Administrative measures for the large-scale religious activities in Tibet Autonomous Region
(Consideration of the people's Government of Tibet Autonomous Region, on July 3, 2012 at the 11th Executive by people's Government of Tibet Autonomous Region, on August 10, 2012 to 112th published since October 1, 2012) first to standardize and strengthen the management of large-scale religious activities to safeguard normal religious order, ensuring public safety, according to the regulations on religious affairs under the State Council and the safety of large-scale mass activities and other relevant provisions of regulation, combined with State practice, these measures are formulated.
Article major religious events in these measures refers to in place of traditional religious activities of religious people spontaneously formed or by legally registered places of worship, religious groups, consistent with national laws and regulations and religious rituals and historical practice, participation of religious people, and the number is expected to reach a certain size of all kinds of religious activities.
Article classification is responsible for Administration of religious activities of territorial management, and "who's in charge and who is responsible for" principle, ensure legal, safe and orderly. Fourth is strictly prohibited without traditional practices various religious activities.
Once held, is now in the history of natural disruption or suppression of religious activities shall not be restored.
Fifth, in accordance with established practice, in place of traditional religious activities of religious people spontaneously formed a certain amount of religious activities, participants are limited to the county-wide, by the county people's Governments and their relevant departments responsible for security management; participants beyond the scope of this county, by area (City) area (people's Government) and relevant departments responsible for security management.
Sixth legally registered venues for religious activities or religious groups with a certain amount of religious believers in traditional religious activities, organized by the management of sites for religious activities or religious group is responsible for the application and implementation, carry out the following procedures:

(B) the expected number of participants of up to more than 500, 5000, the local County (municipal and district) people's Government for approval;
(C) of the estimated number of participants in more than 5000 people, 1 0000 in the following, the local administrative office (municipal government) approval;
(D) the expected number of participants in more than 1 0000 people, approved by the autonomous regional people's Government. Management of sites for religious activities organizations or religious activities of religious groups held a large application, in accordance with the principle of territoriality, the Religious Affairs Department, according to the above provisions corresponding people's Government for approval. Approved by the autonomous regional people's Government, after examination by the people's Governments at county level and below, the Administrative Office (municipality) reported to the Department of religious affairs of the autonomous region, regulated by the State religious affairs departments are responsible for the audit, and make recommendations to the municipality.

Article seventh approving authorities in the applicant was required to submit the following documents:
(A) application for religious activities to be held; (B) the programme of activities.

Municipality (City) declared major religious activity quarter approval by regional (City) area (the Government) be held in the 30th by the religious quarter apply to the autonomous regional people's Government, as well as reported to the Department of religious affairs of the autonomous region.
Nineth worship to invite to the site other than the religious teachers and personnel to the site to engage in religious activities, in compliance with the sixth of these measures at the same time, approval procedures in accordance with the following provisions:
(A) the object belongs to the County at the invitation of, the local people's Government religious affairs departments at the county level;
(B) invite the object out of the County, belongs to the local (municipal), which involved two counties (cities, districts) people's Government religious affairs departments for review, report it to the local (municipal) Administrative Office (Government) departments of religious affairs for approval;
(C) invited the objects belonging to other (cities), and two involved (City) area (the Government) after the Department of religious affairs and submitted to the approval of the Religious Affairs Department of the autonomous region;
(D) invite object belongs to the provinces (autonomous regions and municipalities) personnel, in accordance with article tenth of religious activities in Tibet Autonomous Region has one of the following situations shall not be approved:
(A) in violation of relevant national laws and regulations or policies;
(B) has no history of traditional practices;
(C) ever held in history, has been natural interruptions or cancellations, banned;
(D) beyond the religious places capacity, lack of security;
(E) religious activities under the auspices of the faculty without identification record or is not approved by the relevant provisions of invitation;
(F) religious activities declared incomplete;
(VII) is not submitted by the specified time, or fails to report;
(H) no historical precedent, held religious sites for religious activities and spontaneous activities;
(IX) precise information shown or reflected, safety problems;
(J) other matters no approval.
11th venues for religious activities in accordance with traditional practices held in this place, only this faculty participation in normal religious activities, the site management organization responsible for the management, Department of religious affairs in accordance with the relevant provisions of the regulation.
Site management organizations for religious activities must be held at the end of each year covered by this article sixth of religious activities at county level people's Government religious affairs departments step by step and gather State religious affairs departments. 12th approved the large-scale religious activities organized and strictly in accordance with the approved programme of activities by local relevant authorities conduct on-site guidance and management, beyond the scope of programme of activities is strictly prohibited.
Organized religious activities not to be prorated among the masses, shall not affect the social order and the production order, the order shall not damage the health of citizens, shall not violate the relevant provisions of the State.
Management organization approved a range of religious activities and religious groups, may not notice or advertising to other sites for religious activities and religious believers to publicity and promotion.
Organized religious activities without prior approval, shall be banned. 13th according to hierarchical accountability, territorial management and "who's in charge and who is responsible for" principle, seat of the religious event to be held in (City) area (the Government) and County (city, district) people assume any responsibility; active places of worship to be held management organization and is responsible for the activity of the relevant units according to their respective responsibilities assume direct management responsibility.
Any of the following circumstances, in accordance with the relevant provisions to hold those responsible accountable:
(A) without the approval of organized religious activities;
(B) in accordance with this regulation and approval procedures and hold religious activities;
(C) religious activity reporting, audit, review, approve, misfeasance, malfeasance in the work, resulting in adverse effects or consequences;
(D) raised in religious activities endangering national security cases or incidents, adverse effects or consequences.
The 14th article of the approach by the Tibet Autonomous Region, is responsible for the interpretation of the ethnic and Religious Affairs Committee. 15th the measures come into effect October 1, 2012.
