(Summit No. 28th ordinary meeting of the Government of the Lands of the State of the Interior, 4 January 2013, considered the adoption of Order No. [2013] of 16 February 2013, No. 4 of the Order of the People's Government of the State of the Interior, effective 1 April 2013)

Article 1 strengthens the management of the gateway works archives in urban areas and fully plays the role of the gateway engineering archives in urban planning, construction, management, security of the underground line, in accordance with the relevant legislation such as the People's Republic of China Archives Act, the construction of the quality management regulations, and develops this approach in the light of the realities of the city.

Article 2, this approach applies to the transfer, collection and management of land-based engineering archives in the planning area of the city.

This approach refers to the new construction, expansion and alteration of land lines in cities, including urban water, drainage, heat, fuel, electricity, communications, radio television, industrial and related underground works.

This approach refers to documents produced in the planning, construction and management activities of the underground line, which have the value of the conservation, graphics, Voices, e-mails.

Article 3. The establishment of administrative authorities in the city is the administrative authority for the work of the gateway engineering archives in this city.

The City Archives Authority is responsible for the day-to-day management of the gateway engineering archives throughout the city and is directly responsible for the operation guidance of the gateway engineering files within the area of town, the seven River, the west, the Annin four areas, reception, collection, custody and provision of access, and operational supervision of the municipal archives management.

In the Mang and Yongung, Riran, three districts of École are responsible for the management of the linear engineering archives in the districts (zone) and are operating under the supervision of the Archives Authority in the city.

Managements such as urban planning, public safety, transport, urban management should assist in the management of the land line engineering archives in accordance with their respective responsibilities.

Article IV. The management of the urban gateway engineering archives should be guided by the principle of centralized management, the application of uniform receipts, centralized custody, dynamic management, resource-sharing, ensuring the integrity, accuracy, security and effective use of the land-based engineering archives.

Article 5

Article 6 Professional management units of the land line should be transferred to the urban Archives Management Service within one month of the amendment to the additional geotechnical map of the gateway.

Article 7. When construction units deal with the construction clearance process, the Urban Archives Authority shall communicate the content and requirements of the engineering archives to be transferred after the completion of the work.

Article 8 Prior to the subsoiling of the ground line, construction units should entrust engineering measurement units with the corresponding qualifications to establish accurate completion of the survey data and the linear engineering measurement map in accordance with the urban gateline.

Prior to the completion of the local pipeline, construction units should be brought to the city's Archives Authority to conduct a special pre-review of the land-based engineering archives and to obtain a special inspection opinion on the ground-based engineering works of the city Archives Authority.

Article 10 Within three months after the completion of the local trajectory work, the construction of the archives management in the city shall be transferred to the following archival information that is consistent with the requirements of the Archives of Construction Works Documents:

(i) Documentation for the preparation phase of the land-based engineering project, treasury documents, construction documents, completed inspection documents and completed work maps;

(ii) The results of the completion of the underground line;

(iii) Other documents to be archived.

Article 11 Territorial Engineering Archives, which are part of the construction project, shall be transferred to the City Archives Authority in accordance with Article 8, Article 10 of this approach.

Article 12. The engineering survey unit shall transfer to the city's Archives Authority of the results of the land-based trajectory works of 1:500 cities.

In the case of urban terrain and control results transferred by the engineering survey unit, the city's Archives are not sold, transferred.

The construction unit shall, prior to the application for the acquisition of the Construction of Engineering Planning Licence, access to the land-based engineering archives of the construction site in the city of the Archives Authority and the related sector, obtain information on the status of the construction area and make information available to the construction unit.

The construction unit, when it found that the no-processed land line in the construction process, should report immediately to the municipal authorities through construction units. Urban-building administrative authorities should promptly identify the nature of the gateway, the authority, the treasury of the gate-line property unit and report to the city's Archives management authorities on the linear file.

Article 14. The establishment of the Archives in the city shall use the modern information technology management underground engineering archives to ensure their integrity, accuracy and system.

The Urban Archives Authority should establish a urban land-based management information system that would allow for the timely transfer of geotechnical maps, such as geotechnical maps transferred by the local gate management units, and a dynamic management system.

Article 15. The establishment of the Archives Authority in the city should establish a system for the use of information on the land-based engineering archives, actively develop the land-based engineering archival resources and provide non-reimbursable services for the development of administrative functions and local management units in the relevant government sectors.

Article 16 shall establish, maintain an internal management system for sound science, with the receipt, collation, identification, statistics and custody of the land-based engineering archives in accordance with the law.

Article 17 Information on the land-based engineering archives that require confidentiality must be strictly understood in accordance with the relevant provisions of the Confidentiality Act, with sub-management.

Article 18 Construction units have not been transferred to the gateway works files, which are being converted by the administrative authorities of the city, with a fine of up to 100,000 dollars for the construction units; imposes a fine of up to 5 per cent of the unit's directly responsible supervisors and other direct responsibilities; and are responsible under the law for the construction of units in the light of the fact that the construction units are not transferred to the underground engineering archives.

Article 19

Article 20 relating to units or individuals in violation of this approach provides that one of the following cases is punished by the management of more than one of the district-level archives, in accordance with the relevant provisions of the Southern Province Archives Regulations:

(i) The destruction, loss of the base works file;

(ii) Restructuring and falsification of the linear engineering archives;

(iii) The unauthorized provision, copying, publication, destruction of underground line works;

(iv) In violation of State provisions, grant, exchange, transfer, sale and sale of linear works archives and their reproduction.

Article 21 Staff members of the Archives Authority in the city who play a role in the exercise of their duties, in accordance with private fraud, are administratively disposed of by their units or by the establishment of administrative authorities; constitutes an offence and are held by the judiciary in accordance with the law.

The management reference to the archipeline works archives in urban areas in the Red Cross and Yongung, Riran, and the three districts of École is implemented.

Article 23 of this approach is implemented effective 1 April 2013.
