Article 1, in order to encourage individuals and organizations that have contributed prominently in scientific and technological progress activities in this city, to promote scientific and technological progress, the transformation of scientific and technological outcomes and innovation, to promote economic and social development, to promote innovative urban construction, and to develop this approach in line with the National Science and Technology Approval Regulations, the Science and Technology Awards in Blue Province.

Article 2: The Government of the city has established municipal science and technology awards (hereinafter referred to as the municipal science and technology awards) and is rewarded in accordance with this approach.

Article 3. The Government of the city has established the Committee on Science and Technology Awards, which is responsible for the evaluation of the municipal science and technology awards, and the municipal science and technology administration authorities are specifically responsible for the day-to-day work of the municipal science and technology awards evaluation.

Article IV.

Article 5 Evaluations of the municipal science and technology awards are carried out by a system of excellence and resistance and are subject to social oversight.

(i) Science and technology contributions awards;

(ii) Science and technology progress awards:

(iii) Science technical cooperation awards.

Article 8. Individuals that create significant economic benefits or social benefits in the industrialization of science and technology innovation, the transformation of scientific and technological outcomes and high-technical technologies in this city are awarded the Science and Technology Award.

Article 9. Individuals and organizations in line with one of the following conditions, award the Science and Technology Progress Prize:

(i) In research development, such as new products, new processes, new materials, biomass and new varieties, greater scientific and technological innovation, the transformation of scientific and technological outcomes in the city, the creation of significant economic benefits or social benefits:

(ii) Promote, incorporate and apply existing scientific and technological outcomes, making a greater contribution in the city to achieve significant economic benefits or social benefits:

(iii) The implementation of priority works in this city, with significant innovation in technology and system management, and the achievement of significant economic benefits, social benefits and ecological benefits:

(iv) To play an important role in soft scientific research such as integrated social management in the city, urban development, science and technology education, and to prove to be effective.

Article 10. Individuals and organizations that meet the following conditions, award the Scientific Technical Cooperation Prize:

(i) The transfer of advanced technologies, the development of talents to Chinese citizens or organizations in Benin, and the formulation of important scientific and technological development recommendations and responses that are significant;

(ii) To promote scientific and technological exchanges and cooperation between the city and abroad and make important contributions.

Article 11. Science and technology salient contributions awards, scientific technical cooperation awards are not ranked. Science and technology progress awards are awarded, etc. awards and three levels.

The municipal science and technology awards are valued at $300,000: Science and Technology Progress Awards: a prize of $88 million for each such award and US$ 3 million for each of these awards; and the Science Technical Cooperation Award of US$ 5 million.

Article 12 The Science and Technology Giving Award does not exceed one (the number of awards is generally one) or may be vacant; the Science and Technology Progress Award does not exceed three awards, two awards do not exceed 5 and three awards; and the Scientific Technical Cooperation Award does not exceed two. The evaluation will be strictly closed and will reflect no drop.

Article 13 Candidates for municipal science and technology awards are recommended by the following units or experts:

(i) People's Government in all districts (the district);

(ii) The Government's work sector;

(iii) Central, provincial presences;

(iv) Sihan Police Reserve area, VAFRC, stationed at the Innant Force;

(v) Enterprise units and social groups in the Sihan region;

(vi) Other units and scientific and technical experts identified by the municipal science and technology administration authorities.

Article 14.

Article 15. The work of the municipal science and technology awards declaration, recommendations and evaluations is carried out in accordance with the following procedures:

(i) The declaration, the recommendation unit completes the declarations, recommendations in the harmonized format and provides complete, authentic or evaluation material;

(ii) Formal review of declarations, recommendations by the municipal scientific and technical administration authorities and submission of qualified declarations, recommended materials to the municipal science and technology incentive committees for evaluation;

(iii) The Urban Science and Technology Approval Commission employs experts, scholars to form the municipal science and technology awards evaluation committee responsible for the evaluation of the municipal science and technology awards. The Evaluation Committee established a number of professional evaluation teams responsible for the early evaluation of the scientific and technical awards within the current professional context:

(iv) The Committee for the Evaluation of the Municipal Science and Technology Awards, in accordance with the evaluation findings of the various professional evaluation groups, proposes the types of awards, projects, personnel, grades:

(v) The Urban Science and Technology Approval Commission conducts an integrated review based on the incentives recommended by the Evaluation Committee:

(vi) The municipal science and technology administrative authorities have presented the results to society through the municipal media, which is 30 days. During the presentation, the question of objections was dealt with and replied within 15 days. Following the announcement, the municipal science and technology administrative authorities reported to the City Committee on Science and Technology Awards.

Article 16 of the Municipal Council for Science and Technology Awards for the types of awards, projects, personnel and ratings approved by the Government.

The Science and Technology Award, the Science and Technology Progress Award and the Science Technical Cooperation Award were awarded by the Government of the city with honour certificates and awards.

Article 18 deducts, inventses the discovery, invention or other scientific results of others, or uses other unjustifiable means of decepting the municipal science and technology awards, which are cancelled, recovered awards and certificates by the municipality's scientific and technical authorities after their approval.

Article 19 recommended units or experts provide false data, materials and evidence to assist others in decepting municipal science and technology awards, which are criticized by the municipal science and technology administration authorities; in serious circumstances, the suspension or removal of their recommended qualifications; and the disposition of persons responsible for direct responsibility and other persons directly responsible.

Article 20 expert and related staff involved in the evaluation of scientific and technical incentives in the city, slacken, provocative fraud and other violations of evaluation provisions in evaluation activities, disqualified experts from the municipal science and technology administrative authorities to remove their evaluation expert qualifications; and disposed of by the competent units in accordance with the law.

The application of the rules of the municipal science and technology incentives is developed by the municipal government's scientific and technical executive authorities.

Article 2 encourages social forces to establish scientific and technical awards for society, with specific reference to the establishment of a science and technology incentives management approach by the Social Forces.

Article 23 is implemented since the date of publication. The incentives for scientific and technological progress in the city of Senin, adopted at the 16th Standing Conference of the Municipal Government on 24 November 2004, was also repealed.
