In order to increase the level of integrated urban management, the creation of a clean, well-being urban environment and a good social order is based on the provisions of relevant legislation such as the Urban Integrity and Sanitation Regulations, the Integrated Urban Management Regulations of the city of Vilhan, the Regulations on the Management of Integral Sanitation in the city.

Article II applies to other areas where urbanization is managed by the municipalities and the municipalities.

Article 3. Agencies, groups, forces, schools, business units, artisanal business, trade market start-up units, construction units, relocation units, resident households (hereinafter referred to as “responsibilities”) in the city's streets should be implemented in accordance with the provisions of this approach.

Article IV. The responsibilities of Article 6 “Making a three-phase” are managed under the direct leadership of the people of the region and are specifically implemented by the street offices.

Urban management is the competent authority for the work of the “Madrid three” responsibility within the city's administration, which is responsible for normative development, organization, monitoring and vetting, etc.

Regional urban management is responsible for overseeing, inspecting the implementation of the “Making three” responsibility system in this administrative area, guiding the street offices and the “Madrid three” responsibilities to implement the “Making three” responsibilities, which are not carried out by the responsible persons under the law in violation of urban regulations, regulations and regulations within the area of responsibility and responsibilities.

Article 7. The business administration sector is responsible for the conduct of unsuitable operations of fixed hotels in accordance with the responsibilities of the Quarterly Three Package.

Article 8

The scope of the Article 9 “Making the first three” area of responsibility refers to the ground, walls and the overall space surrounding environment used by the responsible person. In the streets of Janghan, Yuangi (para. Vilhan) waters and Vilhan Fire Stations, Hanoi Fire Stations, Warchannel Squares should enter into a “Mads” letter of responsibility with their management authorities and receive oversight by management agencies and municipal administrations on the implementation of the “Major 3” responsibilities.

The responsibilities of the “Major three” should include the scope of the area of responsibility, the specific requirements of the “supplier three”, the rights and obligations of the responsible person and the award of the responsibilities.

Article 12. The responsible person shall determine the “second three-phase” work manager responsible for the day-to-day maintenance of the area of responsibility of the “Major three” to ensure that the urban environment in the area of responsibility of the “Making three” is in line with the requirements set out in article 10 of this approach.

Article 13. The Street Office should strengthen the monitoring of the performance of the responsibilities of the responsibilities of the responsibilities of the responsibilities of the responsibilities of the responsibilities of the responsibilities of the holder within the Territory and establish a system of inspection and registration. Article 14.
