Modalities for the management of the Gichuan Integrated Tax Zone

(The 9th ordinary meeting of the Government of the People's Party of the New summer Autonomous Region, held on 15 July 2013, considered the adoption of Decree No. 57 of 20 July 2013, No. 57 of the People's Government Ordinance No. 57 of 20 July 2013, which came into force on 1 September 2013)

Article 1, in order to accelerate the opening of the Honduran, to promote the construction and development of the Gichuan Integrated Tax Zone, to develop this approach in line with the relevant laws, regulations and the State Department's agreement to establish the Bank's Integrated Taxation Zone and national policies, in line with the principle of “first-warning”.

Article IV is entrusted by the executive body with the executive authority to carry out the following administrative clearances in the area of Ganguan:

(i) Approval of matters such as the establishment, modification of an external investment enterprise;

(ii) Approval, approval, documentation of investment projects, in accordance with the relevant requirements of the Government of the Autonomous Region for investment approval;

(iii) Organization of construction projects to pre-trial, bedified; organize the implementation of agricultural land transfer, land collection, national land use; and organize land supply;

(ix) Administrative clearance matters entrusted by the relevant administrative organs under the law.

Specific elements entrusted by administrative approval matters are made clear by the relevant executive bodies in their letters of assignment and to the social announcement.

The Board shall transmit administrative approval reports to the administrative organs entrusted to it; the executive body entrusted with guidance and oversight on the implementation of administrative clearance matters by the Board.

Article 5 establishes a centralized administrative approval facility in the Galguciété area, which publishes the basis, content, conditions, process, duration, and the full range of materials to be submitted, the application model text, etc., with a full range of assistance to the enterprise hosting system.

Article 11. The Board shall promote the standardization of information in the Sichuan area through the same administrations, customs, tests, quarantine, business, tax, financial and public safety, the timely publication of public information in the area of maintenance of the Sichuan area, the integration and sharing of information resources in the Galaxy area, and provide information services for the exchange of data and customs management.

Article 12 establishes joint office mechanisms to provide efficient and quality services to enterprises. The Board should establish a joint mechanism with customs, testing epidemics, tax, foreign exchange, commerce, shores, transport, civil aviation, river airports, etc., as well as innovative border regulatory models to increase the efficiency of customs clearance.

Article 13 should organize sectors such as public security, extermination, customs, testing and quarantine, simplify customs procedures, expedite the flow of goods and increase trade efficiency; streamline entry procedures, promote commercial travel cards schemes, reduce unnecessary restrictions and create more favourable conditions for the movement of foreign investors, staff, technicians.

Article 15. The security, firefighting and road traffic management in the Galichuan area is the responsibility of the Public Security Agency.

Article 16 states that enterprises in the Galaxy area should comply with national laws and regulations, adhere to social integrity, business ethics and integrity. Their legitimate rights are protected by law and are governed by the law by the relevant preferential policies of the State, the autonomous region and the city of Sichuan.
