Chapter I General

In order to strengthen basic mapping management, regulate basic mapping activities, guarantee the economic construction, defence and social development services of basic mapping, and develop this approach in line with the provisions of the People's Republic of China Mapping Act, the Basic Mapping Regulations, the People's Republic of China Mapping the Results Management Regulations.

Article 2

Article 3 is a public good cause.

The basic mapping should be guided by the principles of integrated planning, hierarchy management, regular updating, security and promotion of applications.

Article IV. Governments of more people at the district level should strengthen their leadership in basic mapping, organize and implement basic mapping planning, integrate basic mapping into the economic and social development planning of their nationals and include requirements in the current financial budget.

Article 5

Article 6. The Government of the people at the district level and its relevant departments should strengthen the building of the basic mapping of scientific research, facilities-building and information mapping system, the establishment of a unified geo-information public service platform, the sharing of basic geo-information resources, and the enhancement of the capacity of basic mapping services.

The construction of basic mapping facilities should be guided by scientific planning, rational layouts, effective use of the principle of current and long-term needs and avoid investment.

Article 7.Basic mapping must be used in national harmonized mapping benchmarks and mapping systems to implement national and provincial mapping technology norms and standards.

Chapter II

Article 8. The mapping and geographic information management should be synonymous with the development and reform of the same level, finance, land-use resources, civil affairs, housing and rural and urban construction, transport, water, forestry, marine and fisheries, people's air defence, electricity, etc., and the development of basic mapping planning in the region, the approval of the current people's Government, and the organization of the top-level mapping and post-community information management.

Prior to the issuance of the basic mapping planning report, the organization of the preparation body should organize expert arguments and seek advice from the relevant departments and units. The views of the relevant military bodies should also be sought with regard to military zones, military management zones or operations.

The basic mapping planning document should be accompanied by an information note.

Article 10 The content concerning confidentiality must not be made public; it should be made public, in accordance with the State's provisions, to be treated in a confidential manner and to be made public by the party in accordance with the law.

The approved base mapping planning shall not be subject to self-imposed modifications; it is true that the process of preparation and approval should be implemented in accordance with the original organization.

The planning period for basic mapping is five years. Mapping and geography information management should organize periodic expert, relevant departments and units to assess planning implementation and provide assessment of planning implementation.

Planning implementation assessments should serve as an important basis for revising planning and developing new planning.

Article 12. The development and reform sectors should prepare, on the basis of advice from the relevant departments and units, the annual plan for the mapping of the current administrative region based on the same-level mapping and geo-information management, based on basic mapping planning, local economic construction and social development needs, and, on the basis of consultation with the relevant departments and units, the preparation of the annual plan for the mapping of the current administrative region and the presentation of the top-level authorities.

The competent authorities that receive the request should review the annual plan for the preparation of the report. Mapping projects that can be shared should be coordinated and avoided.

Organizational implementation of the basic mapping project

Article 13 Basic mapping projects are organized by mapping and geography information management, and any other units and individuals may not be organized.

Article 14.

(i) The establishment and review of a uniform and synchronized control network, a high-range control network and a spatial positioning network;

(ii) The measurement and updating of the whole province of 1:10000, urban planning area 1: 5,000 national basic scale maps, video maps and their digitalized products;

(iii) Organization of provincial base air photographs;

(iv) Access to satellite remote sensing information based on the provincial base;

(v) Establishment, maintenance and updating of the provincial base geographic information system;

(vi) To collect, collect and update data on the entire provincial geographical address and to establish and update databases;

(vii) Organizing the implementation of provincial marine mapping and the establishment and updating of GIS;

(viii) Establish and maintain a platform for the exchange and sharing of geospatial data in the province;

(ix) Preparation of integrated maps and common maps for provinces;

(x) Other basic mapping projects provided by States and provinces.

Article 15

(i) The establishment and review of basic ground-based control networks, high-range control networks and spatial positioning networks;

(ii) Measurement and updating of 1: 2000, 1:1000, 1: 500 national base maps, video maps and their digitalized products;

(iii) Organization of basic air photographs;

(iv) Satellite remote sensing information obtained from basic geographical information;

(v) Building and maintaining digital urban geospatial frameworks;

(vi) To collect, collect and update data on geographical names addresses and to establish and update databases;

(vii) Establishment and updating of the three-dimensional model and the three-dimensional GIS;

(viii) The establishment and updating of the urban gateway information system for the mapping of facilities such as gateways, orbital transport, etc. of space under urban areas;

(ix) Establish and maintain a platform for the exchange and sharing of geospatial data;

(x) Preparation of integrated maps and common maps;

(xi) Other basic mapping projects provided by States and provinces.

Article 16 The financial sector should be structured in conjunction with the same-level mapping and geo-information management to determine the funding of the base mapping budget, based on basic mapping planning and annual plans, as well as national, provincial-based mapping costs. Financial support for basic mapping in economically less developed regions is implemented in accordance with the relevant national and provincial provisions.

The provincial mapping project, which was carried out by the Geographic Information Administration, is subject to the provision of funds in accordance with the relevant national and provincial financial provisions.

Article 17 funds for basic mapping shall not be retained, crowded and diverted.

Financial and mapping and geo-information management should enhance monitoring of the management and use of base mapping funds in line with their responsibilities, and carry out a performance evaluation of basic mapping projects.

Article 18 organizes the implementation of the basic mapping project, which should be established in accordance with the provisions of the Law on Procurement of the Government of the People's Republic of China, the Law on bidding for the People's Republic of China.

The unit responsible for the basic mapping project should have a glossary under the People's Republic of China Mapping Act and should not go beyond the scope of the award of a qualitative hierarchy to carry out basic mapping activities.

Article 19 mapping and geo-information management shall enter into a written contract with the unit responsible for the basic mapping project, specifying the content of the basic mapping project and its completion time, the payment of funds, the criteria for results-based receipts, the requirement of confidentiality, the responsibility for default and the dispute resolution, and shall agree on the rights and obligations of the parties to the contract in accordance with the law.

Article 20 assumes units for basic mapping projects should establish a quality management system for the sound basic mapping of results and be responsible for the quality of the results achieved.

Article 21 assumes units of the basic mapping project should establish a system of sound confidentiality in accordance with the relevant laws, regulations, such as the conservative National Secret Act of the People's Republic of China, to improve confidentiality measures and to enhance confidential knowledge education and management of practitioners.

No units or individuals shall be intrusive, destroyed, removed or unauthorized to the mobile base mapping facility.

Basic mapping facilities have been damaged, and mapping and geoinformation management should take timely measures to organize the rehabilitation of forces and ensure that basic mapping activities are properly carried out.

Article 23 mapping and geo-information management should develop basic mapping of emergency response safeguards, in accordance with the requirements for responding to emergencies such as natural disasters, in accordance with the basic mapping regulations and regulations.

In the aftermath of sudden events, such as natural disasters, mapping and geoinformation management should immediately launch basic mapping emergency preparedness and effective measures to conduct emergency mapping and updating of basic geo-information data.

Chapter IV update and use of results from basic mapping

Article 24 results of basic mapping should be determined by an updated cycle in accordance with the needs of local nationals for economic and social development and the changing circumstances of basic geoinformation. The results of the much-needed basic mapping of natural disasters and the national economy, defence and social development should be updated in a timely manner.

The following basic mapping results are regularly updated:

(i) 1: 10000, 1: 5,000 countries with basic scale maps, video maps and their digitalized products are updated every three years;

(ii) 1: 2000, 1: 1,000, 1: 500 national base scale maps, video maps and their digital products are updated every two years.

Where conditions exist, there can be a dynamic update of the results.

Article 25 mapping results with the updating of the base map with the geographic information management should be collected in a timely manner on changes in geographical information such as administrative regional boundaries, geographical names, water systems, transport, residential sites, vegetation. Ministries and units such as civil affairs, housing and rural and urban construction, transport, water, forestry, oceans and fisheries, people's air defence and electricity should be supported and coordinated.

The results of basic mapping should be shared. The mapping and geo-information management should publish a directory of basic mapping results in a timely manner. Other mapping activities should be carried out by the departments and units concerned, with the full use of the existing results.

The construction of engineering mapping projects other than basic mapping of financial funds and the use of financial funds should be sought in writing, prior to approval of project portfolios or in the financial sector, when reviewing project budget expenditures. Mapping and geo-information management should receive feedback within 10 days of the receipt of the solicitation material. The mapping and geographic information management considers that the results of basic mapping can be used and should provide the corresponding basis for mapping results.

There is a need to repeat mapping, and the concerned authorities shall not approve the establishment and budgetary expenditures.

Article 27 mapping and geo-information management should be synonymous with the relevant departments, using basic mapping results and relevant geo-information, quantitativeizing, spatialized dynamic monitoring and analysis of important natural, economic, social elements in some regions, and managing policymaking and economic and social development services for Governments.

Article 28 tests, transfers, custody, provision and use of basic mapping results are carried out in accordance with the relevant provisions of the People's Republic of China Mapping Act, the People's Republic of China Mapping Results Management Regulations, the Zangangang River Regulatory Regulation, and the Zangang Province Mapping Results Management Approach.

Chapter V Legal responsibility

Article 29, in violation of the provisions of this approach, provides for legal responsibilities under the People's Republic of China's Mapping Act, the Basic Mapping Regulations, the People's Republic of China Mapping the Results Management Regulations, the Zangang Province mapping Regulation.

In violation of this approach, more than one of the following acts by the Government, mapping and geographic information management and other relevant departments and their staff are criticized by the competent organ responsible for the change of the deadline; in the event of a serious nature, by the law of the competent and other direct responsibilities:

(i) No basic mapping planning is required in accordance with prescribed procedures;

(ii) No funding for capitalization is provided for in accordance with the provisions;

(iii) Non-management of persons involved, associated with the Mitigation project, in accordance with confidentiality provisions, or the occurrence of a leashed incident;

(iv) The failure to take measures in a timely manner and to organize the rehabilitation of basic mapping facilities, affecting the normal conduct of basic mapping activities;

(v) There are other abuses of authority, provocative fraud, and sterilization.
