(b) The management of electric vehicles in the provinces of Yunnan

(Adopted by Decree No. 182 of 11 December 2012 by the People's Government of Yumnang on 19 November 2012)

Article 1, in order to strengthen the management of electric vehicles, to maintain road traffic order and to guarantee safe access to road traffic, establishes this provision in line with the laws, regulations, such as the People's Republic of China Road Traffic Safety Act, the Regulations on Road Traffic Safety of the People's Republic of China, and the Regulations on Road Traffic Safety in the Province of Yunnan.

Article 2

This provision refers to electric power-based vehicles that are fuelled by a battery-based energy motive, and to the design of the highest-time, air-quality, medium-size-flights, in line with the national standards of electric motorcycles.

This provision applies to national standards that exceed the above-mentioned requirements but do not meet the electrical movable motorcycle national standards, i.e., super-significant electric vehicles.

This provision is not applicable in line with the national standards of electric movable motorcycles and in the electrolytic motor vehicle management.

Article 3 Governments at the district level should strengthen their leadership in the management of electric motorcycles, ensure that the management of electric vehicles is adapted to economic construction and social development and provide the necessary financial guarantees.

The public security sector is responsible for the safe management of the road transport of electric vehicles.

The industrial and information-chemical sectors are responsible for the management of the industry of electric-powered businesses and their products.

The quality technical supervision sector is responsible for the management of quality monitoring of product production, such as electric vehicles and their batteries.

The business administration sector is responsible for overseeing the management of the market for the sale of goods, such as electric motorcycles and their batteries, and after-service services.

The environmental protection sector is responsible for overseeing the disposal and use of electric movable batteries.

ITUA assists the sector in the self-regulation of its own vehicle industry.

Article IV Governments and their relevant departments should establish a system of sound information circulars on their own vehicles and public information.

The transport management of the public security agencies should strengthen the collection of information on electric vehicles and e-mail information, establish a smoil self-labile management system and provide information services.

Article 5

The production, sale of electric vehicles that are not in accordance with laws, regulations and national standards and the related products such as batteries.

It is prohibited to garage or to renovate electric vehicles.

Quality-technical supervision, industrial and information-chemical sectors should be carried out in accordance with the law on the day-to-day supervision of production enterprises for products such as electric vehicles and their batteries within the province.

The business administration sector should implement, in accordance with the law, the day-to-day supervision management of the sale of enterprises for related products such as electric vehicles and their batteries.

Article 6.

Provincial industrial and informationization, the public security sector, together with provincial quality technical supervision, business administration, the environmental protection sector, prepares a directory of the products sold within the province in accordance with national standards and granting registration of the registered electric motorcycles, containing brands, stereotypes, production of enterprises, battery types, etc., to be made available to society in a timely manner.

This province grants a specific methodology for the production of the PPNs, jointly developed by the sectors listed in the previous paragraph.

Article 7.

The business administration sector should deal in a timely manner with violations of the provisions of the preceding paragraph and monitor the quality of the commodities sold of the electric movable vehicle.

Consumers should purchase and use electric power vehicles that are included in the directory of their own vehicles granted in the province.

Article 8

The application for the registration of electric vehicles shall be made from within 30 days of the date of the purchase of the vehicle to the State, the municipality or the district, the municipality and the regional public safety authority's traffic management for the movable vehicle and shall submit the following information:

(i) The identity certificate of the owner of the electric drive;

(ii) Invoices or other evidence of the purchaser of electric vehicles;

(iii) Licatory certificates for the movable vehicle and descriptions of the technical parameters of the product.

The transport management of the public safety authority receives applications for the registration of electric vehicles, and the inspection of vehicles at the site. In order to meet the conditions set forth in the previous paragraph and to grant a registered directory of their own vehicle products, the movable trajectories and routings were issued at the site and the promotion of road traffic safety laws, regulations, etc., information that was not in accordance with the provisions of the previous paragraph and the directory of the ITU products granted by the province should be presented to the applicant for reasons for non-registration, and that the information on the application was not fully available and that the information needed to be supplemented by one-time.

The range of PPNs and routing is provided by the provincial public safety authorities' transport management. The slogan and route certificate are produced by units that have obtained national qualifications in this province.

Specific approaches to the registration of electric vehicles are developed by the provincial public safety authorities' transport management.

Article 9 has been registered with changes in the content of the PPN or the transfer of titles, and the parties shall, within 30 days, apply for the registration or transfer of registration to the public safety authority registered in the ITU-based vehicle by means of registration.

The registered electric motor vehicle shall not alter the number of electric motivations, cars and no unauthorized change in structure, construction or other reloading.

Article 10. The owner of the electric motor vehicle shall, within 30 days, claim to be added and replaced by the transport management of the public safety authority that has registered the electric vehicle.

Article 11 Drivers on their own vehicles should maintain clarity, completeness, without intentional intrusion, humiliation and accompanying the vehicle to carry out its own vehicles.

Article 12

(i) Amphet, light, night-time anti-ray devices and a shift to security components such as post-revision devices;

(ii) No installation or use of devices that impede the safety of transport;

(iii) No intrusion of lights based on traffic signals;

(iv) No access to highway, urban rapid roads, bridges, walks or other areas prohibiting the movement of electric vehicles;

(v) In addition to the circumstances in which the law can take advantage of, it is not possible to move into a motor vehicle;

(vi) Only one to be attached to the authorized weight and to ensure safety;

(vii) It is not possible only to carry out the material within the authorized heavyload and not to exceed it, to prevent the driving operation, to the extent, to the extent that the material is delivered, to the extent that the material is not in violation of the statutory standards, and to refrain from destroying and transporting cargo;

(viii) No passenger battalion shall be delivered;

(ix) No alcohol or post-harvest.

Article 13. New, alteration, expansion of public buildings, commercial streets, residential areas, etc., should be constructed, upgraded to their own car parking or temporary parking sites, and should not stop the use or conversion to him.

Electrical vehicles should be parked at parking or demarcated sites; there should be no parking or delimiting of parking sites, and should be stopped without prejudice to the location of the vehicle, movement.

Article XIV introduces a system of movable movable vehicles, which provides for different reporting standards based on the length of use of electric vehicles, the state of safety, product classification and use. The use of the annual deadline is limited to the application of a 10-year period of time; the use of qualified electric vehicles, based on national standards, may extend the use of the annual limit, but the length of use is not more than two years.

Electrical movable vehicles that meet the standards of invalidity are not allowed to go through the road.

Article 15

Electrical vehicles and their cell-based production enterprises should provide replacements, recycling services, and the recycling of obsolete batteries to deal with qualified enterprises.

Consumers should refer the old batteries to the enterprise recovery set out in the preceding paragraph.

Units with no hazardous waste operating qualifications are prohibited to dispose of and use obsolete batteries.

The environmental protection sector should implement, in accordance with the law, the day-to-day monitoring of the collection, storage, transfer, disposal and use of electric movable cells.

Article 16 may participate in the third-party liability insurance or accident injury insurance in accordance with the relevant provisions of the State.

Article 17 ITU's own vehicle accident is handled in accordance with the relevant provisions of road safety laws, regulations and regulations.

Article 18

(i) Drivering electric vehicles under 16 years of age;

(ii) Unregistered by law, no electric hidings or wilful hidings, humidation plates, and no vehicle carrying the electric movable course;

(iii) Safety components such as smoking, laser, light, night anti-ray devices are incomplete or ineffective;

(iv) The installation and use of transport safety devices in electricity-driven vehicles;

(v) Intrusion of lights or other traffic signals;

(vi) Removal;

(vii) More than the legal time frame;

(viii) Access to high roads, urban rapid roads, bridges, walks or other areas prohibiting the movement of electric vehicles;

(ix) In violation of the provision for motor vehicles;

(x) Delivering in human roads, poles, street bridges or street corridors, as well as in motor cars;

(xi) Violations of the provisions of the articles;

(xii) In violation of the provision for the suspension of electric vehicles and the movement of vehicles.

One of the following acts is fined by more than 500,000 dollars of the Transport Management Service of the Public Security Agency, which constitutes a violation of the management of the security sector, which is punishable by law, and which constitutes a criminal offence by law:

(i) Scres, runways, vouchers, or other electric vehicles that are forged, converted or used for the falsification, conversion of electric vehicles;

(ii) Changes in the number and number of registered electric power vehicles;

(iii) Drinking, self-setting or electrical movable vehicles that have reached the standard of discharge;

(iv) Drivers of their own vehicles;

(v) Draker or driving electric vehicles after drug abuse.

In violation of paragraph 1 (a) of this article, the traffic management of the public security authority collects the creativity and route.

Article 20 Administrative penalties are imposed by the transport management of the public security authorities in accordance with the relevant provisions of article 18 of the present article and Article 19, which may detain electric vehicles or collect, dismantle, disintegrate, and report their own vehicles in accordance with the provisions of road safety laws, regulations and regulations.

In violation of other acts under this provision and the offences established by the law on road traffic safety, legislation and regulations that have legal responsibilities, the legal responsibility is held in accordance with the relevant laws, regulations.

Article 21 Production, sale of electric vehicles that are not in accordance with national standards or the production, sale of articulations, self-removable electric vehicles, are governed by law by the quality technical supervision sector, the business administration sector. The sale of electric movable vehicles not included in the province's offer to register a directory of electrical movable products is governed by the law.

In the course of the use, the self-loading of electric vehicles is carried out by the transport management of the public security authorities.

Article 2 abuses by organs of the State and their staff in the management of electric motorcycles, malfunctioning, provocative fraud are punishable by law, which constitutes an offence and is criminalized by law.

Article 23 of this provision provides for the registration of a registered point established by the transport authorities of the movable owner's residence within three months from the date of operation of the present provision.

This provision has been made for the purchase of a super-elected vehicle, which is documented by the transport management of the public security authorities, and the issuance of the super-elected electric vehicles transition numbers and routeds, can be taken on the road. The effective period for the transition of the super-elected electric vehicles not exceeding four years. During the transition period, the replacement of the super-elected electric vehicles could be achieved through, inter alia, the replacement of new and discounted purchases. Over the period of transition, super-elected vehicles are not allowed to walk. The above-coordinated electric vehicles purchased after the operation of this provision will not be issued for the transition of the super-elected electric vehicles and pass, without the road.

Section 24 of the Public Security Agency's Transport Administration registers the issuance of electric movable hidings and trailers, which are charged in accordance with the relevant provisions of the provincial fiscal, price sector-approved charges project, fees and administrative charges management.
