Monitoring of project security facilities in the city of Shein

(Summit No. 68th Standing Committee of the People's Government of Shenung on 9 October 2012 to consider the publication of travel as of 1 December 2012 through Order No. 37 of the People's Government of Shenung, 1 November 2012)

In order to strengthen the management of the construction of project security facilities, to prevent and reduce production safety accidents, to guarantee the safety of practitioners and the security of property, and to develop this approach in line with the People's Security Production Act and the Programme Safety Facility Management Approach of the Broaden Province.

Article II builds and oversees the construction of new construction, alteration, expansion of construction projects (hereinafter referred to as construction projects) in this city's administration and applies this approach.

Laws, regulations and regulations provide for the construction of project security facilities and their supervision.

Article 3. Construction of a project security facility means the totality of equipment, facilities, devices, construction (construction) and other technical measures used by the productive operating units in the prevention of accidents in production.

Article IV regulates the supervision of construction project safety facilities at the level of the relevant authorities of the people's government for approval, approval or documentation.

Sectors such as development reform, rural and urban construction, economic and informationization, external and quality should be managed in accordance with their respective responsibilities in connection with the construction of project security facilities.

Article 5 The construction of the project security facility must be designed in parallel with the main works, while at the same time being constructed, with inputs for production and use.

The construction project, in carrying out a feasibility study, should conduct an integrated analysis of the conditions and facilities for its safe production and prepare a safety condition certificate report. The safety conditioning statement should include the following:

(i) Risk and harmful factors and impacts on safe production in construction projects;

(ii) Building projects interacting with neighbouring facilities (unitions) in terms of production, operation and living in safety;

(iii) The impact of local natural conditions on the production of construction projects;

(iv) Other content of warrants.

Article 7. When conducting a feasibility study, the productive units shall conduct a safety pre-assessment of the following larger security risks:

(i) Urban-level priority-building projects in industries such as chemical, metallurgical, mechanical, light, textile, tobacco, trade and business, roads, water transport, orbital transport and electricity;

(ii) Construction projects for the use of hazardous chemicals (including monitoring of chemicals, hazardous chemicals and pesticides belonging to drugs) and disposal of hazardous chemicals;

(iii) construction projects in the steel and fertile metal industry;

(iv) Construction projects that can generate explosive dust in production processes such as food, feeding, plastics and wood processing;

(v) Major fire risk-related construction projects such as paper-making and paper-based industries, plastics and rubber products;

(vi) With regard to the manufacture of a set of equipment, flammable, toxicly harmful stress containers and pipelines, construction projects for large heating and power plants and pipelines;

(vii) Production, use of toxic substances and occupational exposure to drug hazards at the I, II and III levels;

(viii) The construction of fire hazards as a result of A, B, C, and warehousing and related to A, B types of production;

(ix) Other high security risks construction projects.

Small security risks under laws, regulations and standard norms could not be evaluated.

Article 8. The productive business unit shall entrust the corresponding security evaluation body with a safety pre-assessment of its construction projects. The construction project safety pre-assessment report should also be made available to the safe production management.

Article 9. When construction projects are initially designed, the productive units should be entrusted with the design of the construction of the project security facility and the development of a dedicated part of the security facility design. The design of the project security facility should include the following:

(i) Design basis;

(ii) A summary of construction projects;

(iii) Buddddd buildings and sites;

(iv) The risk, harmful factors and risks associated with construction projects, levels of harmful and surrounding environmental safety analyses;

(v) advanced and reliable analysis of processes, technology and equipment, facilities;

(vi) Measures to prevent and respond to accidents;

(vii) The construction project, which is a high security risk, provides a statement of security responses and recommendations in the security pre-assessment report;

(viii) Security facilities and measures used;

(ix) Conclusions and recommendations;

(x) The construction of the project in general is in the form of a full picture.

Article 10. After the completion of the design of a larger security-risk construction project security facility, the productive units shall submit a review request to the security production oversight management and submit the following information:

(i) Approval, approval or documentation by the competent authorities;

(ii) Safety advance evaluation report;

(iii) Designation of project security facilities.

A review of the approved construction project safety facility design applications should be carried out by the security production supervision management to assign personnel or organize experts to review the application materials within five working days. The review adopted the Nuclear Testing of the Construction of a project security facility.

Article 11. The design of a larger security-risk construction project security facility is one of the following cases:

(i) The design of design units with corresponding qualifications;

(ii) No design in accordance with the provisions of laws, regulations, regulations and national standards, technical norms relating to security production;

(iv) conceal the information or provide false documents and information.

Article 13 has been approved for the construction of a project security facility to be designed in one of the following cases, and the productive units should report on the approval of sectoral reviews. Without review consent, no construction shall be initiated:

(i) The scale of construction projects, production processes, raw materials, equipment, and major changes;

(ii) Changes in the design of security facilities and the possible reduction of safety;

(iii) Changes in design and possible security issues during construction.

Article 14. Construction of a project security facility shall be carried out by units that have the corresponding qualifications. The construction units should be designed in accordance with safety facilities and the relevant construction technical standards, regulating construction and responsible for the quality of the work of the security facility.

Following the completion of the larger security risk construction project, the productive business unit should entrust the appropriate quality of the security evaluation body to conduct a inspection evaluation of the security facility and to prepare a project safety facility inspection evaluation report.

Article 16, after the completion of the evaluation of the construction of the project security facility, the productive units shall submit safety-assistance requests to the security-producing management and submit the following materials:

(i) Quality certificates of construction, custodial units;

(ii) Assessment of construction of project safety facilities.

The security facilities that have been accepted have been completed and the safety and productive management should organize expert reviews and on-site inspections of applications within five working days. The inspection was qualified and the nuclear construction project security facility was completed.

Article 17

(i) No construction units with corresponding qualifications;

(ii) The absence of a security evaluation body with a corresponding qualifications to conduct a safety test evaluation or a security-acceptance evaluation;

(iii) No construction or quality of construction in accordance with the security facility design document is not required for the safety facility design document;

(iv) Untested and tested after the completion of the security facility;

(v) Safety facilities and safety conditions do not meet national standards or industrial standards, technical norms;

(vi) The absence of a security production management body or a security production manager under the law, without the development of a safe production liability regime, a security production regulations, a safety operation protocols and accident emergency pre-release cases;

(vii) The failure of practitioners to undergo training in safety education or to be eligible accordingly;

(viii) There are significant deficiencies, omissions, including the main dangers of construction projects, harmful determinants and inadequate evaluation;

(ix) Concluding or providing false documents and information.

The construction of the project security facility was not adopted and the production of business units could be re-approved to the licensee once they were changed.

Following the completion of smaller construction projects, the relevant sectors, such as the management, safety, production and technology of projects organized by the productive units, were identified for the construction of the project security facility and reported on the security production monitoring management.

Article 19 Construction of a project security facility is not designed in parallel with the work of the main subject matter, while construction or at the same time being carried out, the security production supervision management does not approve the administrative licence related to this matter, and is responsible for the immediate cessation of construction, duration and correction of the offence, and administrative penalties for the production units and personnel concerned.

In violation of this approach, a larger security risk construction project is one of the following conditions, which is being converted by the security production supervision management to the time limit for the production of the unit responsible for the production of the unit; the impending failure to reproduce the construction or suspension of the production sector and the fine of up to 3,000 dollars.

(i) The design of the project security facility is not reviewed in accordance with the provisions or reviewed without the construction of the start-up;

Article 21, in violation of this approach, provides that smaller security risks are not reported to the construction project safety facility design review, the completion of the receipt material, which is corrected by the security production supervision management to the order of production units and fines of more than 5,000 dollars.

Article 2

Article 23 of this approach is implemented effective 1 December 2012.
