;

(vi) The green Americanization environment, which is hardly addressed to the ground and the roads;

(vii) The use of prefabricated safety nets consistent with national standards or between blue and blue blends for the construction of buildings and the regular cleansing, replacement of safety nets and maintenance of their clean integrity;

(viii) A variety of mechanical equipment or construction materials and structures, parts, or types, specifications and orderly placements, in accordance with the overall breadth of the ground; and

(ix) The land, garbage generated in the construction process shall be subject to the requirement for shipment in accordance with the designated time and location;

(x) The use of clean energy without burning of waste and other wastes;

(xi) The demolition of construction works by means of fire, dust and dust measures, and the cessation of operations at the time of the above-level phase of wind power;

(xii) Removable equipment is placed away from the location of the residential area in the construction site and there is a temporary operation with separate voices (camps); no operations such as handing, raiding, spying and concrete simbolden at night;

(xiii) The establishment of fire safety management and dangerous maintenance systems, the identification of responsible persons, the provision of fire-fighting facilities, equipment and equipment consistent with fire-recovery requirements, and the maintenance of integrity and the safe passage of fires;

(xiv) Other provisions under laws, regulations and regulations.

Article 10 establishes a living area for the worker on the construction site and shall be in compliance with the following provisions:

(i) The establishment of a small-scale steel terminal for the use of fire, heating, product-qualified evidence and in line with national requirements for firefighting, safety, health;

(vii) The establishment of watersheds or mobile toilets in accordance with the provisions and the exclusive responsibility for washing and poisoning;

(viii) Accumulate a living garbage collection facility in line with the requirements of the garbage;

(ix) Other provisions under laws, regulations and regulations.

Article 11. Construction shall be subject to the provisions of environmental protection laws, regulations and measures taken to prevent or reduce contamination and damage caused by dust, dehydration, wastewater, solid waste, noise, inspiration, lighting, etc.

Article 12. The construction units should establish emergency preparedness cases for public health emergencies, with mandated first aid personnel, health kits and first aid equipment, and organize regular exercises.

The construction units should develop the corresponding management system in accordance with the provisions of laws, regulations, such as the prevention and control of vectors.

After the completion of construction works, construction units should be cleaned up in a timely manner and no saving and remaining material should be left; temporary facilities should be dismantled in a timely manner; and public facilities such as road damage in construction should be rehabilitated as required.

Construction work parks or constructions are managed by construction units, and construction units should guarantee the integrity of the work area and not affect urban rural.

Article 14.

(i) Buildings and constructions at higher levels of 18 or over 50 metres;

(ii) More than 1 million square metimetres of single construction or more than 50,000 square meters of construction works and industrial plants;

(iii) The tunnel works and the sub-item of the larger dangerous division.

The specific approach to the installation of the construction-based remote monitoring management system was developed by the municipal construction authorities in accordance with the relevant provisions.

Article 15. The institution should incorporate the construction of the construction of civilization in construction works within the scope of the institution and make it reasonable for the construction of civilization in the construction unit.

The Office found that the construction unit had not been constructed by civilization and should be required to restructure it within the prescribed time frame; the construction unit had not been restructured or was still incompatible with civilization construction construction requirements, and the institution should report on a timely basis to the construction unit and the construction safety monitoring authority in the construction area.

Article 16 should establish, protect complaints, reporting systems, public complaints, telephones and correspondence addresses, email boxes, and, after a complaint, report, respond to the complainant or reportor within five working days.

Article 17, the construction safety monitoring authority should conduct regular inspections of construction works sites and include inspections in the annual appraisal of construction units and units, which are published to society.

Article 18

(i) The construction unit, in violation of article 6, paragraph 2, of this scheme, is responsible for the period of time being changed and is fined by one million dollars;

(ii) The construction unit violates article 8, paragraph 1, of this approach, article 9, paragraphs 1, 3, 4, 6 to 9, article 10, paragraph 1, and imposes a fine of up to three thousand dollars, in violation of article 9, of the non-exclusive hydrothermal and sediment ponds, of the operation of organizations that do not use clean energy and wind energy, and of organizations operating at higher levels 5;

(iii) In violation of article 15 of this approach, the institution of the institution is fined up to five thousand dollars.

Article 19 Construction units do not install the construction ground-based remote monitoring management system, as set out in article 14 of this approach, and their construction works shall not be involved in the assessment of the construction site's standard of safety.

Article 20 is one of the following acts by the construction safety monitoring body, which is being rectified by the authority responsible and criticized; and that the competent and other persons directly responsible are treated in accordance with the law:

(i) Failure to monitor under the provisions and to detect in a timely manner non-civilized construction practices;

(ii) The absence of a complaint, reporting system, the absence of public complaints, telephone reporting, communication addresses and e-mail boxes, and the failure to respond in a timely manner, to deal with complaints, to report security accidents;

(iii) No inspection of the construction of civilization units, construction units, prison units, and inspection results were not made public to the community;

(iv) Other abuses of authority, omissions, provocative fraud.

Article 21, in violation of this provision, involves the competence of other administrative departments, which is governed by law by the relevant administration.

Article 2 of this approach is implemented on 1 November 2012.
