Saximizing security management approaches in the city

(The 14th Annual Conference of the People's Government of the Grand State of 20 November 2012 considered the adoption of the Decree No. 89 of 7 December 2012 No. 89 of the Order of the Government of the Republic of the Grand State, which came into force on 1 February 2013)

Chapter I General

Article 1 guarantees the lives and property security of the people, in line with the provisions of the State Department's Safety Monitoring of Tropical Equipment, the Safety Monitoring of Tropical Equipment in the Province of Broad Orientale province, and establishes this approach in conjunction with the current city.

Article II applies to the installation, rehabilitation, maintenance, day-to-day maintenance, use, testing and related oversight management activities in the city's administration.

Individuals or individual families are not in a position to manage their own ladder.

Article 3. The municipal quality technical supervision sector is responsible for the safety inspection of the city's ladder and is responsible for organizing this approach.

The quality technical oversight services at the district, district level are responsible for gradient safety inspections within the Territory.

Sectors such as planning, construction, land tenure, business, safe production, integrated urban management law enforcement are responsible for the management of ITU safety.

Article IV. The Government of the people at all levels of the city and the security production committee established by it should support, promote quality technical supervision, in accordance with the law, to perform the ladder safety management functions, to coordinate the resolution of significant matters in the management of the ladder and to incorporate the safe management of the ladder into the safe production responsibilities.

Article 5 Quality-technical oversight should strengthen awareness of ladder safety laws, regulations, regulations and ITU safety knowledge.

The media, schools and industry associations are encouraged to carry out ladder safety promotion education.

Article 6 encourages the creation, installation, rehabilitation, maintenance, day-to-day maintenance units and users to participate in the ladder accident liability insurance.

The relevant industry associations should promote member buy-in liability insurance by assisting members in consultation with insurance companies.

Chapter II

Article 7. New passenger ladder installed in public pools such as schools, kindergartens, medical institutions and vehicle stations, passenger terminals, chambers, sports lots, exhibitions, parks, should be supplied by two means or by stand-alone power sources.

The ladder installed in new homes and the ladder of existing homes are encouraged to use two relocated or standby sources.

Article 8. Prior to the installation, rehabilitation, maintenance and construction of five working days in the ladder, the construction unit shall communicate the proposed construction location, the construction content, the ladder parameters and the ladder's quality technical oversight services in the district, the district level.

The new ladder was installed and the construction unit should provide, at the time of notification, a licence for construction planning, a construction licence or a certificate of work.

Article 9. Prior to the installation, rehabilitation, maintenance, construction units should develop safety construction programmes, implement safety conditions, such as safety protection measures, and inspect gradients, wells, pits, corridors, etc., relating to the construction of ladder construction and the quality of the ladder manufacture, confirming that the required parties can start construction.

Article 10. The installation, rehabilitation and major maintenance processes of the ladder shall be delivered or used by the ladder test body to monitor the qualifications of the test.

The replacement, rehabilitation and maintenance costs of Article 11 after the expiry of the ladder's maintenance period are covered by the law from the special maintenance funds of the home; they are public-owned housing sold, which may be applied by the original property units to the Housing Security Office for the introduction of the unit housing fund.

Without dedicated maintenance funds or under-funded special maintenance funds, the owner of the house is assumed in accordance with the agreement; there is no agreement or agreement to determine the proportion of the total size of the building by the owner.

Chapter III Use of ITU

Article 12 ITU uses the manager and refers to units and individuals with gradient management rights and management obligations.

The ladder uses the manager by:

(i) Authorize the enterprise or other units to manage the ladder, and the licensee or other units to use the manager;

(ii) The ladder is owned by a single owner who is not entrusted to the enterprise or other units; the owner is the owner of the property right as the owner; and the ladder is a owner of multiple property rights should be consulted to agree that one of these titles is the subject of the responsibility for joint security management;

(iii) Newly installed ladder has not been transferred to the owners of the industry, and project construction units are the users;

(iv) The rented place of ladder shall be agreed upon in the lease contract to the ladder's use manager; it is not agreed to be treated in accordance with subparagraph (b) above.

The elevators who do not explicitly use the management cannot be used.

Article 13 The ladder use manager should ensure that the ladder is properly functioning and perform the following ITU safety management responsibilities:

(i) The establishment of a ladder security technical file;

(ii) Maintain an effective link between the ladder emergency police units and the duty-block personnel;

(iii) To monitor and provide the necessary conditions for the upgrading, maintenance, day-to-day maintenance;

(iv) To post effective registration markings, safety test identifiers, vibrant symbols, indicating emergency relief calls, either within or from the entrance;

(v) The safety concerns used by the ladder, the warning signals placed in a prominent place where the passengers are prone to attention;

(vi) To entrust the ladder with the day-to-day maintenance of the ladder and to establish a daily maintenance contract;

(vii) Other safety management responsibilities under laws, regulations and safety technology norms.

Article 14. The ladder use manager shall establish a security management body or a ladder security manager based on the ladder use status, with at least one person obtaining a certificate of operation of the Special Equipment Operations:

(i) The day-to-day inspection of the ladder and the record of the daily use;

(ii) To maintain and use the ladder-specific key in accordance with the provisions;

(iii) Examination of the safety concerns and warning signs of the ladder to ensure clarity;

(iv) To monitor and cooperate with the day-to-day maintenance of ITU and to sign the maintenance record;

(v) On-site collaboration with ITU tests;

(vi) It was found that the ladder's accident implied the need for cessation of use, had the right to take a decision to stop its use and to report immediately on the ladder's use manager.

Article 15 ladder failures or other security concealments, the ladder's use manager should cease its use and post the ladder's flagship mark in a prominent place where the passengers are prone to attention.

Chapter IV Daily maintenance of ITU

Article 18

(i) Provide information on relevant safety technologies and indicate in the plant information matters of routine maintenance, as well as the normal use of ITU or important components;

(ii) Provide the necessary technical support to the ladder's failure to address various failures;

(iii) To take timely measures to eliminate the qualitative and security shortcomings in the production, installation process;

(iv) In tracking the investigation and understanding of the safe operation of the ladder, it was found that there were severe accidents in the ladder and should be retroactive to the users of the same type of ITU. Managers should check the ladder on the basis of the recommendations of the change, and take measures to eliminate the hidden impact of accidents.

Article 19 The day-to-day maintenance of the ladder's units in this city should be in line with the corresponding requirement of qualifications, establishing fixed office premises in the city with corresponding operational personnel, equipment and emergency relief calls.

The day-to-day maintenance unit of the ladder should provide information on the quality technical supervision sector of the city, such as the name of the unit, the scope of qualifications, the place of office in the city, the operation, the equipment of the instrument and the emergency relief telephone. The above-mentioned information has changed and should be reported on a change in the processing of information from the municipal quality technical supervision department within 30 days of the change.

Article 20

(i) The development of the ladder's day-to-day maintenance programme, in accordance with the safety-technical norms, such as the ITU Rules for Management and Maintenance, and the requirement for ITU to install maintenance statements;

(ii) The establishment of the ladder's daily maintenance files and the duration of the archives shall not be less than four years;

(iii) To conduct a clean, lucrative, adaptive and inspectorate at least 15 days, and to perform a half-month, quarterly, semi-annual and annual maintenance in accordance with the requirements of the ITU Rules for the Management and Maintenance of Maintenance, to record the maintenance of each maintenance and to be signed by the ladder's users;

(iv) A self-assessment of the maintenance ladder at least every six months, and the self-assessment project shall not be less than the ladder Use Management and Maintenance Rules for the annual maintenance and gradient regular testing and their content, and to the ladder's use manager for testing reports;

(v) In the course of day-to-day maintenance, the ladder is found to be safely hidden and should be presented to the ladder using the ladder in a timely manner with the ladder with the ladder's mark, indicating the security hidden circumstances identified and the measures recommended to be addressed;

(vi) To assist the ladder in the development of a management system for the safe operation of the ladder and pre-emptions to respond to the ladder accident;

(viii) Removal from on-site rescue within 30 minutes of the receipt of the report of the hardship;

(ix) Other safety management responsibilities under legal, regulatory, regulatory and security technical norms.

Article 21, the day-to-day maintenance unit of the ladder should be assigned to the employees of the Unit to obtain a certificate of operations for special equipment; to conduct safety education and technical training for gradient operators in this unit and to record education and training.

Security education and technical training records are kept at least two years.

Article 2

Article 23. The daily maintenance unit of the ladder found that one of the ladder's users had one of the following cases, and should report on the quality technical oversight sector in the ladder's district, district level:

(i) Use of non-selective gradients without regular testing or testing;

(ii) The use of spectacles, suspensions and distributors of accidents;

(iii) Non-compliance with the daily maintenance, maintenance and rehabilitation of the ladder;

(iv) Other practices that endanger the safe use of ladder.

The quality technical oversight department receiving reports should be addressed in a timely manner in accordance with the relevant national provisions.

Article 24 Changes in the day-to-day maintenance unit of the ladder's security test during the pre-qualification period, the ITU use manager should, within 30 days of entry into force of the contract, have the original contract to replace the ladder safety test.

The ladder test body shall submit updated information on the day-to-day maintenance units to the municipal quality technical supervision department within five working days.

Article 25

The municipal quality technical supervision sector should guide and regulate the installation and operation of the day-to-day maintenance information collection equipment in the city ladder.

Article 26

Chapter V

Article 27, in the first year of the ladder's regular test cycle, the ladder's use manager should submit a regular test application to the ladder inspection body by one month prior to the expiration of the ladder safety test. The ladder was delayed in the year and the ladder's periodic test date remained unchanged.

The fixed-term test date has been reconfirmed by the upgrading, major maintenance or reactivation of the ladder.

During the period of safety tests, the quality technical supervision sector received three or more reports of failures, and the identification of failures affecting the operation of safety could require the ladder to conduct regular tests in advance.

No continued use is possible without regular testing or testing of non-qualified cranes.

The second eighteen test body shall arrange for a test within 10 working days of the date of receipt of the regular test application to test the test report within 10 working days after the completion of the test, and to submit the results to the municipal quality technical oversight sector within five working days from the date of the test.

Article 29 ITU tests should conduct monitoring tests, requirements, methodologies and procedures in accordance with the safety-technical norms, such as the ladder Oversight test and periodic test rules, in accordance with the ladder's supervisory test and periodic tests.

The ladder test body and test personnel are responsible for the integrity and integrity of the results.

In one of the following cases, the ladder uses the manager may entrust the ladder test body or the former ladder manufacturing units with a technical evaluation of safety, and make decisions to update, adapt and maintain major maintenance in accordance with the evaluation opinion:

(i) The use period for more than 15 years;

(ii) The frequency of failure affects normal use;

(iii) There is a need to change the principal parameters of the ladder's weights, the speed, the size of the creativity and the form of the navia;

(iv) Be affected by disasters such as water leach, fire and earthquakes;

(v) The ladder use manager considers it necessary to upgrade, renovate or repair major;

(vi) Other requirements for technical evaluation.

Prior to the ladder, the ladder use manager should entrust the ladder test body or the former ladder manufacturing unit with a technical evaluation of safety.

The quality technical supervision sector could be responsible for the safety and technical evaluation of the ladder using the ladder, in accordance with the conditions of use.

When a security technical evaluation of the ladder test body or the ladder manufacturing units is conducted, the expert evaluation team should be composed of less than three persons, taking into account, in an integrated manner, the length of use of the spare parts identified in the ladder's note, the actual use of the frequency, the quality of the day-to-day maintenance work, and evaluating opinions within 30 working days of the date of receipt.

The evaluation found that the ladder could meet the requirements for security operations, the ladder test body or the former ladder manufacturing unit should provide an evaluation that could continue to be used; it was not in a position to meet the security operation requirements or continue to use costs that were not in line with the requirements of energy efficiency indicators; the ladder test body or the former ladder manufacturing units should provide an evaluation of maintenance, adaptation or replacement, and report to the quality technical oversight sector.

The authenticity and integrity of the evaluation opinion are responsible for the ladder test body or the former ladder manufacturing unit and its members.

The residential ladder applied for security technical evaluation and the ladder's use manager should post the evaluation opinion in the ladder.

Chapter VI Oversight inspection

Article 32 Quality-technical oversight services should be governed by sub-categories of the ladder according to the distribution characteristics of the ladder in this city, subject to a rating and a priority safety inspection for the following elevators:

(i) Public pooling sites such as schools, kindergartens and vehicle stations, passenger terminals, chambers, sports houses, exhibitions, parks;

(ii) Use of more than 15 years;

(iii) The frequency of failure or the high number of complaints;

(iv) The security-technical evaluation is determined to require maintenance, rehabilitation or replacement;

(v) Other needs to implement a focus inspection.

Article 33 The quality technical supervision sector should not conduct regular monitoring of the quality of the day-to-day maintenance work of the ladder, and select a proportion of ITUs each year for safety-related indicators in line with the common test rules, entrusting ITU with monitoring tests. The commissioned ladder test body should conduct test tests, test results and be responsible for the results, as required by the relevant safety and technical norms.

The quality-technical oversight sector found a security hidden presence in the ladder, and should be responsible for measures taken to eliminate the concealment by the ladder's day-to-day maintenance unit deadline and to submit a re-qualified report from the ladder test body.

Article 34, the municipal quality technical supervision sector should publish the ladder security in every quarter of society.

The municipal quality technical supervision sector should establish credit files for the day-to-day maintenance unit and be made public to society. The credit files should include terms of qualifications, on-site inspection, awards and accidents, and the results of the rescue exercise test.

The quality technical supervision sector should establish a ladder safety inspection system, make public reports of telephones, correspondence addresses, receive reports on ladder manufacturing, installation, rehabilitation, maintenance and day-to-day maintenance units, ITU testing institutions, and the ladder's use manager's infringements and ladder accident concealments and address them in a timely manner.

In the implementation of the ladder safety inspection, the quality technical supervision sector found one of the following cases, and should be brought to the relevant authorities, such as the State's house, business, security production, integrated urban management law enforcement, by law:

(i) Unimplementation of the ladder's safety management responsibilities, refusal of the safety inspection directive to change, the occurrence of major liability accidents and the need to deal with their qualifications;

(ii) The ladder manufacture, installation, rehabilitation, maintenance, day-to-day maintenance units are subject to suspension of business licences or an order of registration of business changes, after they have been revoked by law;

(iii) The construction units, construction units, the ladder use manager's failure to perform security management duties and the need for accountability;

(iv) The installation, rehabilitation and maintenance of the ladder concerned the construction of buildings in violation of the law and the need to be determined by law.

Chapter VII Legal responsibility

In violation of article 8 of the scheme, the construction units of the ladder installation, rehabilitation, maintenance are in breach of the provisions of article 8 of the scheme, the construction content, the ladder parameters and the ladder use manager, the construction of engineering planning licences, construction permits or the issuance of work orders, and the quality technical oversight sector is being transferred by the quality technical supervision sector, with no changes in the duration of the period of time being proposed before the construction, and the imposition of a fine of more than 1 million dollars in the amount of €0.

Article 338, in violation of article 10 of this approach, stipulates that the installation, rehabilitation, major maintenance processes have not been inspected by the ladder inspection body, which is converted by the Quality-Technical Monitoring Department to a fine of more than 200,000 dollars; the confiscation of proceeds of conflict with the law; in exceptional circumstances, the removal of licences already obtained by the installation, rehabilitation, maintenance units and the release of their licences by the business administration sector; and the suspension of the use of the ladder and the imposition of fines for the use of the ladder.

Article 39, in violation of article 13 of this approach, the ladder uses the ladder to perform its functions of security management, which is dealt with by the quality technical oversight branch in accordance with the following provisions:

(i) Without the establishment of the ladder's security technical file, the time limit is being changed; the delay is not rectified, with a fine of up to $20,000.

(ii) The ladder Emergency Police Unit has not been able to reach an effective link with the staff of the duty station, to change the deadline and to impose a fine of more than 5,000 dollars.

(iii) No effective registration markings, security tests of qualified symbols, vibrant marks, emergency relief calls, corrective charges and fines of over 5,000 dollars.

(iv) Failure to place the safety concerns used by the ladder, the warning signs at a visible place where the passengers are prone to attention, the time limit is being changed; the impossibility of the delay, the cessation of use and the imposition of a fine of up to 2,000 yen; and, in exceptional circumstances, the discontinuation of the use or suspension of the operation and the imposition of a fine of over 500,000 dollars.

In violation of article 15 of this approach, the ladder uses the manager of the ladder, where the ladder has been malfunctioning or other security concealments, has not been posted in a marked location where the passengers are prone to attention, by virtue of the responsibility of the quality technical oversight department and may be fined by more than 1 million yen of 2000; the ladder has not eliminated the risk of the accident and has continued to be used by the quality technical oversight department; the delay has not been changed to impose a fine of more than 20,000 dollars; or

Article 40 of the day-to-day maintenance unit of the ladder, in violation of article 19 of this scheme, has not established a fixed office place in the city and equipped with the corresponding operating personnel, instrument equipment, emergency relief telephones, which are converted by the municipal quality technical supervision sector and may impose a fine of up to 50,000 yen; the absence of a process of preparation of the case or changes in information that have not been processed within the prescribed time period, is subject to a warning and fine of €50 million.

Article 42, the day-to-day maintenance unit of the ladder, in violation of article 20 of this approach, provides that one of the following cases is rectified by the responsibility of the quality technical supervision department and that a fine of more than 500,000 dollars is imposed:

(i) No one month, quarterly, semi-annual and annual maintenance, as required by the ITU Rules for the Management and Maintenance of Maintenance, or the maintenance of each maintenance is not recorded and confirmed by the ladder use manager;

(ii) Non-exploitation of the maintenance ladder within the prescribed time period, or the self-assessment project is less than the ladder Use Management and Maintenance Rules for the annual maintenance and gradient regular testing and its content, or has not been reported to the ladder's users;

(iii) In the course of day-to-day maintenance, the ladder was found to be in a safe footprint and was not presented to the ladder of the ladder's use manager with the ladder's mark, indicating the security hidden circumstances identified and the measures recommended to be addressed;

(iv) The absence of fixed telephones as duty telephones or the fact that the telephone on duty cannot guarantee the freeness of the communication;

(v) Upon receipt of the report of the hardships, it was not possible to reach out to the field for rescue within 30 minutes.

Article 43 ITU's daily maintenance unit violates article 21 of this approach by assigning employees who have not obtained the Special Equipment Operations Manual or employees of non-resident units to perform operations, which are converted by the responsibility of the quality technical supervision sector and fined by over 50,000 yen; and the absence of safe education and technical training for ITU operators, which is due to a change in the quality technical supervision sector, with over 5,000 fines.

Article 44 ITU's day-to-day maintenance unit violates article 22 of this approach by subcontracting the ladder to maintain its business, redirecting or redirecting, subcontracting and reordering the quality-technical supervision sector and imposing a fine of up to 500,000 yen.

Article 44, paragraph 1, of the scheme provides for changes in the ladder's daily maintenance units during the period of ITU safety tests, which have not been reported for the replacement of the safety test qualification mark by the ladder test body within the prescribed time period, which is being corrected by the responsibility of the quality technical supervision sector and may be fined by more than 10,000 dollars.

In violation of article 24, paragraph 2, of this approach, ITU established that information on the day-to-day maintenance units that had not been submitted to the municipal quality technical supervision department for updating within the prescribed time frame would be converted by the municipal quality technical supervision sector and could be fined by more than 10,000 dollars.

In violation of article 25 of this approach, ITU's daily maintenance unit provides that gradients without maintenance of schools, kindergartens and vehicle stations, passenger terminals, chambers, sports gallery, exhibitions, parks, etc. are equipped with routine maintenance of information-gathering equipment and are converted from the quality technical supervision sector to the time limit; the unpredictable delay may impose a fine of more than 5,000 dollars.

Article 47

(i) No fixed-term test application was submitted to the inspection body for one month prior to the expiration of the security test eligibility period or for the use of unqualified gradients without a regular test or test; the impossibility of the period of time; the imposition of a fine of more than 20,000 dollars at the end of 2000; and, in exceptional circumstances, the suspension of use or the suspension of production.

(ii) Three or more failures have been reported in the quality technical supervision sector during the ladder's safety test, and the existence of confirmed failures has affected the safe operation, with no application for a regular test at the request of the quality technical oversight department, the time limit is being changed; the uncorrected delay is fined by over 3,000 dollars.

In violation of article 28 of this approach, ITU testifies to the fact that, after receiving the test application, there is no time frame for testing, screening reports and the submission of inspection results to the municipal quality technical oversight sector, the time limit of the responsibilities of the municipal quality technical supervision sector is changed; the uncorrected period could be fined up to 50 million dollars.

Article 49 of the ITU test body and test Testers violate the provisions of article 29 of this approach, which are dealt with by the quality technical oversight component in accordance with the following provisions:

(i) The ladder test body is not subject to the inspection elements, requirements, methodologies and procedures under the safety-technical norms, such as the ladder Monitoring and Testing Rules - the removal of their corresponding qualifications, in the event of serious circumstances;

(ii) The ladder test body and the test sensor have given false test results or the test results are seriously false, and the test results have been charged with the confiscation of proceeds of the law by the Testing Agency, with a fine of more than 200,000 dollars, in the event of severeness and the removal of its test qualification; fines of more than 50 million United States dollars for the test personnel, in the case of serious circumstances, the removal of their test qualifications; and legal accountability.

In violation of article 33, paragraph 2, of this approach, the ladder's daily maintenance unit refused to take measures to eliminate hiddenities within a period of time required by the quality-technical supervisory sector, which is redirected by the responsibility of the quality-technical oversight department and is subject to a fine of over 50,000 dollars.

Article 50, the relevant administrations, such as quality technical supervision, and their staff members, violate this approach by misuse of their functions, favouring fraud,ysing negligence, and by acting outgoing organs or supervisory bodies, in accordance with the authority of management, to administratively dispose of the responsible person in accordance with the law; constitute a crime and hold criminal responsibility under the law.

Chapter VIII

Article 52 is implemented effective 1 February 2013.
