Administrative measures for the large-scale religious activities in Tibet Autonomous Region

    (Consideration of the people's Government of Tibet Autonomous Region, on July 3, 2012 at the 11th Executive by people's Government of Tibet Autonomous Region, on August 10, 2012 to 112th published since October 1, 2012) first to standardize and strengthen the management of large-scale religious activities to safeguard normal religious order, ensuring public safety, according to the regulations on religious affairs under the State Council and the safety of large-scale mass activities and other relevant provisions of regulation, combined with State practice, these measures are formulated.

    Article major religious events in these measures refers to in place of traditional religious activities of religious people spontaneously formed or by legally registered places of worship, religious groups, consistent with national laws and regulations and religious rituals and historical practice, participation of religious people, and the number is expected to reach a certain size of all kinds of religious activities.

    Article classification is responsible for Administration of religious activities of territorial management, and "who's in charge and who is responsible for" principle, ensure legal, safe and orderly. Fourth is strictly prohibited without traditional practices various religious activities.

   (D) invite object belongs to the provinces (autonomous regions and municipalities) personnel, in accordance with article tenth of religious activities in Tibet Autonomous Region has one of the following situations shall not be approved:

   (A) in violation of relevant national laws and regulations or policies;

   (B) has no history of traditional practices;

   (C) ever held in history, has been natural interruptions or cancellations, banned;

   (D) beyond the religious places capacity, lack of security;

   (E) religious activities under the auspices of the faculty without identification record or is not approved by the relevant provisions of invitation;

    (F) religious activities declared incomplete;

    (VII) is not submitted by the specified time, or fails to report;

    (H) no historical precedent, held religious sites for religious activities and spontaneous activities;

    (IX) precise information shown or reflected, safety problems;

    (J) other matters no approval.

11th venues for religious activities in accordance with traditional practices held in this place, only this faculty participation in normal religious activities, the site management organization responsible for the management, Department of religious affairs in accordance with the relevant provisions of the regulation.

    Organized religious activities without prior approval, shall be banned. 13th according to hierarchical accountability, territorial management and "who's in charge and who is responsible for" principle, seat of the religious event to be held in (City) area (the Government) and County (city, district) people assume any responsibility; active places of worship to be held management organization and is responsible for the activity of the relevant units according to their respective responsibilities assume direct management responsibility.

Any of the following circumstances, in accordance with the relevant provisions to hold those responsible accountable:

(A) without the approval of organized religious activities;

(B) in accordance with this regulation and approval procedures and hold religious activities;

(C) religious activity reporting, audit, review, approve, misfeasance, malfeasance in the work, resulting in adverse effects or consequences;

    (D) raised in religious activities endangering national security cases or incidents, adverse effects or consequences.
