Local logs in the self-government area of Mongolia

(The eleventh ordinary meeting of the Government of the people of the Autonomous Region of Mongolia, held on 21 September 2012, considered the publication of the Government Order No. 189 of 9 October 2012 of the People's Government of the Mongolian Autonomous Region, effective 1 December 2012.

Article 1 provides for the scientific development, use of geospatial information resources to play a role in the promotion of economic and social development, in accordance with the State Department's Local Chart Work Regulations and the relevant legal regulations, in the context of the self-government area.

Article 2

Article 3 refers to local logs, including local logs and local integrated Yearbooks.

The local book refers to information literature on the history and status of natural, political, economic, cultural and social regions that are systematically documented in the present administrative region or in the geographical area.

The local integrated Yearbook refers to the annual information literature on the physical, political, economic, cultural and social aspects of the system, or in the region.

Article 4

National organs, social groups, business units should be able to codify, preserve, develop and utilize local logs within their responsibilities.

Article 5 Governments of more people at the flag district level should incorporate local logs into national economic and social development planning. The provision for local work is included in the current financial budget.

Article 6

(i) Advocacy, follow-up and implementation of legal legislation and policies relating to local work;

(ii) Organization, management, guidance, coordination, training, promotion and inspection of local logs;

(iii) Develop local log planning and programming;

(iv) Organizing the compilation of local logs and local integrated Yearbooks;

(v) Organizing the evaluation of local logs;

(vi) To collect, preserve local logic literature and information, organize and conduct local logic studies;

(vii) Organizing the development of local logic resources for the development of local informatics and the provision of economic, social services;

(viii) Other related work.

Article 7.

The sub-units should complete the codification mandate on time and report to the local poles of the Government of the same people, and other organizations and individuals should not be able to codify themselves.

Article 8. Governments of people at the flag district level should establish institutions for the sound functioning of local logs with dedicated staff.

The unit responsible for the codification of tasks in the self-government area should designate the relevant institutions, with dedicated or part-time staff, to be codified by the local log.

Article 9. The codification of the local log should involve experts, scholars. The local log codifies the principle of adherence to a combination of special-time staff, with corresponding expertise. There should be participation of ethnic minority professionals.

Article 10. The codification of the local log should be genuine, right, exceptional, structurally sound, informative and accurate and non-removable.

Article 11. The local logs of the Government of the flag and above are responsible for the development of the overall planning and codification programme for the preparation of local logs in the current administration area, which is organized by the Government.

The overall planning for the preparation of the work of the local communes of allies, flags and subsidiaries of the Government of the self-governing region is presented to the local logs.

Local administrative areas have been largely adapted, and local logic agencies at the top level should collect and preserve local logic information that has been withdrawn.

Article 14. The local authorities of the Government of the flag and above can collect relevant local signals to State organs, social groups, business units and other organizations and individuals.

The relevant obligatory units and individuals should be supported without refusing and delay.

Article 15. Texts, charts, photographs, audio-visuals, electronic texts, in-kind, etc., collected during the preparation of the local logs, and local logs produced, are centrally managed by the local logic agency of the people's government or by the author's subsidiaries, and individuals are not allowed to make their own rents, credits, transfers, etc.

Article 16 imposes a three-track system of first instance, evaluation and inspection of the local logs above the flag district level.

The local logs that have not been evaluated shall not be published without the authorization. The local logs of experience must not be supplemented, deleted and modified.

The costs associated with evaluation and inspection are borne by the Codification Unit.

Following the publication of the local book, the local consolidated Yearbook, the codification units shall be available within 30 days to local working institutions at the current level or at the level of the people's Government, and shall provide a donation within 60 days for the evaluation of the receipt sector, the present grade and the parentboard.

Article 21, the Government of the People of the Autonomous Region and the municipalities of allies' executive offices, the establishment of a treasury and agrarian website, encourages the Government of the flag District to establish a treasury and to establish a territorial website and a local logic.

The directory, the local website and the local library should be open free of charge to the public.

Article 22, Prior to changes in archaeological monuments and names, management or all units or individuals should be informed of the collection of relevant information by local working agencies of the same people's Government.

Article 27 has been prepared for the publication of local logs with more than the flag district administrative region or geographical names, and local integrated Yearbooks, which are brought to the attention of the public information authorities of the Government of the people at the grass-roots level.

The twenty-eighth body responsible for the work of the local logs and its staff have one of the following acts, either by its unit or by the competent authorities concerned, to be restructured; in the event of serious circumstances, to give administrative treatment to the direct head and the relevant responsible person in accordance with the law.

(i) Non-compliance with the relevant guidance and oversight functions;

(ii) No evaluation of local logs as required;

(iii) No collection and maintenance of information in accordance with the provisions;

(iv) The publication of the local book as a personal book.

Article 29 codification of local logs involves military content and should also be in compliance with the provisions of the CCC on the codification of military logs.
