Modalities for the management of population family planning services in Blue Heavy Province

(Summit No. 108 of 22 November 2012 of the People's Government of Blue Sea considered the adoption of Decree No. 92 of 29 November 2012 by the People's Government Order No. 92 of 29 November 2013, effective 1 January 2013)

In order to strengthen the management of family planning services for the mobile population, the maintenance of the legitimate rights and interests of the mobile population, the stabilization of the low levels of fertility, and the development of this approach in the light of the Regulations on the Mobility of Population Planning.

The second approach applies to the residence of a non-resident province's family in the province and to the residence of a trans-tonal (market) with the province's household, for the purpose of working and living. However, the following persons are:

(i) Persons who are expected to return to their homes due to travel, medical, school, tourism, visitorship and visitors;

(ii) Persons living in different places between urban areas and areas;

(iii) After marriage, a woman who has not been removed from the mother-to-children's place of residence in the male family.

Article 3. The Government of the above-mentioned population is responsible for the flow of population planning within the current administration, the integration of mobile population family planning into local economic and social development planning and the progressive realization of basic public services. The requirements for mobile population family planning are guaranteed in accordance with the relevant national provisions.

More than the people at the district level should establish a coordination mechanism for the sound functioning of family planning for the mobile population, to coordinate the integrated management of family planning for the mobile population, to put in place a target management responsibility, to monitor and assess the family planning of the mobile population, the street offices and the related sectors, and to honour the award.

Article IV Work on family planning for the mobile population is co-hosted by the mobile population and the Government of the people of the current residence, with the participation of the Government of the people of the host country.

Article 5

Within their respective responsibilities, the mobile population is responsible for family planning. When procedures such as the registration of mobile populations, residence certificates, entry of children into institutions, work clearances, health permits, business permits, etc., the relevant files should be identified, and information-sharing is regularly communicated to the same population and family planning sectors.

Article 7. All levels of trade unions, groups of people, such as WCW, and the Family Planning Association should play their respective roles in aligning with the Government's population and family planning services for mobile population planning.

Article 8

(i) Implement services such as population family planning education, policy advice;

(ii) A married birth certificate for adult women who have been found to have undergone a forced marriage certificate, and a woman who has not been able to do so within three months;

(iii) Establish a mobile population family planning information system with the Government of the people of the mobile population (communes) or street offices to verify and communicate information on family planning for the mobile population;

(iv) Provide safe, effective and appropriate contraceptives, reproductive health services for married women who have been married to the mobile population, conduct regular family planning and reproductive health inspections free of charge, and inform the Government or the street offices of mobile population contraceptives;

(v) To communicate the family planning services and incentives available to the mobile population in the present place of residence and the related obligations to be performed;

(vi) Combination, statistical flow of population information, networking with the relevant sectors and implementation of measures for the management of family planning services;

(vii) Assistance to the superior population and the family planning sector to deal with the flow of people in violation of family planning policies as prescribed.

Article 9. The Government of the People's Government or the Office of the Street People shall perform the following duties:

(i) Provide services such as population and family planning for education, policy advice, etc.;

(ii) The Marriage Child Care certificate for adult-age women who leave the place of home;

(iii) In connection with the current place of residence of the mobile population, to understand the marital, reproductive, and patriarchal status of the mobile population, to communicate or to verify information through the information management system to the people's authorities or street offices;

(iv) Provide free birth certificates for the first child who has been married to the child in the present place of residence;

(v) Advantages for parents of children who live alone in mobile populations;

(vi) In conjunction with the current residence of the mobile population, persons who violate family planning are treated in accordance with the law.

Article 10

(i) To assist the communes (communes) or street offices in the identification of the Marriage Care certificate, to register family planning for the mobile population and to report relevant information in a timely manner to the commune (commune) people's government or street offices;

(ii) To communicate family planning services and incentives available to the mobile population, advantages and needs, and the related obligations to family planning to be performed;

(iii) Advocacy and access to relevant legal policies for mobile populations.

Article 11. Mobile populations should be aware of family planning, the implementation of family planning contraceptives and the management of family planning services by the Government of the people who are present and host.

An adult child-bearing woman shall submit the Marriage Care certificate to the Government of the People's Republic of residence (communes) or the street's office within 30 days of the arrival of the present place of residence, as well as the place of communication through the community, village (habiliation, pastoral) National Commission, to the people of the current residence (community) or to the neighbourhood's office, the Marriage Care certificate and the place of residence.

Before leaving the place of the household, a adult-age woman should have his or her resident identity card, his immediate position of a photograph of two, and be informed of the full material required for the processing of the required materials in the communes (communes) or the street office.

In one of the following cases, the issuing authority shall suspend or not proceed with the marriage certificate and provide reasons for:

(i) No provision is made for the provision of evidence;

(ii) The absence of a provision for the implementation of maternity measures after childbirth;

(iii) There is no remedy for pregnancy outside the policy;

(iv) Unprocessarily out of the policy.

Article 14. Both spouses are mobile populations and may be registered with the first child's maternity service at the current residence (community) Government or in the street offices; the spouses are incompatible with their present place of residence and are registered in the place of residence of women.

Article 15. The mobile population enjoys the following family planning services, incentives and preferences in the present place of residence:

(i) Free access to knowledge and advisory services such as population family planning legislation, contraceptives, good birth and reproductive health;

(ii) Free access to contraceptives and free access to basic family planning technology services and reproductive health and pre-primary and reproductive health care services provided by the State;

(iii) The night-marriage or the introduction of family planning operations in the place of residence, in accordance with the relevant provisions;

(iv) Implementation of family planning, support, excellence and priority care in terms of production operations.

Article 16 provides that health agencies should register real names of the pre-delivery population and submit registration information annually to the host commune (communes) Government or street offices.

Article 17: The unit shall be equipped with family planning for the mobile population, in accordance with the law, to carry out family planning incentives, advantages and needs of the mobile population, to receive oversight inspections in the population and family planning sectors of the host Government or the street offices and the people's Government.

Relevant organizations and individuals, such as the rental of homes (located) and the business sector, should provide information on the situation of family planning for the mobile population.

Article 19 of the law of the mobile population, which found that the population and family planning sectors of the population at the local district level should be informed, prior to the decision to collect social support, on the basis of information from the local population and the family planning sector.

The mobile population has paid social support payments in full accordance with local standards for childbearing in violation of the law and, in another case, cannot be charged with social support for the same fact.

Article 20 violates the provisions of this approach, and the provisions of the law, legislation and regulations have legal responsibilities.

Article 21, which impedes the implementation by national staff of the responsibility for the management of family planning for the mobile population, is punished in accordance with the relevant provisions of the Law on the Safety and Security of the People's Republic of China, which constitutes a serious offence and is criminally prosecuted by law.

Article 2 The approach to family planning management and services for the movement of people in Blue Heavy, No. 45 of 2 August 2004, was also repealed.
