(Adopted by the 95th Standing Committee of the People's Government of the Overseas Territories of 8 October 2012 No. 56 of 16 October 2012 No. 56 of the Decree No. 56 of 16 October 2012 concerning the application of 1 December 2012.

Article 1, in order to improve mechanisms for social mobilization for disaster risk reduction, to defend and mitigate earthquakes, to regulate the activities of earthquake groups and to develop this approach in the light of the relevant provisions of the People's Republic of China Act on the Prevention of Mitigation of Disaster Reduction.

Article 6. The municipal seismic authorities should develop a network-building programme for the entire urban earthquake, based on the realities of the prevention of mitigation efforts in the city, to be followed by the approval of the Government.

Regional seismic authorities should develop a network of seismic groups in the region, in accordance with the city-wide network of earthquakes, to be organized after the approval of the Government.

Article 7. The commune Government and the street offices should identify dedicated or part-time disaster risk reduction assistants, with specific organizations providing guidance for the management of earthquakes.

Article 18

Article 19 has the responsibility to manage in the context of the earthquake and in the context of macro-ecological disposal, seismic flooding information or seismic emergency disposal, which has delayed reporting, false or disposed of inappropriate impacts, and has been disposed of by law by the competent and other direct responsible persons directly responsible.

Article 20 creates seismic rumours, disrupts the normal order of society and punishes the administration of justice by law; constitutes an offence and criminal responsibility by law.
