Urban orbital transport management approach

(Adopted by the 25th ordinary meeting of the Government of the city of Halara on 18 June 2013, No. 5 of the Order of the Government of the Naarhama, dated 7 July 2013, to be issued effective 1 September 2013)

Chapter I General

Article 1, in order to promote urban orbital traffic construction, regulate urban orbital transport management, preserve the legitimate rights and interests of passengers, develop this approach in line with the relevant laws, regulations.

Article II applies to planning, construction, operation and related management activities in urban orbits within the city's administration.

Article 3. This approach refers to urban orbital transport, which means a public passenger transport system for urban orbits, such as sea, light trajectory.

Article IV. Urban orbit traffic is guided by the principles of integrated planning, multi-investment, supporting construction, safe operation, and regulating services.

Article 5 Urban orbital transport management (hereinafter referred to as an orbital transport authority) is responsible for the construction, operation and security management of urban orbits and for the organization of this approach.

The relevant executives, such as development and reform, urban and rural planning, urban-rural construction, land resources, transport, public safety, urban management, water, finance, prices, and safety-production monitoring, are responsible for the management of urban orbital transport.

In line with their respective responsibilities, the municipality of the people of the city of orbital traffic, the Committee for the Development of the District Management of the Zone is working with the construction and facilities of urban orbital transport.

Article 6. Urban orbital traffic as a public good cause, construction and operation of preferential policies such as electricity, tax charges, in accordance with the relevant provisions.

Urban orbital traffic construction, operation, and crediting funds are earmarked funds for urban orbit traffic development already established by the Government of the city, income earned in the form of tickets for the operation of the transport line and business benefits related to urban orbit transport.

Chapter II Planning and construction

Article 7. Urban and urban planning administrative authorities should prepare land-use control planning and road-building planning in line with the overall urban planning and integrated transport planning organization, with approval by the Government of the city.

The trajectory transport management should prepare urban orbital transport construction planning, in line with the municipal development and reform, transport and other sectors, for approval by the relevant sectors of the country, in accordance with the prescribed procedures.

Article 8. Urban and urban planning authorities should build land control planning in accordance with urban orbital transport routes, strictly planning control over construction sites and necessary spaces related to urban orbit traffic construction; and the need to revise the relevant planning should seek advice from orbital transport management authorities.

Article 9. The urban and rural planning administrative authorities should plan the demarcation of the urban orbital transport in line with urban land resources, rural and urban construction and orbital transport management authorities.

Urban orbital traffic is linked to the development of government benefits obtained to include specific funding for urban orbit transport development.

Article 10 encourages, supports businesses or individuals to take advantage of social capital, external capital to engage in investment and construction in urban orbits, including through joint ventures and cooperation.

The trajectory transport management can mobilize funds for urban orbital transport by law.

Article 11. Urban orbital transport construction should be carried out in accordance with the basic construction procedures established by the State, in line with national and provincial, municipal technical norms and standards, ensuring quality and safe production of the work.

Article 12. Urban orbital transport construction requires temporary land, with the support and collaboration of all persons, administrators and users of adjacent buildings, constructions and land.

Article 13. Urban orbital transport construction requires the occupation or excavation of urban roads, the relocation of various lines, facilities and the removal of trees, and the processing of approval procedures under the law and the support and cooperation of the relevant departments and property units.

Article 14. When urban orbital transport works build on the following spaces, construction units should take measures to prevent and reduce the impact on buildings, constructions and urban infrastructure, both on the side and around, and to protect the various local routes, facilities and ensure their safe operation.

Chapter III Operational management

Article 17 Transport management should develop urban orbital transport regulations.

The passengers should use the “urban ventilation” think card or take effective vehicle tickets. Without the use of the “urban ventilation” think card, no vehicle ticket or an ineffective vehicle ticket, the Urban orbital Transport Operations Unit could collect the tickets in accordance with five times the maximum gateway ticket price.

Urban orbital traffic is unable to function properly, and the Urban orbital Transport Operations Unit should refund its cheques in accordance with the original ticket price.

The passengers should comply with the public order of transport in urban orbits, with the care of public facilities and sanitation, and in line with the reasonable arrangements of the staff of the urban orbital transport operation unit.

Prohibition of the following practices affecting the safety, order, conduct and sanitation of urban orbital traffic:

(i) Interception of vehicles;

(ii) The unauthorized access to areas such as orbit, tunnels;

(iii) Facilities such as counselling, cross-cutting, destruction of the wall of separation, escort, gate, security doors;

(iv) Forced the following vehicles;

(v) Intrusion, cranes, communicable diseases that endanger the health of others;

(vi) Beaching dangerous goods that are fuel, prone, toxic and radioactive, corrosive;

(vii) Carrying out and transit vehicles with ultra vires and disproportionate effects on other vehicles;

(viii) To carry out transportation tools such as their own vehicles, electric vehicles, or slogans, slogans, etc., and to wear the wheels, downboards, boxes, and passenger vehicles;

(ix) Advertising or selling items in vehicle stations, car booths;

Article 25 Urban orbital transport operators should establish a complaints acceptance system and receive complaints from passengers against the quality of their operations and services.

Urban orbital transport operators should respond within five working days of the date of receipt of the complaint. The respondent may appeal to the trajectory traffic administration, which should respond within seven working days from the date of receipt of the passenger complaint.

Chapter IV Security management

Article 26 Rural and urban-rural-building administrative authorities should improve the safety construction and quality supervision management system of urban orbital transport construction projects and enhance day-to-day oversight management.

The executive branch, such as public safety firefighting, safe production supervision, should establish a system for the safe management of urban orbital traffic, enhance inspection and guidance on urban orbit transport construction and operation of security-related matters, and investigate violations by law.

Article 27 should establish a sound security management system, with professionals, to secure financing and ensure safe production.

Article 28 Transport operators in urban orbit should assume responsibility for safe production in accordance with the law, establish safe production management structures, manage and maintain urban orbital transport facilities and guarantee the safe operation of facilities.

Article 29 Transport operators in urban orbit should conduct safety education and training for practitioners, familiarize themselves with the safety operation regulations and safe operating protocols, and have security operational skills in their jobs.

Article 33 The Urban orbital Transport Operations Unit should take safety-protection technologies and monitoring measures that regularly exclude the cover of buildings, constructions and facilities, equipment and equipment, such as urban orbital traffic stations, tunnels, high roads (including bridges).

The Urban orbital Transport Operations Unit provides technical protection and monitoring of facilities, equipment along the urban orbital traffic or needs to be matched by buildings, construction sites and day-to-day monitoring in connection with the construction of urban orbital transport.

Article 32 prohibits:

(i) The unauthorized operation of a warning logo, a customs facility and the use of emergency or security devices without state of emergency;

(ii) Lossss of vehicles, tunnels, orbits, road blocks, vehicle stations, etc.;

(iii) Contrary to the frequency of specialized communications in urban orbits;

(iv) Damage and interference in protective surveillance equipment, electrical equipment, cable, communications signal systems, and electrical systems;

(v) Soil safety, firefighting, direction and slots;

(vi) To take the lead in the drilling of the bridge or bridges, with private pyrethroids and other institutions;

(vii) Other acts that endanger urban orbital transport facilities.

Article XIII provides for safe protected areas for the planning, construction and operation of urban orbital transport routes.

The scope of protected areas is defined according to the following provisions:

(i) Over 50 metres outside the tunnel structure;

(ii) Ground vehicle stations and highway stations and over thirty metres outside the route line line;

(iii) Buildings such as the entrance, ventilation, transformative power, control centres, integrated maintenance bases, parking lots, and construction of ten metres outside the line;

(iv) There were 100 metres outside the river and the tunnel structure.

The orbital traffic management body shall delineate the specific scope and publication of protected areas in accordance with article 2, paragraph 2. As a result of geological conditions or other special circumstances, the scope of protected areas is to be adjusted by an orbital transport management body to advise on the review of the urban and rural planning administrative authorities.

Article XIV conducts the following activities in the area of urban orbital traffic safety protection, and the relevant executives should seek the views of the orbital transport management authorities in writing when dealing with the clearance process.

(i) Construction, dismantling of buildings and construction;

(ii) Exposure, ground loading, ground pit exhumation, break-down, ground-based construction, sing, sing, pulbing, blocking operations, underground artificial rainfall;

(iii) The construction of sketches, the exhumation of rivers, the excavation of sands and the drilling of water;

(iv) Structural and cross-line operations;

(v) Other operations that may endanger urban orbital transport facilities.

Where units or individuals engage in the activities set out in the preceding paragraph of this article, a programme for the safety and protection of urban orbital transport facilities should be developed and sent to orbital transport management agencies.

Article XV of the Urban orbital Transport Operations Unit is responsible for the safe conduct of protected areas, finding that there is a threat or risk of endangering the construction and operation of urban orbital traffic, and should require the relevant units or individuals to cease their operations and take appropriate security measures; and, to reject, the timely reporting of orbital traffic management authorities should be treated in accordance with the law.

Article 36 Transport operators in urban orbit should develop safety accident emergencies and conduct regular performance. In the event of security accidents, immediate security accident emergencies should be initiated, effective measures should be taken to organize rescues, prevent accidents from expanding, reduce casualties and property losses and report to the public security, safe production monitoring authorities and orbital transport management authorities on time. Significant accidents should be triggered immediately by the start of municipal emergency preparedness.

After reports received from the Public Security, the Safety Production Monitoring Administration and the orbital Transport Administration, the immediate removal of the accident sites and the organization of accident relief should be carried out. In accordance with the specific circumstances of the accident, the investigation is handled by the accident survey team consisting of the relevant sectors.

Article 337 The urban orbital Transport Operations Unit could take the necessary measures to limit the flow of passengers when it comes to a sharp increase in passenger flows.

Article 338 faces natural disasters or security accidents that cannot guarantee safe operation, and the orbital transport management shall notify the urban orbital transport operators to stop operating or partially stop operation, and report to the city's people's Government, while making social announcements.

Chapter V Legal responsibility

Article 39, in violation of the provisions of this approach relating to the operation of urban orbits and the management of transport facilities, is authorized by the municipal transport administration authorities to impose sanctions on the orbital transport administration in accordance with the following provisions:

(i) In violation of article 23, paragraph 2 (ii), subparagraph (iii), (iv) of this approach, a fine of one thousand dollars, in violation of subparagraphs (viii), (ix), (x), (x) and (xi) of article 23, subparagraphs (x), (x) and (xi) of this scheme, the imposition of a fine of up to 50 million dollars, in violation of subparagraph (xi) of subparagraph (b) of subparagraph (b) of subparagraph (iii) of subparagraph (iii) of subparagraph (b) of article XXX), and the imposition of fines in excess of fines;

(ii) In violation of article 33, paragraph 2, of this scheme, the imposition of a fine of more than two thousand yen; a non-operational act with a fine of up to one thousand dollars.

Article 40 violates article 23, paragraph 2 (i), subparagraph (vi) of this approach and other offences, which constitutes a violation of the law of the law, and is punishable by administrative penalties by the public security sector in accordance with the relevant provisions.

Annex VI

Article 43 refers to urban orbital transport facilities, including orbital traffic, road base, tunnels, highway routes (maximums), vehicle stations (including entrances, corridors), ventilation, vehicles, integrated maintenance bases, parks, control centres, transformers (covers), refrigerator, communications facilities, air power facilities, etc., and other relevant facilities to secure urban orbit transport construction, operation.

Article 44
