Water engineering management approach in Sygiang Province

(The eleventh 106th ordinary session of the People's Government of the Province of Chiang Mai on 21 November 2012 was considered through the publication of Decree No. 177 of 27 November 2012 of the People's Government Order No. 177 of 27 November 2013, effective 1 February 2013)

Chapter I General

Article 1, in order to strengthen the protection and management of water-stressed projects in Sangong Province, ensure the proper operation of water-work facilities in Sangong Province, and to secure water supply, in line with the laws and regulations of the People's Republic of China Water Law, the Urban Water Supply Regulations, the Water Engineering Management Regulations of the Province of Hiroshima.

The approach is applicable to the construction, protection, management and other related activities of the second Sangong State.

Article 3 of this approach refers to water-leading works in the Western Hygiene region, which refers to water pumping stations, water pipelines and their subsidiary facilities, and other support facilities, from the mountainous communes. Mainly include:

(i) Access to water pumps from three water areas in Budddh City to water plants;

(ii) Water pumps are taken in the west of the three water areas, through the Gianggen village, along the lines of the three water two bridges, the Zangkok blocks, through the flow of the Viet Nam sand, the East Watercourse, the north of the River, the Great Lakes, the Greater Herm, the Great Lakes railway, the Greater Tigin, the west, along the east line, the Budddddddddd Mountains, the white waterway, along the water pipeline line along the farmlands to the toilet;

(iii) Removal of the dry line of water pipelines to the water pipeline line;

(iv) The streams, valves, veterans, video surveillance devices, markings, warning signs, screening corridors and subsidiary facilities such as water pipelines;

(v) A dedicated high-risk transmission line, transformative equipment and its construction materials, as well as specialized communications telephone lines, radio-related facilities and other complementary facilities.

Article IV, the provincial water administration is the administrative authority for water-leading works in Sangong Province and is responsible for organizing this approach.

The provincial water administration authorities may entrust the authorities of the water authorities in the city of Hiroshima and the city of Budddhist to the day-to-day administration of water-stressing works in the Grand Sangi State.

Governments along the West Highland Waterway project are cooperating with provincial water administration authorities in the protection and management of water-leading works in Sangongang.

The management of public safety, land resources, planning, housing and rural and urban construction, environmental protection, transport, agriculture, navigation and maritime, in accordance with the relevant laws, regulations and regulations, cooperates with the protection and management of water-stressed works in the Sangangong State, in accordance with their respective responsibilities.

Article 5 WAS has been responsible for the day-to-day management of water-leading works in Sangong Province.

Any units and individuals in Article 6 have the obligation to protect water-induced works in Sangong Province and have the right to stop and report hazardous engineering facilities safety.

The provincial water administration authorities, the authorities of the State of Water, the administrative authorities of the city of Buddddddddh City, the Water Engineering Unit in the Western Province should establish a complaints reporting system, inform the reportingers of the results and provide incentives for the reporting units and individuals.

Chapter II Scope of management and protection

Article 7 provides for the management of water-induced works in the Sangong Province, in accordance with Article 16 of the Broad-Europe Water Engineering Regulations:

(i) The region around 200 metres of water gallery;

(ii) Regions extending over 5 metres in the peripheral direction of water pipelines;

(iii) Regions extending over 200 muns in the direction of water pipelines in Viet Nam's sand influx, East waterways, south-west, and the white river;

(iv) In the Western Highlands State, the scope of other land for use and rent is governed by the law.

The scope of the protection of water-leading works in the WA is extended beyond 20 metres.

The territorial waters and land domains within the limits of water access in Article 8 of the Sangong State are jointly organized by the relevant municipalities, such as Budddh City, the Hiroshima municipality, and by the territorial Government, in accordance with the provisions of the Water Pollution Control Act of the People's Republic of China, the Water Sources Protection Regulations of the Province of Hygiene, and the Delineation Programme of the secondary protected areas.

Article 9. The scope of management and protection of water pipelines in the WAS is overlapping or cross-cutting with the scope of management and protection of other facilities, and the provincial water administration authorities and the Sangangon Water Engineering Management Unit should be addressed in consultation with the administrative management and management units of the facility.

Article 10 The provincial water administration authorities should set permanent identification signs in the area of water engineering management and protection in the Sangon State, and the Water Engineering Management Unit in Sangong Province is responsible for the design and day-to-day management of the mark.

Identification signs in the area of road, road construction control should be approved by the road management authorities.

No unit or person shall be removed, covered, moved, painted and damaged by permanent identification signs of water supply in the Sangong State.

Chapter III Management and protection measures

Article 11. Within the context of the management of water-leading works in the Sangong State, the following acts are prohibited:

(i) The opening, closure of the veterans;

(ii) Hazardous substances such as dumping, emission toxicity, radioactive, corrosive or communicable diseases;

(iii) Sufficient plants that may be eroded by water pipelines and their subsidiary facilities or other constructions, planting vegetation, such as syllanes, which may be damaged by pipelines;

(iv) Beaching or stopping vehicles at the water pipeline that does not take solid measures, with a large number of items such as sand, brick, metal, wood;

(v) Other hazards provided for by law, regulations and regulations trigger the safe operation of water works.

Article 12 prohibits the construction of floors, chewings, cranes, sands, cements and bulldozers within the framework of the management of the water pipeline and its subsidiary facilities, with the exception of the dredging of flooding and navigation, subject to security protection measures for the pipeline and its subsidiary facilities.

Exhumation, extraction of groundwater and drilling activities are prohibited within the management of water-leading works in Sangong Province. In addition to exhumation operations, such as roads, the pipeline and its subsidiary facilities are subject to security measures.

Article 13 builds, constructs or installs electricity lines, communications lines, etc., within the scope of the 20 metres of the water pipeline.

Article 14. In the context of the management and protection of water-leading works in Sangong States, no activity such as the destruction of the operation of the construction safety operation, the drilling, the taking of the earth, the burning, release or pollutant pollutant.

No units and individuals shall be intrusive, destroying the pumping stations, pipelines, veterlets, bathymetry, video surveillance devices, specialized transmission and communication telephone lines, specialized electrical equipment, specialized radio etc.

Article 16, in the context of the management and protection of water-induced works in the Sangong Province, various types of construction, alteration and expansion projects should be reviewed by provincial water administration authorities. The construction should be subject to the supervision of the provincial water administration authorities, which should be attended by provincial water administration authorities. Provincial water administration authorities can commission a review of engineering construction programmes in the city of Hiroshima, the city of Budddhist, oversight of the construction process, and participation in the completion of the inspection.

The construction units shall apply for the review of construction programmes and shall submit the following information:

(i) Applications submitted by the construction programme;

(ii) Views from the Water Engineering Management Unit in the Sangon State;

(iii) The construction of the work relates to the overall programme maps in the area of water pipeline management and protection in the Sangon State.

In reviewing construction programmes, the provincial water administrations should seek the advice of the Government of the people and other relevant departments at the district level of construction projects.

Article 17 conducts construction operations in the context of the management and protection of water in the Sangong States, and construction units should take specific protection measures to develop water security and other work accident emergency scenarios, and inform the Water Engineering Management Unit in the Sangong High State by 7 p.m. in writing of the project, and carry out work hidings such as roads, which should be accompanied by notification to the Water Engineering Management Unit in the Sango State.

The Water Engineering Management Unit in the Sangong Province should assign specialized personnel to undertake water pipelines and their subsidiary facilities to protect safety guidance.

The Water Engineering Management Unit in the Western Province should establish a sound inspection and conservation system.

The Water Engineering Management Unit in Sangong Province has found a failure or a security concealment in the course of the inspection, conservation process, which should be promptly renovated or excluded and report on the provincial water administration authorities and the municipal water administration authorities.

The Water Engineering Management Unit of the WAS should build a video safety monitoring system within the framework of the management and protection of water in the Sigong Province and conduct real-time monitoring, identify hazards or may endanger the safe operation of water works in the Sangong State or the operation of the engineering facility shall take immediate and appropriate measures to address it and report on the provincial water administration authorities and the municipal water administration authorities at the location.

Article 20 of the Sumang High State Water Engineering Management Unit conducts inspections, conservation, repair, and risk-taking of water-lead works in the Sang Grande State, and the associated units and individuals should not be discouraged, hindered.

In the case of an emergency, the Water Engineering Management Unit of the Western Sygiang Province has been carrying out the construction of water pipelines, hiding operations that can be used by other land or facilities, but they should be informed in a timely manner of ownership or use of the owner of the land or facility.

Article 21 of the WA Highland Highway Water Engineering Management Unit is likely to affect the safety of navigation, in accordance with the provisions of the provision, in advance to the local maritime administration. In emergencies, hijackings and hijackings can apply for side operations.

In the event of a safety accident in water pipelines, the Water Engineering Management Unit in Sangong Province should immediately trigger the accident response, take effective measures to eliminate or mitigate accidents and report to the provincial water administration authorities and the people's Government where the incident occurred. The provincial water administration authorities and the people's governments at all levels along the Scong River State's water work should initiate emergency prestigation and take emergency response measures.

Article 23 of the provincial environmental protection administration should establish a regular monitoring and early warning system for water quality in the western River basins within the province's administration and develop a pre-disaster response to water contamination.

In the event of a water contamination accident or an unusual occurrence of water quality, the provincial environmental protection administration should immediately send a safety early warning notice to the provincial water administration authorities, the provincial housing and urban-rural construction administration and the water engineering management unit in Sangong Province, triggering the release of a water pollution accident emergency advance and take effective measures to combat pollution or to respond to emergencies.

In Article 24, the Water Engineering Management Unit in the Sangong Province should conduct daily inspections in the water-safe area where water is located, identify pollution or may be contaminated with drinking water sources or when water quality is unusual, immediate emergency measures should be taken and report on the provincial environmental protection administration, provincial housing and urban-rural construction administration and the environmental protection sector at the location.

Article 25

More than a cross-border city or a complex and significant number of cases have been identified by provincial water administration authorities.

The water administration authorities may commission administrative sanctions against organizations that meet the statutory conditions within their statutory competence.

Chapter IV Legal responsibility

Article 26 is one of the following acts by the provincial water administration authorities and the relevant provincial administrations, the Government of the people at all levels along the Siang River State and its management, such as water and environmental protection, which are redirected and criticized by their superior authorities or by the supervisory authority; In grave circumstances, the responsible supervisors and other responsible personnel are disposed of by the office or the inspectorate in accordance with the authority of management; criminal responsibility is vested in the law:

(v) Abuse of mandates,ys of negligence and other offences that favour private fraud.

(vi) In violation of article 24 of this approach, no inspection by law or the discovery of contaminated water sources is reported.

Article 28, in violation of article 10, paragraph 3, of this scheme, provides for the removal, coverage, movement, alteration, damage to the permanent identification signs of water-leading in the Sangong State, which is subject to the responsibility of the Government's water administration authorities at the district level to put an end to the violation, restore the status quo or compensate for the loss, and impose 100 fines on citizens to impose a fine on legal persons and other organizations.

In violation of article 17, paragraph 1, of this approach, construction units do not take specific protection measures against water-leading works in Sangong States, which are responsible for immediate suspension and corrective measures by the provincial water administration authorities; failures to be rectified, order suspensions and fines of more than 00 million dollars; causing losses and paying liability under the law; and constitute criminal liability.

Article 32, in violation of article 20, paragraph 1, of this approach, stipulates that obstruction, obstructing the operation of water-induced construction in the Sangong State shall be punished by law and shall be punished by public security authorities in accordance with the provisions of the Law on the Safety and Security of the People's Republic of China; and that criminal responsibility is lawful.

Chapter V

Article 33 protects, administers water-stressing works in the south of the city of Hiroshima, which can be implemented in the light of this approach, and the Government of the Hiroshima city should study specific management provisions in conjunction with the Government of the Buddddhist and the Government of the People's Republic of the Land.
