(Health Session of the Fifteenth People's Government of Glin, 17 January 2013, to consider the adoption of Decree No. 228 of 24 January 2013 by the People's Government Order No. 228 of 24 January 2013, effective 1 March 2013)

Article 1 provides incentives for collective and individual contributions in the area of social scientific research, mobilizes the active and creative nature of social science practitioners, promotes the prosperity and development of the social science industry, and better services for economic and social development, and develops this approach in line with the provisions of the Social Ecological Achievements in Glin Province.

Article 2

Article 3. The Social Science Evangelical Achievement Award (hereinafter referred to as the Good Achievement Award) is the highest incentive in the area of social scientific research in this city, which is evaluated every two years and is awarded by the Government.

Article IV evaluates the award of excellence in social science (hereinafter referred to as the Evaluation Committee) for a two-year term.

The functions of the Evaluation Committee are:

(i) Develop or revise the application rules for the evaluation of the award of excellence;

(ii) Approval, selection and review of members of the first instance group and guidance and oversight of their work;

(iii) Social science outcomes and incentives for the finalization of awards;

(iv) Other matters concerning the evaluation of excellence awards.

The day-to-day work of the Evaluation Committee is vested with the Federation of Social Sciences.

Sectors such as urban human resources and social security, finance should be evaluated in accordance with their respective responsibilities.

Each evaluation committee consists of nominations made by the Federation of Municipal Social Sciences in consultation with the relevant sectors, which is approved by the Government.

The members of the Evaluation Committee are composed mainly of experts, scholars and heads of the relevant sectors of the city, with no less than 15 members. Of these, no less than two thirds of those who are serving high-level professional technical functions may be required.

Article 6 awards for social scientific achievements and must be guided by the key ideas and scientific developments of Marcinianism, Medong idea, Dunde doctrine, “three representatives” and adhere to the basic agenda and basic routes of the party, the theoretical link actually has a higher academic level or application value. A breakthrough and innovation in academic research and disciplines have a positive impact on the study of key issues in the opening, economic and social development of reforms in the city and has an important guidance on practice.

Article 7. The evaluation of the award of excellence awards follows the principles of openness, equity and justice without interference by any organization or individual.

Article 8

Article 9. Evantage awards apply to the first instance, review and completion of the three-tier evaluation system.

The evaluation of the award of excellence started before the evaluation process was issued by the Evaluation Committee in the main media of the city.

Article 11. The Evaluation Committee may authorize the establishment of the Preparatory Committee for the Evaluation of Evantage Awards (hereinafter referred to as the Group of First Instances):

(i) Direct sectors, units;

(ii) The Government of the People's Republic of the District, the Managing Committee for the Industrial Development Zone of the Chilin Highway, the Managing Committee for the Development of Economic Technology in Glin;

(iii) Social groups in municipal social sciences;

(iv) Higher institutions and enterprises;

(v) Force in Bangui;

(vi) Other evaluation committees confirmed that units of the first instance group should be established.

Article 12 The members of the first instance group are not less than five, and should be composed of persons with higher-level technical qualifications, and the list of persons in the first instance must be submitted to the Evaluation Committee for approval.

In the first instance, the Group of First Instance has held its first instance on the declared socio-science achievements and, according to the proportion of the provisions, selected social scientific results for review.

Article 13. The Evaluation Committee shall consist of a number of review groups in accordance with the principle of proximity to the discipline. The members of the review group are not less than 7 members, consisting of persons with higher-level technical functions.

The review team made recommendations to the Evaluation Committee on the award and incentive levels for social scientific results, in accordance with the proportion of the social sciences approved by the first instance group.

Article 14.

(i) Public publication or publication within the period specified;

(ii) The publication or publication of studies on historical and practical issues in the city of Glinin within the period specified;

(iii) The adoption of decision-making by the leadership of the district over the period and the creation of tangible economic benefits or social benefits.

Social scientific results in line with the above-mentioned circumstances are not limited, but the same social scientific output cannot be declared in the evaluation.

Article 15 has one of the following social scientific achievements and no award of excellence:

(i) awards have been awarded in awards equivalent to or above the level of awards for this scheme;

(ii) The right to work is controversial;

(iii) Legal, legislative and regulatory provisions fall within the limits of confidentiality;

(iv) Books, overviews, series of figures, statistical information, Yearbooks, documents, leadership statements, work summaries and reporting.

Article 16

(i) Books, including books, translations, writers, tools, materials, archaeological collation publications, customs, research information, local logs;

(ii) Differences, including papers, survey reports;

(iii) Advisory results categories, including evidence reports, advisory reports, advisory programmes.

Audio-visual works and electronic publications on social science can be viewed as a scientific outcome.

The social scientific results of the declaration of awards did not meet the corresponding incentives criteria, which were vacant.

Article 18 participates in the collective or individual evaluation of the award of excellence, which shall be declared in accordance with the following provisions:

(i) Regions (communes), the Chilin High-level New Technologies Industrial Development Zone, the Gain Economic Technology Development Zone, and the municipality's immediate sector (company), higher education institutions, business personnel to the host institutions or offices responsible for social science;

(ii) The persons belonging to social scientific groups in the city are declared to the social scientific community in which they are located;

(iii) Persons from non-social scientific groups in the city and persons from non-national municipalities have been declared to the relevant units established by the Evaluation Committee.

At the end of the trial, the Evaluation Committee shall not be less than two thirds of the membership of the Evaluation Committee; the end-of-trial voting shall be carried out by secret ballot and the social scientific results proposed for the award must be more than half of the votes cast.

Article 20 Social scientific results to be awarded are issued by the Evaluation Committee in the main media of the city. There being no objection from 15 days from the date of publication of the announcement, it may be submitted to the Evaluation Committee that the Evaluation Committee shall take a decision within 15 days.

Article 21 Evantage awards were awarded by the Government of the city to award awards and awards, and the award was recorded in its own archives and academic archives as a basis for the examination, promotion, appointment, evaluation of professional technical functions (title) and access to the treatment.

Non-residents have received excellent results awards, and the evaluation will inform themselves or their units.

The social scientific results of the award were vested in intellectual property and the awardor was personally responsible for the law.

Article 23, in which the results of the research of others or other unjustifiable means of obtaining incentives, is reported by the Evaluation Committee to the Government of the city to withdraw the incentives, to recover the awards and awards and to be administratively disposed of by its units; to impose penalties under the law in violation of other relevant laws, regulations and regulations; to constitute crimes and to hold criminal responsibility under the law.

Article 24 members of the evaluation team involved in the evaluation of the award of excellence and the related staff members who, in the course of the evaluation process, misguided and favoured private fraud, are given administrative disposition by law, constituting an offence and are held criminally by law.

Article 25 The Award for Social Ecological Evantages in the city of Glin was repealed on 1 October 2000.
