Shen's approach to the management of the Integrated Tax Zone

(Adopted by the 68th Standing Committee of the People's Government of Shenung on 9 October 2012 No. 36 of 1 November 2012 No. 36 of the People's Government Order No. 36 of 1 December 2012)

Article 1 guarantees the construction and development of the Shenin-insurance area, in order to strengthen the management of the Sintegrated Insurance Tax area (hereinafter referred to as the Shenung-youis), and to develop this approach in line with the relevant laws, regulations and the State Department's approval for the establishment of the Shen Synthesis Tax area and national policies.

Article II. Shen's management activities, such as development, construction, operation, are applicable.

Article 3. Shen positive area is mainly responsible for the storage, import and export of goods and other uncoordinated customs procedures, international trans-shipment trade, international procurement, distribution and distribution, international transit, detection and sale of post-service maintenance, commodity demonstration, research and development, processing, manufacture and port operations.

Article IV. Shen's Integrated Tax Control Board (hereinafter referred to as the Committee on Integrated Insurance) has sent agencies to the Government of the city responsible for the integrated management of administrative matters in the Shenin-Central Insurance Zone.

(i) She has developed and implemented a medium- and long-term development planning and annual plan for the active area;

(iv) To support regulatory services, such as customs, in carrying out customs facilitation measures in the Shenpositive area, and innovative regulatory models;

(v) She guides the development of the functioning of the active insurance area, promotes the improvement of the investment environment and public services, attracts investment and promotes industrial development, such as manufacturing, modern services;

(vi) She's coordination of the surrounding areas of the security zone, the district (community) and the relevant administration sectors of the city's people's Government to strengthen the management of public affairs in the Shen positive area;

(vii) exercise other functions conferred by the Government of the city.

In accordance with national, provincial and municipal industrial development planning and regional planning, the ISP will organize the preparation of the Shen positive sector industrial development planning and regional construction planning, with the approval of the Government of the city.

Article 6 ICPs should develop and make public information on the development of the Shenin sector's industrial development in accordance with the needs of relevant national, provincial and municipal industrial development strategies, as well as the functioning development of the Shen positive area.

In accordance with the financial arrangements in the Shenin-Congolese area, ICP should develop policies that encourage financial support for industrial development and be responsible for organizing implementation.

Article 7. Shen's focus on the development of low-carbon environmental, high-technical and high-value-added industries with development strategies that foster the development of an international brand of influential and innovative enterprises with global influence and innovation, in accordance with external economic regulations.

Article 8

(i) The approval and documentation of the enterprise investment project;

(ii) The establishment of approvals by foreign investment enterprises;

(iii) Construction project planning approval, nuclear launch of the Building Project Prospects, Building Land Planning Licences, and construction of engineering planning licences;

(iv) The allocation of State land-use rights, the transfer of construction projects, such as concessions, for prequalification purposes, except for the collective conversion of all land, farmland to the building of land and the unused use of construction projects;

(v) Preliminary design review of construction projects, approval of construction construction work permits and approval of the temporary occupation of roads and excavations;

(vi) Construction of project environmental impact evaluation, completion of project environmental facilities and clearance of slander licences;

(vii) Approval of State asset management, disposal and changes in State property;

(viii) High-technical enterprises determine the first instance;

(ix) Approval of the non-standard working hours system by enterprises;

(x) The establishment, modification and write-off of first instance by non-commercial enterprises;

(xi) Other matters to be entrusted.

The specific elements entrusted by the Executive Approval are clearly defined by the Committee in its letters of entrustment with the relevant administration.

ICPs should be sent to the administrative management entrusted with the commission of administrative approval matters; the administrative management entrusted should guide and monitor the implementation of administrative clearance matters by the CMAC.

Article 9 establishes enterprise and office institutions in the Shen positive area for the application of material to be fully and in accordance with the statutory form, and the business administration shall make a decision to grant registration in accordance with the provisions.

Article 10, after the approval of the customs authorities of the enterprises established in the Shenung-in-secure area, may exchange electronic data with customs networks to achieve paperless customs clearance operations.

Article 11. The following cases may be made in accordance with customs provisions for sub-shipment and central reporting:

(i) Access to the country of cargo from the Shen positive area;

(ii) The entry of domestic goods into the Shelength Insurance Zone;

(iii) The flow of goods between the Shen positive area and other customs special regulatory areas in the city.

Article 12 does not apply for export and import licences, except for the State otherwise provides.

Article 13 enters goods from the Shen home area, which is subject to customs provisions or exempts import tariffs and import chain taxes.

In addition to the provisions of the State, the goods from the Shenin area to offshore are exempted from export tariffs.

Article 14. Shen, in the area of processing, production of goods by enterprises in the security area, is a direct export of goods, free of value-added taxes and consumer taxes.

Goods sold in the country from the Shen positive area are subject to customs clearance in accordance with the relevant provisions of the importation of goods and are taxed in accordance with the actual condition of the goods.

The transaction of goods between the enterprises in the Shenin area does not collect value tax and consumer taxes.

Article 15. The entry of domestic goods into the Shelength Insurance Zone is subject to export, which is governed by existing tax policies.

Shen's production of water, electricity and gas for the production of goods by enterprises in the area of insurance has granted the return of the value added tax contained therein.

Article 16 shall be subject to prosecution, inspection, vetting, visa and releasing by law, and to the facilitation measures that focus on the testing of sanitary, quantified write-offs.

The sale, transfer, import and export of vouchers among enterprises in the Shen positive area is exempted from the implementation of the test epidemic; the deportation of the licensee, except for the purposes of the law, regulations and regulations, as appropriate, by the transfer of the Shen positive area.

The storage of logistics goods from overseas to the area, as well as self-used office supplies, raw materials required for export processing, spare parts, are not certified by mandatory products.

The regulatory authorities, such as customs, should establish an enterprise good faith file in the Shenpositive area and apply convenience measures to enterprises in the area of good faith evaluation.

Enterprises in the area of article 18 are allowed to open, use and close foreign exchange accounts in accordance with the provisions of foreign exchange management in the area of the territory. In accordance with existing foreign exchange management provisions, enterprises in the region are not subject to the verification of import payments. In the region, the export of goods from outside of the country is not required by the receipt of the export receipt.

Article 19 shall guarantee the normal and orderly passage of persons and transport tools in the restricted area. Personnel and transport tools access areas must be accessed by specialized passes and subject to customs supervision and inspection.

Article 20 should provide efficient and accessible services to enterprises in the region, as well as administrative licences related to activities such as establishment, registration and investment of enterprises in the region, which should be completed in the area of the Integral Insurance.

The management matters, such as the administrative approval of the Shenin Zone, should be streamlined, shortened duration, reduced levels, optimization processes and continually increased administrative efficiency and service levels.

Article 21 She extends to major administrative decision-making systems and scientific evidence systems. With regard to major administrative decision-making matters related to the construction of the Shenin area, decision-making bodies should take a wide range of views, including colloquiums, symposia, hearings, open media input, and organize expert or research advisory bodies on important administrative decision-making programmes.

Article 2 should improve the corporate credit system, establish a database and public service platform for sound corporate credit information, promote the use of credit products such as corporate credit reporting, and develop the market for credit products.

Article 23 should establish a joint mechanism with customs, testing of quarantine, border inspection, foreign exchange, civil aviation, shore services, business, tax, public safety, etc. to provide business-friendly services.

Article 24 Governments of the municipalities concerned sectors and districts, districts and counties (markets) should facilitate the exchange and cooperation of organizations and individuals in the Shenin-registered area for international economic technology and support the conduct of transnational business activities such as production, research and development, services, investment outside the country.

ICP should organize cooperation with other countries or regional science and technology parks to promote talent exchange, synergy and industrial cooperation.

Article 25 Governments of the municipalities concerned sectors and districts, districts and counties (markets) should, through a variety of means, offer open publicity to the scope, criteria and conditions of the support measures taken to build the Shen positive area, application procedures and other relevant information to facilitate organizational and personal access.

Article 26 shall support and assist the relevant administrations in the performance of administrative enforcement responsibilities in the Shenung-Integration area, in accordance with the statutory procedures; the administration should inform the Committee on Administrative Law Enforcement.

Article 27 of this approach is implemented effective 1 December 2012.
