Management approach to watersheds in eastern Lake Nippy

(The 16th ordinary meeting of the People's Government of New York, 17 December 2012, considered the adoption of the Decree No. 202 of 8 January 2013, published on 15 February 2013.

Chapter I General

Article 1 promotes the scientific development of water resources, in accordance with the Southern Province Resistance Regulations, the Nippon Lake Tourism Receives Ordinance.

Article 2 protects and administers the waters of the Eastern Lake and applies this approach.

The waters of the Eastern Lake include East-Final Lake, the core area of the New Town of Eastern Lake, and the main streams of the Eastern Lake.

Article 3. Protection and management of water resources in Eastern Lake should be guided by the principles of scientific planning, protection priorities, reasonable utilization, satisfaction, harmonization of management, coordination of development.

Article IV is responsible for the protection and management of water resources in eastern Lake and co-located with the Eastern Lake Remuneration Sector Management Committee.

The Tourism and Lakes Region Management Committee of the Eastern Stockpilelands (hereinafter referred to as the lake sector management) is the management of the East-to-Kindow water area with specific responsibility for the daily protection, management and supervision of the Eastern Lake.

The executive authorities, such as planning, water, tourism, environmental protection, construction, transport, business, public safety, maritime, fisheries, urban management and economic development, should work in coordination with the management of the waters of Eastern Lake.

The Government of the people of the town of Eastern Smuneration is responsible for the protection and management of the main streams on the east of the Lake.

Article 5. The OECS should strengthen awareness-raising and educational efforts for the conservation, management and oversight of water resources in the eastern Lake.

Non-governmental organizations, social volunteers are encouraged to participate in the protection, management and monitoring of water resources in Eastern Lake.

Any units and individuals under Article 6 are obliged to protect water, vegetation, wildlife and various facilities in the waters of Eastern Lake.

Units and individuals that have made a significant contribution to the protection of the waters of the Eastern Lake are recognized and rewarded by the Occidental Management Committee.

Chapter II Planning and construction

Article 7. The OECS Management Committee should organize a management plan for the management of water resources in Eastern Lake, in accordance with the overall planning of the Lake Oriental Region, the overall planning of the Lake Origin Metropolitan region and the tourism development plan for the Eastern Lake.

The development of a management plan for the conservation of water resources in Eastern Lake should take full account of resource endowments and environmental affordability, science, reasonable determination of the protected areas in the East Lake and the development of the intensity of the use of water.

The development of a management plan for water resources in Eastern Lake should seek the views and proposals of the public and receive public scrutiny.

Article 8

The management planning for the conservation of watercourses in the east of the Lake is not subject to arbitrary changes after approval; it is true that changes should be made in accordance with the statutory procedures.

Article 9. The management of the lake area shall make reasonable arrangements for the tourism, transport development strategies and the construction of water transport development planning in accordance with the Waters Conservation Planning Organization in Eastern Lake.

Article 10 provides for construction, establishment of public facilities and other facilities within the area of protected areas and water management in Eastern Lake, and shall be in accordance with the regulatory planning and other relevant management provisions of the water area of Eastern Lake and shall be subject to the approval procedure under the law.

Article 11, which has been approved for the construction of engineering projects within the management of the Lake Oriental Waters, should take effective measures to protect water biomass and water, to prevent pollution of waters and to destroy water ecosystems. After construction, the construction unit should clean the premises in a timely manner and restore the environmental landscape.

Article 12. The OECS management committee should be equipped with sewage treatment within the waters of the Lake Orientale, the construction of the lake's interdiction network and the integration of the lake interrogation network into urban sewage treatment systems.

The OECS, the People's Government in the town of Oriental Lake, should arrange a proportion of specific costs in the annual financial resources for intersecting governance and the maintenance of the TIR system in the downstream villages of Oriental Lake.

It is prohibited to establish new slogans in eastern lake waters; there have been humiliation and should be dismantled by deadlines.

Chapter III

Article 13. The OECS Management Committee should organize the monitoring management of water pollution in Eastern Lake areas, the environmental sector and the maritime sector, and organize research on water pollution control responses, develop, implement water pollution control systems and measures.

The OECS should establish a quality monitoring system for the water environment in Eastern Lake, using scientific and technical tools to enhance water quality monitoring, pollution control and ecological rehabilitation, and regularly publish water environmental quality monitoring information to society.

Article 14.

Measures such as limiting access to water should be taken when water is near the lowest water line.

Article 15. The management of the lake area should organize, in a timely manner, the cleaning of lake buoys and the maintenance of a cleaning of the lake; organize the sluggregation of the Eastern Lake and maintain the basic balance of the sludge and sludge of the Eastern Lake.

Article 16, in the waters of Eastern Lake, may establish the necessary facilities to prevent external contamination, without prejudice to the protection of flood and the safety of navigation.

Article 17 creates a poultry ban in the waters of Eastern Lake, and in the area of livestock poultry, all forms of livestock breeding are prohibited.

The jewelling of jewellers is prohibited in the waters of Eastern Lake.

Article 18 Within the context of the Water Source protected area in Eastern Lake, the relevant units and individuals should strictly implement the provisions of the Water Resources Protection Regulations in the provinces of Zanganang Province, the Water Pollution Control Regulations in the Province of Zangongang.

Article 19 prohibits:

(i) Separate, hiding;

(ii) Removal of wastes such as cigarette, pi, fruit, paper;

(iii) dumping of blends and cements to waters;

(iv) Expropriation and filling watersheds;

(v) Swashing and swiming in the designated region;

(vi) laundering of motor vehicles;

(vii) Other practices that affect the quality of water and undermine the ecological environment of lakes.

Chapter IV

Article 20 provides for the preservation of the ecological landscape of Eastern Lake, the protection of water plants and plants, and the maintenance of reasonable ecological water in the Lake.

In the years of drought, the water administration authorities should, subject to conditions of permit, exercise reasonable movement of water resources from Lake Oriental to secure basic ecosystem stability in the water area of Eastern Lake.

Article 21

Individual fishermen are engaged in fishing operations and should be downsized.

Article 2 provides for the maintenance of the quality and ecological balance of the water in eastern lakes, which can be simulated to the water quality, the environmentally sound water animal.

It is prohibited to feed into feeding animals.

Foreign species and transgenous species are prohibited from returning to the eastern lake waters without due process by law.

Article 23. The cultivation of various water plants should be in line with the requirements of water conservation and landscape and should be managed in a reasonable manner.

Article 24 prohibits vertical paths, in addition to the required vertical area in the waters of Eastern Lake. In the Lake Oriental Lake, no fishing and vertical activities may be carried out in the fishing area.

It is prohibited to unauthorized fishing in the east of the Lake, the extraction of cereal plants and the arrest of ranium.

Chapter V

Article 25 Development of tourism traffic in water in Eastern Lake shall be in line with the development of tourism transport development planning for Lake Eastern Lake.

The management of the lake area should determine the number of operators operating on board ships, water-sole sports facilities and water, in accordance with the practical affordability of tourism transport development planning and water in the eastern lake water, and determine the operational power of operating vessels, water upstream sports facilities, including through tenders, paid concessions.

Article 26 Operational vessels, water-stop sports facilities, buoyage facilities should be in line with tourism transport development planning and related requirements in eastern lake water and be subject to approval by law and, subject to approval, access to Eastern Lake water.

The operation of vessels, water downstream sports facilities, buoyage facilities should not be allowed to change the route, buoys, parks, operations in accordance with the air routes approved by the management concerned.

In addition to public service vessels, cruise boats, fishing vessels, non-manageable vessels and water-sole sports facilities are not allowed to enter the eastern lake waters.

Article 29 requires updating and shall be in compliance with the relevant provisions of the Committee for the Management of the Eastern Lake Typhoon Metropolitan Zone and shall be subject to the relevant approval procedure in accordance with the law.

The updated ship shall not alter the nature of the use of the ship or not exceed the quantity and metrics of the ship.

Article 33 should use clean energy in line with national standards, encourage the use of power sources such as electricity, fuel or solar energy, and phase out vessels using diesel engines.

Operational vessels should establish sewerage, garbage-specific collectors and channelling, clean-up facilities that are matched by off-shore sewage, garbage collection systems, and prohibit the direct discharge and dumping of all sewage, garbage and arables to water.

Article 31 uses the ship, the water downstream sports facility to carry out activities such as water transport, recreation, sports, in the eastern lake waters, with corporate legal qualifications.

In the event of water transport operations, a business registration process, ship registration or reporting procedure shall be governed by the requirements of the Internal Water Transport Regulation.

The right to operate, such as tendering, should be obtained.

Article III provides for the use of ships, water-based sports facilities to carry out a variety of non-operational activities in the eastern lake waters, in accordance with the relevant regulatory provisions and in accordance with the law.

Article 33 governs the management of the lake area to develop specific provisions for the operation of tourism in the east of the Lake, regulating the conduct of water tourist operators, ship operators and other practitioners, defending the legitimate rights of tourists and operators and maintaining a good water transport order.

Article 34 of the discarded ship, water-based sports facilities, buoyed facilities, all persons or operators shall, in a timely manner, carry out the appropriate write-off procedures for maritime management, lake sector management and, within the prescribed time frame, freight the eastern lake waters.

Article XVI provides for the construction, establishment and maintenance of management by units designated by the Eastern Lake Synergy Management Committee.

Chapter VI Oversight management

Article 37 Management Committee for the Eastern Skilllands should establish regulatory and technical norms for the protection of watersheds and establish appropriate protection measures.

Article 33 Eighteen LLCM should assess the implementation and conservation of water resources in eastern lakes and enhance the protection and management of water resources.

Article 40

Chapter VII Legal responsibility

Article 43 violates the provisions of this approach, and the provisions of the laws, regulations and regulations have been punished.

Article 44, in violation of this approach, provides that one of the following acts is punished by the management of the Lakes region:

(vi) In violation of article 26, a fine of more than 5,000.

Article 42, in violation of article 34, provides that the abandoned ship, the water downstream sports facility, the buoyage facility, does not conduct the write-off procedure in a timely manner, order the registration process to be filled; in the event of a serious nature, it may be fined by more than 5,000 dollars. In the absence of a period of time for the transfer of eastern lake waters, the time limit for the management of maritime administrations, the lake area is being changed; the maritime administration, the lake sector management may be organized by law to clean up the cost of cleaning, which is borne by the owner or operator of the ship, the water-based sports facility, the buoyage facility.

Article 46 provides for the protection, management of the functions of staff in the east of the Lake, in the absence of duties, malfeasance or abuse of authority, in favour of private fraud, to be held in accordance with the law; and to hold their criminal responsibility in accordance with the law.

Chapter VIII

Article 47 specifies the specific scope of protected areas in the Eastern Lakes waters in the Plan for the Protection of Water Resources Management in the Eastern Lake, which is published by the COMMS.

Article 48

(i) The main streams in the east of the Lake, which refer to the streams of streams, nams, streams, Koreans and firewood streams.

(ii) Ships refer to various types of mobile, non-motive vessels and other water-based mobile devices that should be registered in the Maritime Authority, in accordance with the National People's Republic of China Ship Registration Regulations, excluding the cyclical craft and length of the ship's equipment.

(iii) Water upstream sports facilities refer to vessels that are not included in the scope of registration of maritime administrations, crafts that are smaller than 5 metres, and operate in specific regions, hosting tourists on water or carrying out sports activities.

(v) Operating vessels refer to vessels that provide socially reimbursable water to commercial services such as passenger freight, tourism, recreation.

(vi) The public service vessel refers to vessels used in the conduct of public service patrols, management, risky, assistance and cleaning.

(vii) Fisheries vessels, which are registered in fisheries authorities.

(viii) Agricultural vessels means non-profit vessels engaged in the transport of agricultural production and short-range agricultural production materials.

Article 49 of this approach is implemented effective 15 February 2013.
