Extension of the application management provisions for new walls in the Nin summer self-government area

(Summit 126th ordinary meeting of the People's Government of the Nin summer Autonomous Region on 3 December 2012 to consider the adoption of Decree No. 52 of 30 March 2013, No. 52 of the People's Government Order No. 52 of 30 March 2013, which came into force on 1 July 2013)

Chapter I General

Article 1, in order to strengthen the extension of new types of materials, to save energy resources, to promote the use of the resource cycle, to protect the ecological environment, and to develop this provision in the light of the provisions of the relevant legislation.

Article 2 refers to new types of material that are produced by non-soil-dependent major raw materials, with features such as energy efficiency, weight, heat and environmental protection, in line with the construction of wall materials led by national industrial policies and autonomous sector industries.

Article III applies to the development, diffusion, production, use and monitoring of new types of materials within the administrative region of this self-government area.

Article IV. The Government of the people at the district level should strengthen its leadership in the extension of the application of new wall materials and promote the development of new types of wall materials.

The commune government should assist the authorities in promoting the application and management of new types of wall materials in rural areas.

Article 5

The relevant authorities, such as financial, economic and informationization, national land resources, quality, environmental protection, business and tax, promote the application in accordance with their respective responsibilities.

Chapter II

Article 6. New types of material development projects should be in line with energy resource savings planning, environmental protection planning and national, self-government sector industrial policies.

The use of national orders for phase-out processes and equipment for the production of new wall materials.

Article 7. New types of materials shall be produced in accordance with national standards or industrial standards, in conformity with the requirements for the quality and safety of buildings, and products shall be tested by quality testing institutions.

Enterprises that produce new types of wall materials enjoy the following tax incentives under national and autonomous areas:

(i) New types of material products are not exchanged less than 30 per cent of coales, powders, blends and solid waste for industrial solid waste and construction;

(ii) The production of products in the New Type of Wall Materials List, with a value-added tax of 50 per cent being removed;

Chapter III Use and management of new wall material funds

The construction works for new construction, alteration and expansion of Article 14. The criteria for the collection of new wall material special funds are developed by the financial sector of the self-government region with the construction authorities and are implemented after the approval of the Government of the people of the autonomous region.

Article 16 provides for the management of the two-size-fits-all lines of the Special Fund for New Types of Wall Materials, with a dedicated section, no unit or individual shall be permitted to be retained and diverted.

Article 17, in addition to the provisions of the Government of the People's Government of the State and the Autonomous Region, no sector or unit shall be allowed to change the targets of the special funds for new types of wall materials, expand the scope of collection, raise standards or reduce the recruitment, removal and removal of new wall material funds.

Article 18 Construction works require the full use of certified new wall material in accordance with the construction map design document and the full return of the earmarked funds paid.

The special funds return to declarations, clearances, which are developed by the self-governing authorities with the financial sector.

Article 19 The Special Fund for New Types of Wall Materials has been integrated into financial budget management.

Article 20

(iv) Advocacy, training and incentives for new wall materials.

Chapter IV Management and oversight

Article 21 Construction authorities in the self-government area should develop annual workplans for new types of wall materials based on national and autonomous sector industrial policies, and develop technical protocols, norms and standard maps for the production, design and construction of new types of materials.

Article 2

The competent authorities, such as quality, business and industry, should strengthen the supervision of the production, sale of new types of materials, which are in violation of product quality laws, regulations and regulations by law.

The competent authorities and audit bodies, such as construction, finance, audit, prices, should strengthen oversight inspections of the use, use and management of new wall material funds.

The construction units should test the quality of the new types of materials on the ground as required by the construction map design document and be constructed in accordance with the corresponding technical regulations.

Chapter V Legal responsibility

Article 26, in violation of this provision, is one of the following acts by the construction authorities, which are converted to fines of more than three0,000 dollars; production and sale of non-qualified new wall material products by competent authorities such as quality, business and business; cultivated kidnapped in cultivated land, forested land, or taken on ricks in cultivated land, forested land, etc., by the competent authorities of the land, forestry:

Article 27, in violation of this provision, provides for the manufacture of new types of walls to be forged, modified, transferred, rented, borrow the certificate of certification of new types of wall material, to be collected by the construction authorities in accordance with the law and to receive a fine of up to 2,000 yen; for three years, the approval of the enterprise product.

Article 29, in violation of this provision, is one of the following acts, which is being restructured by the competent authority, and are punishable by law in accordance with article 37, article 39, article 41, article 42 and article 42 of the Civil Construction Section Regulations:

(i) The construction units do not require the use of new wall material in construction works;

(ii) The design cell shall be elected in the construction work design without the selection of new types of wall material;

(iii) The construction unit does not conduct the test of the new type of material of the ground;

(iv) A new type of wall material that is not in compliance with the requirements of the construction map design document is signed in accordance with the construction map design document.

In violation of this provision, the construction unit did not pay the special funds for new types of walls in full and on time, and was authorized by the new body of materials to supplement the earmarked funds that had been paid and, from the date of lag, to receive a five-year lag of unpaid earmarked funds.

In violation of this provision, there are one of the following acts, which are rectified by the competent authority concerned, which is grave and disposed of in accordance with the law by the competent and other direct responsible persons directly responsible; and criminal liability in accordance with the law:

(i) Reimbursement of the specific funds for new types of walls, expansion of the scope of collection, improvement of the standards or removal, removal and removal of new types of wall material;

(ii) No specific funds for the collection, surrender, use or interception of new types of wall material should be legitimized.

Annex VI
