Modalities of public institutions in the Province of Chungi

(Act No. 167 of the People's Government Order No. 167 of 3 February 2013, effective 1 April 2013)

Article 1, in order to save energy, plays the role of public institutions in energy-saving for the entire society, and in accordance with the Law on Energy Savings in the People's Republic of China and the State Department's Ordinance on Public Institutions, and the Stockpile Energy Regulations in the provinces of Myungi, to develop this approach in conjunction with the province's practice.

Article II applies to the work of public institutions within the province to save energy (hereinafter referred to as energy).

The approach refers to public institutions, which are owned or partly by national organs, units and groups using financial funds.

Article 3. Governments at all levels should strengthen the leadership of public institutions in their work, establish a coordination mechanism for the sound work and address in a timely manner important issues in the work of public institutions and promote and promote public institutions.

Article IV is responsible for the supervision of the public body festivals in the sectors where the Government manages the festival.

Agencies working in the management of the authorities at the district level are responsible for the management of public institutions at the same level, under the guidance of the Government's management section, which can work to advance, guide, coordinate and supervise public institutions.

The institutional authorities, such as science and technology, education, culture, health, sports and vertical management, are responsible for the functioning of public institutions within the system, under the guidance of the agencies working in the management bodies of the same-level government.

Article 5

Agencies working in sectoral and management services that can be employed in the management section of the people's government at the district level should strengthen the dissemination of education, access to energy resources, raise awareness among all public institutions and train energy consumer managers in public institutions.

Article 7.

The heads of public institutions are fully responsible for the functioning of this unit. The completion of the programme should be the subject of the evaluation of heads of public institutions.

Public institutions can be evaluated by institutions working in the management of the provincial people's government, with relevant departments such as development and reform, finance, housing and rural and urban construction, auditing, and the approval of the provincial people's Government.

Article 8. Public institutions should establish a sound energy-efficient management system that focuses on the management of energy-efficient systems (headquarters) and equipment, facilities, responsibility and accountability for energy management.

Article 9. Public institutions should designate a facilitators to collect, collate, communicate information on energy efficiency and make observations and recommendations on energy efficiency.

Article 10 Governments of more people at the district level should incorporate public institutions in the planning of the Government.

The institutions governing the affairs of the administration of the people at the district level should be able to plan and plan public institutions at the grass-roots level, in accordance with sections of the people's government, to plan, in the context of specific practice, the development of public institutions of the people's government and the approval of the Government of the same people.

Article 11. Article 12 Institutions working in the management of the people's government at the district level should establish a platform for the monitoring of energy consumption information management of public institutions, with the same level of development and reform, housing and rural and urban construction, regular statistics and publicizing the energy consumption status of public institutions at this level.

Article 13. Public institutions should implement energy resource consumption measurements, monitor the consumption of energy resources in real time.

Article 14. Public institutions should establish a system of energy consumption statistics, designate specialized persons responsible for statistics, establish a statistical desk, analyse the state of energy consumption in the previous year and report on the institutional backup of the work of the management bodies of the current people.

Agencies working in the management of government agencies at the district level should be submitted by 10 March each year by the current public body for the work of the Government's management body at the last year.

Article 15. Agencies working in the management of the people's government at the district level should establish energy consumption standards with relevant sectors such as development and reform, finance, housing and rural and urban development, auditing, based on the combined levels and characteristics of different industries, systems, different geographical public institutions, energy consumption.

Article 16 provides that public institutions use professional technicians in a system of competence and should strictly implement system operating protocols, strengthen the operation of systems and equipment, maintain maintenance, conduct inspections, and implement low-cost and cost-effective measures to ensure the proper functioning of systems and equipment.

Article 17 public institutions should take the lead in the use of the contract energy management approach, entrusting the service providers with a programmed diagnosis, design, financing, adaptation and operation management.

Public institutions should consider their energy management capacities. When public institutions enter into service contracts with the business sector, they should agree on matters such as energy management objectives.

Article 19 Public institutions should optimize the office lighting system by applying imaginative control devices, giving priority to the use of efficient energy-efficient lights. For natural lights to meet office lighting needs, light lighting should be closed.

The number of light systems and lights should be rationalized, with strict control over the opening of time, for the building of public institutions.

The heating, refrigeration period should take full advantage of the temperatures in the natural ventilation room, reduce air conditioning systems or start-up times for single aircraft.

In article 2, public institutions that focus on heating should gradually implement measurements for heat and reduce heat consumption.

Article 24

(vi) Implementation of energy consumption;

(ix) Implementation of energy audits.

In order to monitor inspections, public bodies should cooperate with them, and provide relevant information and data, if any.

In accordance with article 32 of the Regulations on the Energy of Public Institutions, the institutions responsible for the management of organs at the district level should conduct an audit of the energy consumption of public institutions in accordance with the provisions of article 23 of the Public Institutions Regulations, with the development and reform, financial, housing and rural-urban construction and auditing of high-energy institutions.

Article 33 of the public agency's energy consumption is monitored by society and any organization and individuals have the right to report on the waste of energy resources by public institutions.

Article 34 agencies working in the management of the authorities of the people at the district level should open a telephone, clear online reporting, and receive reports from the public of society on the waste of energy resources by public institutions.

After having received reports from the public, the agencies working in the management bodies should promptly investigate the verification that the reporting is real and will deal with the results.

Article XV of public institutions violates the provision of energy resources to be wasted, and institutions working in the management organs of the people at the current level will reproduce their views with the relevant departments, public bodies should be restructured within the time frame and receive timely feedback on changes; and later uncorrected briefings.

Article 336 The Government of the people at the district level should recognize and reward the units and individuals that have made a difference in the work of public institutions.

Article 37, in violation of this approach, is addressed in accordance with the laws and regulations of the People's Republic of China Act on Saving Energy and the State Agency's Public Institutions Regulations.

Article 338 State staff can play a role in public institutions, in favour of private fraud, abuse of authority, by law by the inspectorate or by an organ exempting from office; and in the form of an offence, criminal responsibility is lawful.
