Bonus management approach

(Act of the 82th ordinary meeting of the Government of the Blackonang on 12 December 2012 for the consideration of the adoption of the Order No. 3 of the People's Government Order No. 3 of 24 December 2012.

In order to strengthen basic mapping management, promote and develop basic mapping, guarantee the need for economic construction, social development and public emergency response to basic mapping, the formulation of this approach is based on the provisions of laws and regulations such as the People's Republic of China Mapping Act, the Basic Mapping Regulations.

Article 2 engages in basic mapping activities within the territorial administration and applies this approach.

The underlying mapping described in this approach refers to the establishment of a national unified mapping baseline and mapping system, the construction of basic mapping facilities, the conduct of basic air photographs, access to information on remote sensing based geospatial information, the measurement and updating of national basic scale maps, video maps and digitalized products, and the establishment and updating of the base geographic information system.

Article 3. Governments of more than zones should strengthen their leadership in basic mapping, incorporate basic mapping into the planning and annual plans for economic and social development of their nationals and include requirements in the current financial budget.

Article IV defines the management of the geography information administration in the province responsible for the uniform supervision of the whole provincial base mapping process.

The municipal (territory), district (community) mapping of geo-information administrative authorities is responsible for the integrated monitoring of the mapping of the administrative regional base.

Article 5

Basic mapping planning should be aligned with the overall planning and related planning of the national economic and social development of the current people's Government.

Article 6

Article 7.

(v) Establishment, updating and maintenance of the provincial geography information public service platform and the building of provincial space maps;

(vi) Organizing geospatial monitoring;

(vii) Preparation of comprehensive maps (cackage) and common maps (catch);

(viii) Construction, updating and maintenance of basic mapping facilities;

(ix) Organizing the implementation of provincial-based mapping of emergency security services;

(x) Other basic mapping projects required for economic development and social development throughout the province.

Article 10

(i) Carrying and updating of the unified PACT, the Highway Control Network and the Space Positioning Network;

(ii) Organization of basic air photographs and access to basic geographic information remote sensing information;

(iii) Measuring and updating 1: 2000, 1:1000, 1:500 countries with basic scale maps, video maps and digital mapping products;

(iv) Establishment, updating and maintenance of basic geo-information databases and their distribution services systems;

(v) To map down local space facilities in urban areas and to establish and update information systems;

(vi) Establishment, updating and maintenance of a platform for geo-information public services, the geospatial framework for digital cities and the building of space maps;

(vii) Building, updating and maintaining basic mapping facilities;

(viii) Organizing basic mapping of emergency security services;

(ix) Other basic mapping projects for economic construction and social development needs.

Article 11. The mapping of geo-information administrative authorities organizes the implementation of the basic mapping project, which should be determined by law on the basis of the base mapping planning and base mapping annual plans.

Article 12. The base mapping project assumes units and should have a corresponding hierarchy of mapping, with its credit information files without poor credit records.

Foreign organizations or individuals, joint ventures with foreign organizations or individuals, cooperative units assume basic mapping projects within the administrative regions of the province, in accordance with national legislation, regulations and regulations.

Article 13

Article 14.

Article 17

Article 19

(v) The base geographic information database is updated on the basis of changes in national base scale maps;

(vi) Timely updating of the data on the geo-information public service platform based on changes in the base geographic information database;

(vii) The results of the basic mapping required for the response are updated in accordance with the needs for emergency security services;

(viii) The geospatial monitoring data should be updated regularly in accordance with monitoring requirements;

(ix) The updated cycle of integrated maps (cackage) and common maps (eds) should not exceed five years.

Other mapping results completed by basic mapping results and fiscal investment should be provided free of charge for decision-making, social good cause and public emergency.

The management and use of basic mapping results are implemented in accordance with the relevant laws, regulations and regulations.

Article 21 Governments should strengthen leadership and coordination in the field of geographic information exchange and sharing, organize mechanisms for the exchange and sharing of geo-information data in the relevant sectors, strengthen geo-information databases and geo-information public service platforms, improve the system of geoinformation services and promote the development and use of geographic information resources.

The mapping of geo-information administrative authorities is responsible for the construction, management of the Geographic Information Database and the Geographic Information Public Service platform to provide, maintain and update basic geo-information data.
