Assistance for natural disasters in the province of Yunnan

(The 90th ordinary meeting of the People's Government of Yumunnan, 7 December 2012, considered the adoption of the Decree No. 183 of 28 December 2012 on the People's Government Order No. 183 of 28 December 2013, effective 1 March 2013)

Article 1 guarantees the basic life of the affected person, in accordance with the State Department's Natural Disaster Relief Regulations (hereinafter referred to as the Regulations) and the relevant laws, regulations and regulations, in order to regulate natural disasters.

Article 2. Natural disasters occur within the territorial administration and rescue activities for affected persons are applicable to the Regulations and the provisions.

The natural disasters described in this provision include, inter alia, drought, flooding, hurricanes, ices, cigarettes, telecommunications, low-warfed and snow-equal disasters, earthquakes, landslides, landslides, cements, and geo-biological disasters, forest grassland fires and major biological disasters. Article 3. Natural disaster relief is governed by executive leadership at all levels of the people's government.

The Provincial Committee for Disaster Reduction is responsible for organizing, leading natural disaster relief efforts throughout the province, in coordination with the National Committee for Disaster Reduction to carry out special and significant natural disaster relief activities and to coordinate the implementation of larger natural disasters assistance activities. The provincial civil affairs sector is responsible for the rehabilitation of natural disasters throughout the province and assumes the specific work of the Provincial Committee on Disaster Reduction.

The State, the city, the zone and the commune governments or their integrated coordination body for natural disaster response is responsible for organizing, coordinating natural disaster relief efforts in the current administrative region. The State, the city, the district and the civil affairs sector are responsible for natural disaster relief in the current administrative region and assumes the specific work of the integrated coordination body on natural disaster response by the Government of the people at this level.

Sectors such as district-level development reform, industrial and informationization, finance, land-use resources, transport, rural and urban construction, agriculture, water, commerce, food, sanitation, earthquake, meteorology, security regulation, public safety and security, in accordance with their respective responsibilities, are able to support natural disasters in this administrative region.

Article IV. Article 7. The Government of the people at the district level shall establish emergency shelters in accordance with article 11 of the Regulations and establish, in accordance with the circumstances, the protection units of emergency shelters.

Natural disasters, communes, town governments, street offices and other authorities, groups, business units, are conditional, and emergency shelters should be established in places such as parks, squares, sports sites, playgrounds, greenfields, etc.

Article 8. Governments of more people at the district level should establish natural disaster relief teams with the participation of the authorities, social organizations, volunteers, to strengthen operational training and to equip the necessary transportation, communications and emergency relief equipment.

The Village (HL) Commission and the Enterprise Unit, established in accordance with Article 12 of the Regulations, are responsible for the provision and transmission of early warning information on natural disasters, the collection and reporting of information on disaster situations, natural disaster response assistance and the promotion of disaster mitigation knowledge.

Article 9. Governments at all levels should organize awareness-raising activities and the necessary emergency response to the characteristics of local natural disasters, increase disaster prevention awareness and increase resilience.

Article 10

(i) The organization of working groups to inform disaster situations on the ground and to guide emergency relief efforts;

Article 11. Article 13. Article 14. The management and use of natural disaster relief funds by means of exclusive, non-reimbursable and focused use.

Article 15. The above-ranking civil affairs, finance and other sectors are responsible for the allocation, disbursement, distribution, management and supervision of the use of natural disaster relief funds, in accordance with articles 22 to 25 of the Regulations and the provisions of the Department of State authorities, the Government of the province on the management of natural disasters.

(ii) Basic living assistance for the food rations, water, clothing and temporary accommodation of affected persons;

(iii) Medical assistance, such as disaster-affected persons;

(iv) Rehabilitation or rehabilitation of persons affected by disasters that undermine housing;

(v) Rehabilitation of public service facilities, such as education, health care;

(vi) Procurement, storage, loading, transport and recovery of natural disasters;

(vii) Reassured the families of the victims of disasters;

(viii) Other natural disaster relief matters approved by the Government of the people at the district level.

The donations are determined to be used in accordance with the will of the donation.

Article 18 projects to help natural disasters include: emergency response, transitional life assistance, re-establishment of housing, hardship relief for the temporary life of drought, hardship relief for temporary life in the winter, and family reassurance for the victims.

The various criteria for the provision of assistance for natural disasters are developed by the Provincial Civil Affairs Department with the relevant departments and are implemented after the approval of the Government.

The above-mentioned civil affairs sector in the affected areas shall grant grants and supplies to the beneficiaries in accordance with the criteria approved by the Government of the Provincial People and the procedures set out in Article 12 of the present Article.

When the situation is urgent, with the consent of the Government of the people at the district level, natural disaster relief payments may be made by the pioneering organizations of civil affairs, finance, inspection, audit and etc.

Article 20 assists that meet the conditions of natural disasters are signed by means of effective documentation to the communes, the Government of the town and the location designated by the street offices for natural disasters.

The victims of natural disasters are reported on a case-by-case basis by more than the civilian sector at the district level.
