Decision of the Government of the People's Republic of the Province to modify the regulations governing the management of the Collective Economic Organization for Rural Regions in the Province of Broad Orientale

(Summit 4th ordinary meeting of the Twelfth People's Government of the Great Britain and Northern Province, 31 May 2013, considered the adoption of Decree No. 189 of 20 June 2013, on the date of publication)

The Government of the people of the province has decided to amend the Regulations on the Management of the Collective Economic Organization for Rural Regions in the Province of Broad Orientale as follows:

Article 11, paragraph 1, was amended to read: “The Rural Collective Economic Organization has established three-7 associations or the Council and the Governing Council and the 3-5-person Monitoring Group on Democratic Property. For each term of three to six years, a specific term of office is decided by the Government of the people at the district level to be re-elected without cross-service.”

This decision was taken on 31 May 2013 and was carried out from the date of publication.

The Regulation on the Management of the Collective Economic Organization for Rural Regions in the Province of Broad Orientale has been replicated in accordance with this decision.

Annex: The management provisions of the Collective Economic Organization for Rural Regions (Amendment No. 109 of 9 August 2006 of the People's Government Order No. 109 of the Great Orientale Province, issued on 31 May 2013, at the 4th ordinary meeting of the Royal Oriental Government of 30 May 2013 for consideration of the adoption of the amendment to the Decision of the Government of the Greater Orientale province to the Amendment to the Regulations on the Management of the Collective Economic Organization of the Rural Region of the Province of Orientale province, issued by Decree No. 189 of 20 June 2013

Article 1 guarantees the legitimate rights and interests of the rural collective economic organizations and their members, in accordance with the laws, regulations, such as the Constitution of the People's Republic of China, the People's Republic of China, the People's Republic of China's Agriculture Act, and in the light of the actual practice of my province.

Article 2 Rural collective economic organizations have been restructured as companies and do not apply to this provision.

Article 9. The highest authority of the Rural Collective Economic Organization is a member of the General Assembly. Any matter involving the interests of the members must be submitted to the General Assembly for its discussion.

The Rural Collective Economic Organization voted on specific matters, which could be taken in the form of a meeting of member representatives. The matters adopted by members on behalf of the Conference shall be communicated to five days. More than 1/10, a member with the right to vote shall be submitted to the General Assembly.

A vote was taken by a member General Assembly or by a member on behalf of the Conference by means of a vote “one vote” or “one household vote”.

Article 10 The participation of more than 2/3 members of the organization should be attended by members of the Rural Collective Economy, which should be adopted on behalf of more than 2/3.

Article 11. The Rural Collective Economic Organization has established three-7 associations or a democratic financial management oversight team or a directory of the Council and the three-5 people. For each term of three to six years, a specific term of office was decided by the Government of the people at the district level to be re-elected without cross-functioning.

Article 12

(vi) Other responsibilities under the statute of the Organization.

Article 13

(i) The ownership of collective land and other collective assets;

(ii) The right to use, exercise and benefit of all assets of the Organization operating;

(iii) Independent economic activity and management of internal affairs;

(iv) To deny unlegal charges, assessed contributions or pooled funds;

(v) Other rights under laws, regulations and regulations.

Article 14.

(i) Observance of the laws, regulations, and statutes of the organization;

(ii) The protection of all assets of States collectively used by law;

(iii) To receive guidance and oversight from all levels of government agricultural administration;

Article 15. Article 17

Article 21 provides a democratic monitoring and auditing oversight system for rural collective economic organizations.

The Democratic Property Regulatory Group or the Bureau of Cassation are subject to review and supervision of business management activities and financial payments, in accordance with the statutes of the organization and the financial management system, the financial disclosure system.

The rural collective economic audit sector and the commune (communes) government conducts audit supervision of the rural collective economic organization in accordance with the law.

Article 22 Integration, separation and dissolution of the rural collective economic organization shall be adopted by a vote of the members of the General Assembly, by the Government of the communes (communes), by the posting district or by the Government's agricultural administration.

The integration, separation and disbandment of the rural collective economic organizations should be cleared by law and the disposition of collective assets should be adopted by the General Assembly of former members of the Collective Economic Organization.

Article 23 Abuse by collective economic organization managers of their functions, omissions, misappropriation based on private fraud, and the legitimate rights and interests of other organizations and their members, by warnings or recommending dismissals by the authorities of the rural administration of the communes, the communes (communes), the people's Government or the relevant authorities; causing losses, paying liability under the law; constituting an offence and holding criminal responsibility.

Article 25
