Modalities for the management of physical reserves in the city of Ruwoodzi

(Adopted by Decree No. 117 of 6 December 2012 on the People's Government of the city of Uluzi, on 15 January 2013)

Article 1, in order to enhance the management of the municipal reserve of meat, to guarantee the availability, to maintain the stability of the meat market, to ensure the true, quality and security of the number of domestic reserves, and to develop this approach in line with the relevant laws, regulations and regulations.

Article 2, paragraph 2, refers to the use by the Government of the city to respond to major natural disasters, public health events, animal epidemics or other sudden-onset events that trigger market abnormal fluctuations and secure market availability, stabilize the price level of meat products and vegetables.

Containable meat products (hereinafter referred to as reserves) include reserves of livestock and reserves frozen meat, with the main types of sheep, cattle and pigs.

The reserves of vegetables (hereinafter referred to as reserve vegetables) include, inter alia, large whites, carb, Hugar, habeas, oceans, rounds of vegetables, South Gua, winter, etc., luxury storage vegetables, or appropriate adjustments in reserves based on habits of consumption and storage capabilities of the population.

Article 3 units and individuals involved in the operation of municipal reserves in the city's administration area are applicable.

Article IV. The Government of the city should incorporate the work of the municipal reserve meat into the national economic and social development plan and incorporate the municipal reserve funds in the Government's annual financial budget.

Article 5. The municipal business administration is specifically responsible for the management of the municipal reserve meat and organizes the monitoring of the work of the municipal reserve meat.

Sectors such as urban development and reform, finance, pastoral and patriarchal management, within their respective responsibilities.

Article 6. The commune business administration should propose an annual municipal reserve meat plan with sectors such as urban development and reform, finance and pastoral, and be organized by the commune government after approval.

Article 7. Contained meat is used for a regular annual reserve, a time-consuming rotation system, and the storage of vegetables has been introduced in the winter vegetable reserve system.

Article 8 allows enterprises consistent with Article 9 and Article 10 of this scheme to submit applications for storage to the communes' business administrations, which are subject to market development and reform, finance, agricultural pastorals, in accordance with the principles of rational, flexible movement control, management of science, cost savings, and supervision management, and the selection of municipal reserves for businesses from the application.

The municipal business administration authorities should enter into a reserve contract with the municipal reserve for meat storage enterprises to clarify the rights, obligations and responsibilities of both parties.

Article 9

(i) Registered industrial enterprises with independent legal personality in the city;

(ii) Storage capabilities that are adapted to the reserves (freedom of sheep and chiller storage of cattle) should have a clear signal that the national religious affairs authorities have made nuclear, and the living storage base should be established within the city's administrative area, and professional technical personnel;

(iii) Accreditation, quarantine equipment with the quality of the reserves;

(iv) A relatively robust operating power, a transferee capability, and an asset liability rate of less than 60 per cent;

(v) There are some stock experience and marketing networks.

Article 10 The reserve company shall meet the following conditions:

(i) To register in this city, industrial enterprises with independent legal personality;

(ii) Storage capacity and professional technical personnel that are adapted to reserves;

(iii) A security inspection (recertification) of the quality of the reserves;

(iv) Strive vegetable operational strengths, movable power, and asset liabilities are less than 60 per cent;

(v) There are some stock experience and marketing networks.

Article 11. The enterprise shall organize the storage, rotation, use and day-to-day management of the municipal reserve meat, in accordance with this approach, to ensure the authentic, quality, storage and security of the number of municipal reserves.

Article 12 Without the consent of the municipal business administration, the licensor shall not be allowed to change its licence.

Article 13 provides for a combination of the acquisition and tendering by a reserve enterprise for its own procurement and tendering, and the settlement price is determined by the municipal business administration authorities in conjunction with sectors such as urban development and reform, finance, agricultural pastoral, etc., to organize the operation.

Storage funds for municipal reserves are resolved by the depositor.

Article 14. The quality of physical reserves at the municipal level should be consistent with the quality safety standards set out in relevant laws, regulations and regulations, such as the People's Republic of China Act on Quality of Agricultural Products.

Constraints should be produced within 30 days of the treasury and the chiller of the reserves should be in line with the relevant provisions of the true food.

When market-level reserves are stored for meat, the licensor shall test and register the documents for the quality of the physical vegetables in which the deposit is made. Reservations for physical safety are not certified by the quality of the material.

Following the completion of the municipal reserve for meat in the storage plan, the municipal business administration authorities should organize the receipt of the reserve for meat. Contained meat is not in accordance with the contractual terms of the contract, and the contractor should be replaced in a timely manner.

Article 17

Article 18 Reservations shall not automatically use, modify the number of hotels in the municipal reserve; any unit or individual shall not be able to carry out physical custody, security or liquidation obligations outside the city-level reserve.

Article 2

Article 27, in violation of the provisions of this approach, is subject to the responsibility of the municipal business administration to order the period of time being changed; in serious circumstances, to remove its qualifications; and to hold its criminal responsibility in accordance with the law.

Article 28 of the commune business administration and the relevant sector staff violate the provisions of this approach by misuse of their functions,ys of negligence, provocative fraud, by their own units or superior administrative authorities; and by law of criminal responsibility.

Article 29 of this approach is implemented effective 15 January 2013.
