Modalities for the implementation of the Carriage Safety Regulation in the Province of Chungi

Article 1, in order to implement the State Department's Regulations on the Safety of Vehicles, guarantees the safety of school students and develop this approach in line with the practice of the province.

Article 2

Article 3. This approach refers to the acquisition of licenses pursuant to the provisions of the State Department's Regulations on the Safety of Cyberage, which are used to send more than seven special cars for students who receive compulsory education.

Students should be transported to school buses to be designed and manufactured in accordance with the national standards of the specialized school vehicle.

The specialized school vehicles should be painted in accordance with the colour and exclusive mark set by national standards.

Article IV takes measures to develop public transport in cities and rural areas.

The urban, district and territorial governments should take concrete measures to develop public transport in urban and rural areas, to plan reasonably, set public transport routes and sites, and to facilitate students who need to be taught in the vehicle.

The municipalities, districts (communes, districts) and the people's governments should ensure that students are enrolled in schools or are enrolled in boarding schools in accordance with the factors such as the number and distribution of compulsory students in the current administrative region, in the context of migration relocation, focus town and rural concentration of residence points, scientific rationalization of school planning, optimization of primary and secondary schools (the teaching point), and the reduction of the transport risk of students. The establishment and adaptation of compulsory schools (the teaching point) should be fully informed of the views of students' parents.

Specific measures were taken by the Governments of provinces, municipalities, districts (communes, districts) to ensure access to school services for students who were in a position to do so and that public transportation was not able to meet the needs of the secondary school.

Article 5

Article 6. Article 8. Governments of more people at the district level should establish a joint school safety management system or a coordination mechanism for the management of school bus safety, to coordinate major matters in the management of the school vehicle safety and to manage the road safety. Article 9. The Ministry of Education of the Provincial People's Government is a convenor of the Inter-January Joint Meeting on Car Safety, which assists the convenor. The joint meeting on vehicle safety management has focused on or developed matters:

(i) Research on the development of goals and mandates for the safe management of school vehicles;

(ii) To study the establishment of a mechanism for the safe management of school vehicles;

(iii) To study the development of a programme for the management of school bus services, which is carried out by the provincial people's government after approval;

(iv) Organization of day-to-day inspection and dedicated governance for the safe management of school vehicles;

(v) Coordination relates to the safety management of school vehicles.

The joint meeting on road safety management in the municipalities, districts (communes, districts) of the Government of the People's Republic (Working Coordination Mechanism) was established by the Government of the People's Government in the districts.

Article 10

Article 11. Governments of more people at the district level should establish mechanisms for the financing of the school.

The Government, through financial support, supports the use of school buses to send students.

Tax incentives for school bus services are implemented in accordance with national provisions.

Social donations are encouraged to support the use of school buses to send students.

Article 12. The Government of the people at the district level and its education sector should take practical measures to mobilize social forces to provide the necessary material, financial and other support to schools and school service providers who require school vehicles.

Article 13. The Government's education sector should conduct in-depth research on secondary schools, complete and accurate access to school distribution, the number of school students enrolled in school, the needs for secondary school transport services, and information on the current state of school services and the needs of school vehicles; and establish a school vehicle service information system, implement the school vehicle needs and provide statistical, analytical and dynamic management, and regularly publish relevant information to society.

Article 14. Schools can be equipped with school vehicles. Road passenger transport operators established by law, urban public transport enterprises, and school operators established by municipalities, districts (markets, districts) and the people's government, can provide school bus services.

The commune, district and territorial governments of the area may organize, in accordance with the realities of the region, the provision of school bus services by individuals who have obtained a licence for road passenger transport.

Article 15. Schools and school vehicle service providers equipped with school vehicles should establish a sound training safety management system, with security managers, to strengthen the safety of school vehicles, to conduct safe education on a regular basis for school drivers, to organize school drivers to study road safety legislation and safety prevention, emergency disposal and emergency relief knowledge, and to guarantee the safety of students in school vehicles.

Article 16 provides school bus services by school truck service providers, and schools shall enter into school safety management responsibilities with school truck service providers to clarify their safety management responsibilities and implement the safety management measures for the operation of the school vehicle.

Schools should report on the responsibility for the safe management of the school vehicle to the district (markets, areas) or the Government's education sector in the districts.

Article 17 schools should adopt a combination of centralized education and day-to-day education to conduct transport safety education for teachers, students and their guardians, to understand the safety of school buses, to teach school safety accident emergency response skills, and to organize at least one school safe accident response course at least once.

Students' guardians should fulfil their custody obligations, cooperate with the safe management of school cars for schools or school service providers, and send students on time to the school vehicle stop.

Article 18

The use of vehicles that have not been able to obtain a school trailer service is prohibited.

Article 19 The motor vehicle driver applied for the driving of the school vehicle, in accordance with article 23 of the State Department's Regulations on the Safety of Vehicles and Article 24.

The motor vehicle driver has not been able to obtain a school vehicle driver and cannot drive the school. The recruitment of motor vehicle drivers who do not have access to school vehicles is prohibited.

Article 20 should be equipped with safe equipment such as merging, dry powder firearms, first aid boxes. Security equipment should be placed in a user-friendly position and ensure good and effective application.

The school vehicle should be equipped with satellite positioning devices with a record-keeping function, as required.

Article 21 Drivers should comply with road traffic safety legislation and driving operational norms, safety driving, civilization.

Prior to the arrival of the school buses, the trainer should check the safety technology requirements by moving the school vehicle, moving towards external lighting, tyres, safety chairs, security belts, etc., and not by driving the school vehicle that is safely hidden.

The school driver shall not be allowed to add to the vehicle at the time of the school vehicle and shall not leave the driver before the launch of an engine.

The local people's Government should organize security protection facilities, restricted marks, warning signs, improve road safety conditions and reduce the risk of road safety in the relevant sectors, such as transport, transport management of public security authorities.

Article 24 Transport management of public security authorities should strengthen the management of road traffic order in the route of the school vehicle. In the event of transport congestion, the transport police should command the movement of school trucks carrying students.

When the school vehicle delivered a student, it was possible to move in public traffic-marked cars and other social vehicles prohibited, but to allow the passage of public transport vehicles.

Article 25 Students at the school vehicle should be stopped at the school terminal, and the road blocked by no school vehicle terminals could be stopped at the public traffic station.

Article 26 Students on the road should be stopped on the road right side by opening dangerous alert lights and opening parking instructions. Enterprises with the construction of the vehicle maintenance operation should be responsible for the quality of the maintenance of the school vehicles in accordance with the technical norms of motor vehicle maintenance and the implementation of the quality assurance period for the maintenance of the vehicle during the quality assurance period.

Article 29 Schools equipped with school vehicles, school truck service providers should assign cars to the full course of the car. The school vehicle service provider provides school bus services, and both parties can agree to assign escorts to schools.

Schools and school truck service providers should conduct safe education on a regular basis for car escorts and organize road traffic safety legislation, emergency disposal and emergency relief knowledge.

Article 33 The accompanying car shall perform the following duties:

(i) To direct, direct and maintain the next vehicle order at the time of the bush;

In the course of the delivery of a school vehicle, the travel of persons other than the driver and the accompanying car is prohibited.

Students may not be arranged by a deputy driver of the school vehicle.

Article 32 Trade union organizations should guide or organize school teaching workers to implement safe and democratic management of school buses, including through the Staff Union Congress, the School Board, and to oversee the signing of collective contracts and labour contracts with school garners that include the safety provisions of school vehicles, and to assist schools in the provision of transport safety education to teaching workers.

Article 33 Joint meetings on the safety of school buses at the district level or among members of the relevant coordination mechanism should be strengthened by the day-to-day management and supervision of the safety of school vehicles, the timely detection, elimination of hidden incidents affecting the safety of school vehicles and the proper handling of related incidents involving the safety of school vehicles. The supervisory schools and school service units implement the safety management system for school vehicles and implement the responsibility for the safety of school vehicles.

Article 34 organizations such as Cycle, WC, etc. should be aware and reflective of the views and recommendations of young students and their parents on the safe management of the school; organize activities aimed at educating young students on the safety of the traffic in the school and create a climate of good road safety; monitor the operation of school buses, report on school bus violations, promote the implementation of school safety and defend the legitimate rights of adolescents.

More than 15 people at the district level should actively organize awareness-raising and universal access to the legislation on road safety management.

Media such as radio stations, television stations, newspapers and networks should assume social responsibility for the safety of schools and for the promotion and universalisation of the legal regulations governing the safety of the school bush, provide publicity coverage and opinion in the area of the safety of the school, raise social security awareness and create a good public opinion environment for school safety.

Article 36 Insurance agencies should be able to perform, award services in accordance with the law, to actively develop insurance products involving the safety of school vehicles and to provide risk security for school safety.

Article 37 Transport management of public security authorities should strengthen monitoring of the operation of school vehicles by investigating offences involving road traffic safety in schools under the law; collect and enforce reporting as a vehicle for the delivery of student vehicles or a motor vehicle to meet the standards of invalidity; use by law of vehicles without access to school markers to provide school services, driving cars for those who do not have access to school qualification, forfeiture, conversion or use, forging of school brands, as well as for garbage forfeiting, and for driving out-of-war offences.

The sectors reported should be dealt with in a timely manner by law; reports that do not fall within the management responsibilities of the sector should be transferred in a timely manner.

Relevant sectors such as education, public safety, transport, industrial and informationization, quality, security regulation, and their staff are not subject to legal responsibility for the safe management of the school bush, criticizing the unit and discriminating the responsible leadership and the direct responsible person in accordance with the law; constituting an offence and holding criminal responsibility under the law.

Article 40. Schools are in breach of article 17, paragraph 1, of this approach, recturing by the educational sector and criticizing schools and distributing them to the law.

Article 42, in violation of other acts of this approach, is addressed in accordance with the laws, regulations and regulations of the People's Republic of China Road Traffic Safety Act and the State Department's Road Safety Regulations.
